On holding a board meeting in the Department of Archives and Records Management of the Ministry of Justice of the Republic of Belarus

On December 20, 2024, a board meeting of the Department of Archives and Records Management of the Ministry of Justice of the Republic of Belarus (hereinafter referred to as the Department) was held.

The following issues were considered at the board meeting:

1. On problematic issues in the organization of records management in organizations that are sources of acquisition of state archives.
2. On the implementation of legislation on combating corruption in state archival institutions in 2024.
3. Report of the director of the state institution «National Historical Archives of Belarus» Glushakov M.M. on improving work with appeals from citizens and legal entities in the National Historical Archives of Belarus in 2024.

The board meeting was attended by Deputy Minister of Justice Kot Oleg Nikolaevich.

On the first issue, a report was made by the head of the department of records management, formation and preservation of the National Archival Fund of the Department O.V.Zayanchkovskaya.

The report notes that over the 11 months of 2024, 169 seminars were held, including one republican seminar, 76 meetings, and more than 3,500 consultations were provided, including clarification of the norms of the Instruction on office work in government agencies and other organizations, the new version of which was approved by the Resolution of the Ministry of Justice on January 10, 2024 No.2 and entered into force on July 1, 2024.

At the same time, it is noted that the absence of full-time employees of office work services, the absence or frequent change of persons responsible for office work, the insufficient level of training of responsible persons are the reasons for poor-quality work with documents, their execution and safety.

Work with organizations that are sources of staffing state archives will continue in 2025.

On the second issue, the report was made by the head of the department for the use of documents, ideological work and international cooperation of the Department Yu.V.Baidanova.

The co-rapporteur, Director of the State Archive of the Vitebsk Region, A.N.Korol, informed the board about the events held in the archive to comply with the legislation on combating corruption and counteracting corruption.

Following the consideration of the second issue, it was decided to continue to hold ideological and educational events in work collectives on an ongoing basis to create an atmosphere of intolerance to corruption and popularize anti-corruption values.

On the third issue, a report was heard from Director of the State Institution National Historical Archive of Belarus, M.M.Glushakov.

It was noted that in modern conditions, the demands of users of archival documents are increasing. In this regard, archival institutions need to analyze the work being done for the future, including the priority of creating digital copies of documents to meet citizens’ requests.

At the end of the board meeting, Deputy Minister of Justice O.N.Kot and Director of the Department O.L.Voinov congratulated the board members on the upcoming Christmas and New Year and wished them further fruitful work.
