On July 27, 2023, a meeting of the Board of the Department for Archives and Records Management of the Ministry of Justice of the Republic of Belarus (hereinafter referred to as the Department) was held.
The Deputy Minister of Justice of the Republic of Belarus ON Kot took part in the work of the collegium.
The following issues were discussed at the board meeting:
1. On the implementation in the first half of 2023 of the activities of the subprogram «Archives of Belarus» of the State Program «Culture of Belarus» for 2021-2025 and the State Program «Digital Development of Belarus» for 2021-2025.
2. About work with documents of personal origin in the state archives of the Republic of Belarus.
3. On work with appeals from citizens and legal entities in the Department and republican archival institutions in the first half of 2023.
4. Personnel issue.
On the first issue of the agenda, the head of the department of organizational work, information and use of documents of the Department G.S. Zholnerkevich made a report.
In his speech, G.S.Zholnerkevich touched upon the implementation of the activities of the subprogram «Archives of Belarus» of the State Program «Culture of Belarus» for 2021-2025, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated January 29, 2021 No. 53, as well as event 52 «Development AIS of audiovisual documents for the establishment of the «Belarusian State Archive of Film and Photo Documents» and event 53 «Development of the system of open access to documents of the National Archival Fund of the Republic of Belarus» of the State Program «Digital Development of Belarus» for 2021-2025, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated February 2, 2021 city No. 66.
The speaker noted that the target indicators in the main areas of archival activities are being met in full.
State archival institutions accepted for permanent storage from organizations – 73,124 files (63.6 percent of the annual target); digitized archival documents in the amount of 858,729 electronic pages (59.1 percent of the annual target); organized and held – 187 exhibitions on stands and showcases (111.9 percent of the annual target).
In the first half of 2023, the financing of state archival institutions amounted to 6,428,068.00 rubles from the republican budget, of which 4,452,158.94 rubles were disbursed. Funding from local budgets amounted to 6,713,689.31 rubles, 5,207,367.03 rubles were disbursed.
During the reporting period, work was carried out to expand the space for storing archival documents: the reconstruction of the capital structure inv. No. 350 / C – 39718 (specialized communications building) on the street. Kosareva, 23 in the city of Gomel under the building of the archive; reconstruction of the barracks building for the archive, located on the street. Krasnoarmeyskaya, 11/4, Grodno (including design and survey work); reconstruction of the ATS-24 building according to 90A Frunze Ave. in Vitebsk for archiving; reconstruction of the building located at st. K. Marx, 23, Mogilev, to accommodate the archives of the institution «State Archive of the Mogilev Region».
It was noted that as part of the implementation of measure 52 of the State Program «Digital Development of Belarus» for 2021-2025, the procurement procedure for holding an electronic auction for the purchase of a complex of scanning equipment with part of an additional complex for equipment was carried out, a decision was made to purchase from a single source for the purchase of an editing viewing table, as well as a public procurement was announced in relation to the implementation of measure 53 of the same state program.

On the second item on the agenda, the head of the department of office work, formation and preservation of the NAF O.V.Zayanchkovskaya made a report.
In her report, she noted that annually about 5,000 items are deposited in the state archives. documents of personal origin. At the same time, the most difficult stages in the organization of work with documents of this group are the stages of acquisition and examination of the value of these documents, which determine the documents and funds that have the greatest historical significance.
The speaker drew attention to the fact that funds, including documents of personal origin, are formed in state archives, as a rule, on the basis of concluded donation agreements with citizens. In the National Historical Archives of Belarus and the National Historical Archives of Belarus in Grodno, these funds are formed on the basis of collections of documents mainly from noble families, as well as representatives of other classes.
As of July 1, 2023, the State Stock Catalog of the National Archival Fund of the Republic of Belarus contains information on 170,172 cases of personal origin in 806 funds and archival collections, which is 1.3% of the total composition of the described documents stored in state archives.

On the third issue of the agenda, a report was made by the Deputy Head of the Department of Organizational Work, Information and the Use of Documents of the Department N.T.Buloichik.
The speech noted that in the first half of 2023, the Department considered 91 appeals from citizens and legal entities, of which
33 – written,
58 – electronic.
In the republican archival institutions, 89 appeals were executed during the reporting period (55 electronic, 34 oral).
The report also drew attention to the peculiarities of working with citizens who repeatedly apply to the Department and state archival institutions.
On the fourth item on the agenda, the board agreed on the appointment of K.A.Lozhechnik to the position of head of the department for ensuring the safety of documents and funds, M.D.Romanova to the position of head of the department of state accounting and scientific reference apparatus of the Belarusian State Archive of Film and Photo Documents.
