About the seminar at the Council of the Republic of the National Assembly of the Republic of Belarus on clarification of legal norms in the field of archiving and record keeping

On July 11, 2024, a seminar was held at the Council of the Republic of the National Assembly of the Republic of Belarus on issues of clarification of legislative norms in the field of archival affairs and record keeping. The seminar was organized by the Secretariat of the Council of the Republic of the National Assembly and the Department for Archives and Records Management of the Ministry of Justice of the Republic of Belarus.

The seminar, which continued a series of training events held by the Department of Archives and Records Management and the Belarusian Scientific Research Institute of Document Management and Archival Affairs to explain the norms of legislation in the field of archival affairs and records management, was attended by managers and specialists of the Secretariat, about 30 people in total.

The seminar was opened by the Head of the Secretariat A.V.Maltsev, who noted the importance of competent organization of office work, compliance with established documentation rules and organization of work with documents to ensure the effective solution of tasks and functions assigned to the Council of the Republic.

Director of the Belarusian Scientific Research Institute of Document Management and Archival Affairs A.E.Rybakov, in his speech, dwelled in detail on issues related to the main changes in the organization and management of records management in the light of the requirements of the new edition of the Instructions for records management in government bodies and other organizations, which came into force on 1 July 2024. Particular attention was paid to the issues of correct execution of documents, compliance with established deadlines for their registration and execution. Separately, the features of document execution in electronic form, including electronic documents, were considered.

The results of the seminar were summed up by the Deputy Chairman of the Council of the Republic of the National Assembly of the Republic of Belarus S.N.Khomenko, who emphasized the importance and relevance of the event, focused on the need for unconditional compliance with the requirements of the law in the field of archiving and record keeping, emphasized the relevance of the task of revising local instructions for record keeping in Council of the Republic, expressed a wish to hold a similar seminar for Secretariat employees on the issues of transferring documents for storage in the archive.
