A national seminar for the heads of documentation management services on the issues of records management in government institutions and the quality of documents

On May 19, 2021, a national seminar was held for the heads of documentation management services on the issues of records management in government bodies (organizations) and the quality of preparation of documents, organized by the Department of Archives and Records Management of the Ministry of Justice of the Republic of Belarus jointly with the Council of Ministers of the Republic of Belarus and the National Archives of the Republic of Belarus.

The event was held in the traditional format for representatives of central government bodies of state administration and other state institutions subordinate to the Government of the Republic of Belarus and in the format of videoconference for heads of records management services at regional executive committees, the Minsk City Executive Committee and administrations of Minsk districts.

An opening speech was delivered by A. E. Tsvetkov, Deputy Director of the Department for Archives and Records Management of the Ministry of Justice, who emphasized the specific importance of the issues related to the efficiency of interaction between government bodies (organizations) and increasing requirements for the quality of preparation of documents.

A. E. Rybakov, Director of the Belarusian Research Institute of Records Management and Archival Studies, spoke on the organization of recordkeeping in government bodies and organizations. Special attention was paid to the current normative legal acts and regulative documents prepared by the Belarusian Research Institute of Records Management and Archival Studies.

N. V. Shastilovskaya, Head of Records Management Department at the Office of the Council of Ministers of the Republic of Belarus, spoke on the quality of preparation of documents submitted to the Council of Ministers of the Republic of Belarus.

T. A. Shevchenko, Head of Records Management and National Archival Fonds at the National Archives of the Republic of Belarus, reviewed the monitoring of records management services and archives in government bodies and organizations. The report touched upon a number of problematic issues in the organization of recordkeeping and archival storage of documents in government agencies.

N. V. Loktionova, Chief State Inspector for Archives and Records Management, spoke about the work of the State Inspectorate of Archives and Records Management and the main mistakes revealed during inspections of compliance with legislation in the field of archives and records management.

During the event, the participants asked questions relating to archiving and records management. The discussion took place in the form of an open question-and-answer dialogue. As a result of the event, the participants discussed practical issues and identified objectives for the near future.
