A Joint Action Plan was signed in Tashkent, and negotiations were held to develop cooperation between archival institutions of Belarus and Uzbekistan (supplemented)

On September 23, 2025, a delegation of archivists from the Republic of Belarus, led by Oleg Leonidovich Voinov, Director of the Department of Archives and Records Management of the Ministry of Justice of the Republic of Belarus, took part in a number of official events in the Republic of Uzbekistan.

The Belarusian delegation also included Andrei Nikolaevich Gonchar, Director of the Belarusian State Archive of Film, Photo, and Sound Documents, and Andrei Evgenievich Rybakov, Director of the Belarusian Research Institute of Documentation and Archival Science.

A signing ceremony for the Joint Action Plan for Developing Cooperation between Archival Institutions of the Republic of Belarus and the Republic of Uzbekistan for 2025–2027 was held at the Uzarchive Agency under the Ministry of Justice of the Republic of Uzbekistan (Tashkent). The document was signed by Ulugbek Mirtalibovich Yusupov, Director of the Uzarchive Agency under the Ministry of Justice of the Republic of Uzbekistan, and Oleg Leonidovich Voinov, Director of the Department of Archives and Records Management of the Ministry of Justice of the Republic of Belarus.

The plan envisions a wide range of joint activities: identifying and exchanging digital copies of archival documents, organizing scientific conferences, seminars, and exhibitions, conducting internships, and preparing scientific publications and collections of archival materials.

During the visit, members of the Belarusian delegation were given a tour to learn about the activities of the National Archives of Uzbekistan.

Following the signing ceremony, the Belarusian delegation met with Numon Usmonovich Mukhammadiev, Deputy Minister of Justice of the Republic of Uzbekistan. The negotiations were attended by senior officials from the Ministry of Justice of the Republic of Uzbekistan, the Uzarchive Agency, and Alexander Sergeevich Ogorodnikov, Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to Uzbekistan. The parties discussed practical aspects of bilateral cooperation, including the preparation of joint publications, organizing exhibitions of archival documents, and exchanging experiences between specialized institutions of the two countries. Following the talks, an agreement was reached to further deepen cooperation in the archival sphere.

During the visit, the Belarusian delegation also visited a number of historical and cultural sites in Uzbekistan to learn about its rich heritage. Specifically, guests were given a tour of the Victory Park memorial complex and the Glory Museum.

Furthermore, the delegation members learned about the activities of specialized archival institutions:

– the National Archive of Film, Photo, and Sound Documents of Uzbekistan, where they inspected the storage conditions for documentary films and audiovisual materials, the procedures for their registration and use, and digitalization processes.
– the National Archive of Scientific, Technical, and Medical Documentation of Uzbekistan, where Belarusian representatives visited the exhibition hall, reading room, and archive storage facility, and learned about the restoration and digitalization processes of archival documents.

The delegation concluded their visit with a visit to the Muhammad al-Khwarizmi Tashkent University of Information Technology, where they learned about the activities of the electronic archives research and education laboratory, established with the support of the Uzarchive Agency.
