Participation of the Director of the Department for Archives and Records Management O.L.Voinov in the Council for Archival Affairs under the Federal Archival Agency of the Russian Federation
On September 25 – 28, 2023, the Archival Council of the Federal Archival Agency (hereinafter referred to as the Council) is being held in St. Petersburg (Russian Federation).
The Director of the Department for Archives and Records Management of the Ministry of Justice of the Republic of Belarus O.L.Voinov takes part in the work of the Council.
On September 26, 2023, the meeting of the Council was opened by the Head of the Federal Archival Agency A.N.Artizov, who made a report «Topical issues of the activities of domestic archives».
The Director of the Department for Archives and Records Management of the Ministry of Justice of the Republic of Belarus, O.L.Voinov, presented a report «On the state and prospects of archival affairs in the Republic of Belarus» at a plenary meeting of the Council.
In his report, O.L.Voinov noted that recent years for the archival industry of the Republic of Belarus have been extremely rich in terms of solving both traditional issues for archives and new tasks. A feature of the agenda is the fact that the functions of state archival institutions of Belarus are increasingly becoming diversified and increasingly falling into the sphere of competence of other industries.
Today, the Republic of Belarus has developed strategic directions for the development of the archival industry, among which the key ones are:
– identification of priority measures to strengthen the material and technical base of state archival institutions and the necessary volumes and sources of their financing in 2023 and subsequent years;
– determining the principles and priorities of digitizing documents by state archival institutions, taking into account the significance of such documents for the history of the development of the Belarusian state and society;
– taking measures to ensure maximum open access to digitized documents of the National Archival Fund of the Republic of Belarus;
– strengthening the information and educational activities of state archival institutions.
The head of the archival service of Belarus especially emphasized that these days quite decisive steps are being taken towards the globalization of archives, their integration into the public administration system, including the provision of services.
Separately, in his speech, O.L.Voinov focused on issues of Belarusian-Russian archival cooperation.
Among the most large-scale projects are a series of collections of documents entitled «Post-war Reconstruction of Belarus», as well as the fundamental publication «Without a Statute of Limitations».
As part of cooperation with the regions of the Russian Federation, it was noted about the fruitful connections of Belarusian archivists with the archival service of the Republic of Tatarstan.
The Council will continue its work until September 29, 2023.
