A meeting of the board of the Department for Archives and Records Management of the Ministry of Justice was held on June 1, 2021

On June 1, 2021 the Department for Archives and Records Management of the Ministry of Justice of the Republic of Belarus held a board meeting to examine the following issues:

1. On the work of state archival institutions in performing paid work for legal entities and providing paid services to legal entities and individuals in 2016-2020 (information by G.S. Zholnerkevich, Head of Organizational Work, Information and Use of Documents; O.V. Zayanchkovskaya, Head of Records Management and National Archival Fonds; A.V. Kochetkova, Head of Records Preservation and State Registration).

2. On the formation of the national information resource of the State Fonds Catalogue of the National Archival Fonds of the Republic of Belarus (information by Yu. A. Zadiran, Consultant for Records Preservation and State Registration).

3. On preparations for the celebration of the 100th anniversary of the Archival Service of Belarus (information by M.N. Skomoroshchenko, Deputy Head of Organizational Work, Information and Use of Documents).

On the first issue, the Board noted that in the period of 2016-2020, the state archival institutions earned 12,113,628.22 rubles, of which 3,513,865.32 rubles by national archival institutions and 8,599,762.9 rubles by regional and local state archives. With some fluctuations in the volume of extrabudgetary funding, the overall dynamics of the process goes in an increasing direction. The share of financial resources as a result of paid works and paid services received in 2020 exceeds the similar indicators of 2016 by 52%.

The performance of paid work and services by state archival institutions is carried out within the framework of specialized legislative acts.

On the second issue, the Board noted that information on the composition, contents and location of the state part of the National Archival Fonds, used as one of the main tools in the system of measures to ensure the preservation, registration and use of documents, is centrally updated annually, including through the State Fonds Catalogue of the National Archival Fonds. The status of the State Fonds Catalogue as a bank of generalized information about the documents of the state part of the National Archival Fonds is stipulated by Article 23 of the Law.

The State Fonds Catalogue of the National Archival Fonds refers to the national state information resources and is registered in the State Register of Information Resources of the Republic of Belarus on October 22, 2001 under No. 0200100017. The Instruction on the procedure for submitting information about the documents of the National Archival Fonds for their inclusion in the State Fonds Catalogue, approved by the resolution of the Ministry of Justice of the Republic of Belarus No. 125 of May 17, 2012, defines the sources of the Catalogue formation.

As of 1 June 2021, the Catalogue contains information on the composition and contents of more than 15,6 million items. The Catalogue includes data from 32 state archival institutions with 13,129,493 files comprising 47,597 fonds; 122 territorial archives with 1,435,153 files comprising 82,912 fonds; 131 state museums and libraries with 1,047,075 files comprising 1,215 fonds; 6 organizations carrying out temporary storage on the basis of contracts with 349,535 files comprising 186 fonds.

On the third issue, the Board heard and analyzed information on preparations for the celebration of the 100th anniversary of the Archival Service in Belarus (2022). On the eve of the jubilee date, it is planned to organize a number of anniversary events (festive, commemorative, academic and educational) aimed at broadly informing the public about the archival service, raising the professional status and prestige of Belarusian archivists, encouraging worthy workers in the industry, etc.

Special events to mark the 100th anniversary of the Belarusian Archival Service will be held throughout 2022 in the form of lectures, excursions, master classes, round tables, scientific and practical conferences, etc. It is planned to publish a presentation album, release a thematic calendar, prepare an electronic historical and documentary exhibition, hold an industry-wide gala meeting, etc.

The Board noted that in planning the jubilee events the experience of previous jubilees of the national archival service was taken into account, and the experience in organizing similar events for 100th anniversaries of state archival systems of foreign countries, various ministries and departments of Belarus was actively studied.

The Board discussed the general concept and structure of jubilee events and key projects, and identified organizational issues to be addressed in 2021.
