On renaming the Belarusian Research Center for Electronic Documentation into the Belarusian Center for Digitalization of Archival Activities

From January 1, 2025, the State Institution «Belarusian Research Center for Electronic Documentation» (BelNICED), in pursuance of the Resolution of the Council of Ministers of the Republic of Belarus dated July 26, 2024 No.545 «Issues of the Ministry of Justice of the Republic of Belarus» and on the basis of the order of the Director of the Department of Archives and Records Management of the Ministry of Justice of the Republic of Belarus O.L.Voinov dated September 17, 2024 No.43, was renamed into the State Institution «Belarusian Center for Digitalization of Archival Activities» (BelCCAD).

The order provides not only for the renaming of the enterprise, but also for a significant change in its profile.

The functions for developing scientific principles and methodology in the field of working with documents in electronic form, including electronic documents, are transferred to the institution «Belarusian Research Institute of Document Science and Archival Affairs».

The main tasks of the BelCCAD are:

• design and development of software for automation of the activities of the Department, structural divisions for archives and office work of regional executive committees, the system of archival institutions;
• performance of work (provision of services) on the development and implementation of digital development activities within the framework of state and other programs;
• performance of work (provision of services) on the maintenance and filling of information systems (resources), including work (services) on technical support and maintenance, ensuring uninterrupted access, fulfilling requirements for the protection and safety of information, administration and monitoring of functioning, consulting users;
• performance of work (provision of services) to ensure the functioning of information systems, local area networks;
• implementation and improvement of information technologies for access to archival documents;
• development and submission of proposals, implementation of technical design of activities for revision, development and implementation new technologies for processing information in the field of archival affairs;
• performance of work (provision of services) for conducting procedures for public procurement of software, network, communication, computer and other equipment;
• organization of advanced training in the field of digital development of employees of state archival institutions;
• performance of work (provision of services) on:
  – consulting on issues of electronic document management and storage of documents in electronic form;
  – conducting scientific and technical processing of documents in electronic form;
  – creation of Internet sites in the global computer network Internet;
  – consulting on issues of creating Internet sites in the global computer network Internet;
  – depository storage of documents in electronic form;
  – preparation and conduct of lectures, seminars, on issues of electronic document management;
  – providing methodological and practical assistance in the development of local legal acts on working with documents in electronic form;
  – information and cyber security;
• performance of paid work and provision of paid services to organizations and citizens within the framework of entrepreneurial and other income-generating activities in accordance with the subject of the activity;
• publication in the press, electronic communications media of the results of activities of a reference and methodological nature on the application of information technologies in archival work.
