On October 31, 2025, a meeting of the Board of the Department of Archives and Records Management of the Ministry of Justice of the Republic of Belarus was held at the Department of Archives and Records Management of the Ministry of Justice of the Republic of Belarus, with the participation of Deputy Minister of Justice O.N.Kot
The meeting of the Board considered the issue of «Processing of Appeals from Citizens and Legal Entities in the Department and National Archival Institutions for January-September 2025». The meeting also heard a report from O.V.Zayanchkovskaya, Head of the Department of Records Management, Formation, and Preservation of the National Archives, and reports from the heads of the state archives of the Vitebsk, Gomel, and Mogilev regions and the State Archive of Public Associations of the Grodno Region on measures taken to eliminate the backlog of documents accepted for permanent storage in state archives, taking into account the commissioning of new archival storage facilities.
A report on the first issue was presented by Yu.V.Baidanova, Head of the Department of Document Use, Ideological Work, and International Cooperation. She noted that the Department continuously monitors archival institutions’ compliance with legal requirements for handling citizen and legal entity requests and the timely updating of online resources with relevant information. The Department and national archival institutions are taking the necessary measures to fully and comprehensively review requests, thereby eliminating legitimate complaints about the actions of officials related to the review of incoming requests.
O.V.Zayanchkovskaya noted that state archives are implementing the task of eliminating the backlog of documents accepted for permanent storage in accordance with the Action Plan for Debt Elimination and Document Acceptance for Storage and the Plan for Acceptance of Documents for Permanent Storage for 2025-2033, which were approved by the Director of the Department on June 6, 2025. The state archives have increased their document acceptance targets for 2025, focusing primarily on accepting permanent storage documents with expired temporary storage periods, which has reduced the backlog of documents accepted by 11.3%.
Following a review of the reports of the heads of the state archives of the Vitebsk, Gomel, and Mogilev regions and the State Archive of Public Associations of the Grodno Region on the measures taken to eliminate the backlog of documents accepted for permanent storage, Department Director O.L.Voinov noted that the state archives have organized their work. O.L.Voinov emphasized that the issue of eliminating the backlog of documents accepted is under the control of the Minister of Justice and that the assigned tasks must be completed within the established deadlines.
