A scientific-practical seminar “Recordkeeping in institutions. Acquisition in state archives”

The Department for Archives and Records Management of the Justice Ministry (Department) and the Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) on 14 May 2019 held a scientific-practical seminar for managers and employees of central and regional state archives on the topic “Recordkeeping in institutions. Acquisition of records by state archives”. The seminar was opened by Department Director Victor Kourash. Speakers at the event were BelNIIDAD Director Andrey Rybakov and Department’s Division Head for Records Management and National Archival Holdings Ludmila Tsymbal. Among the participants were directors of local state archives.

The seminar discussed the following issues:

1. Legislation in archives and records management. Changes and amendments in the legislation in 2018-2019. The perspective areas in improvement of legislative basics in archives and records management.
2. Concept and types of documentation systems. Unified documentation systems. Standard STB 6.38-2016 and the Instruction on Records Management in Government Agencies and Other Institutions.
3. Creation, execution and storage of paper and electronic records. Normative legal acts and local legal acts.
4. Document forms and stamps. Authorization of copies.
5. Circulation and registration of records. Filing of electronic and paper records. Electronic records.
6. Instruction for recordkeeping in institutions which are sources of records acquisition for state archives
7. Appraisal of records in institutions and archives. Types of records schedules.
8. Use of records schedules in making file classification plans.
9. Acquisition of records from non-government institutions.
