A workshop “Electronic records. Electronic recordkeeping and preservation of electronic records” for government authorities

On 26 March 2019 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus together with the Belarusian Research Center for Electronic Records on the basis of the National Archives of the Republic of Belarus held a workshop for representatives of government authorities – the Council of Ministers of the Republic of Belarus, the central bodies of state administration and other government institutions subordinated to the Government of the Republic of Belarus, regional executive committees, the Prosecutor General’s Office, the State Control Committee, the National Statistics Committee, the Investigative Committee, the State Forensic Examination Committee, the National Bank, the National Center of Electronic Services (over 70 representatives) on the topic “Electronic records. Electronic recordkeeping and preservation of electronic records”.

The workshop was opened by O. A. Ledovskaya – Deputy Director of the Department for Archives and Records Management of the Justice Ministry. Deputy Director of the National Archives of the Republic of Belarus E. A. Stukanova gave a welcome address to the participants.

The workshop discussed changes in the normative legal acts in the sphere of electronic recordkeeping, specified the concepts of an electronic record and a record in electronic form, gave examples of technological aspects of creation, registration, sending/receipt and filing of electronic records.
At the center of attention was a step-by-step realization of the Plan of Actions for Archival Preservation of Electronic Records in the Republic of Belarus, adopted by First Deputy of Prime Minister of the Republic of Belarus A. G. Turchin on 17 October 2018, which resulted in a complete transition to archival preservation of electronic records.
The workshop included a discussion on issues of conversion of electronic records (including attachments) to Portable Document Format (PDF/A1 or PDF/A2), scientific-technical processing of electronic records, etc.

The next workshop is scheduled for the second quarter of the current year on the topic to be proposed by the government authorities.
