On holding a board meeting in the Department of Archives and Records Management of the Ministry of Justice of the Republic of Belarus
On March 20, 2025, a board meeting of the Department of Archives and Records Management of the Ministry of Justice of the Republic of Belarus (hereinafter referred to as the Department) was held. Deputy Minister of Justice Oleg Nikolaevich Kot took part in the board meeting.
The following issues were considered at the board meeting:
1. On the work of state archival institutions with young people.
2. On the implementation of anti-corruption legislation in national archival institutions in 2025.
The main speaker on two issues was the head of the department for the use of documents, ideological work and international cooperation Yu.V.Baidanova.
On the first issue, Yu.V.Baidanova presented a detailed analysis of the work with young people carried out by state archival institutions.
The co-rapporteurs on the issue were the Director of the Institution “State Archive of the Brest Region” A.G.Karapuzova and the Director of the Zonal State Archive in Slutsk I.A.Borodina, who shared their experience in recruiting and adapting young workers, as well as involving young specialists in all areas of professional and social life of archives.
Commenting on the information presented, the Director of the Department O.L.Voinov noted that in general, work with young people in the archival industry is carried out on a systematic basis. At the same time, special attention should be paid to the targeted recruitment of young specialists.
Speaking on the second issue, Yu.V.Baidanova noted that systematic work is being carried out in the republican archival institutions to combat corruption, relevant commissions have been created and are carrying out their activities, the work plans of which are posted on the official websites of the institutions.
In pursuance of the requirements of the Decree of the President of the Republic of Belarus dated 15.12.2014 No.5 «On Strengthening Requirements for Management Personnel and Employees of Organizations» (hereinafter referred to as Decree No.5), when hiring, a reference from previous places of work is required, and in relation to candidates for management positions – information from the unified state database of offenses. During the period of validity of Decree No. 5, no cases of illegal actions, violation of written obligations to comply with restrictions stipulated by anti-corruption legislation, or deliberate use of official position in order to obtain unjustified privileges by the management of republican archival institutions have been identified.
The co-rapporteur on the second issue was the Director of the BSAFPPD A.N.Gonchar, who reported on the ongoing anti-corruption activities in the Belarusian State Film and Photo Archives in accordance with the legislation, the action plans of the Ministry of Justice and local legal acts of the archive.
The Director of the Department O.L.Voinov, summing up the consideration of the second issue, noted that the Department provides timely and complete methodological support to state archival institutions regarding the organization of work to combat corruption.
At the same time, this area of work should be under the personal control of the directors of state archival institutions, and the prevention of such offenses should be a fundamental measure to combat corruption.
The members of the board recognized the work of state archival institutions on the agenda items as satisfactory.
