Belarusian internet portal TUT.BY and the Belarusian State Archives of Films, Photographs and Sound Recordings present their second online publication in a joint project These Are We.

This video release celebrates the 75th anniversary of the birth of the People's Poet of Belarus Rygor Baradulin.

Major Belarusian internet portal TUT.BY and the Belarusian State Archives of Films, Photographs and Sound Recordings announced the start of a joint project "These Are WE". This project will exhibit rare photographs, archival video and audio materials that provide a unique glimpse about unknown or little-known pages in the life of Belarus and our fellow countrymen.

The project starts with a video film called "Unknown Ausiannikau" about one of the most revered figures in the Kupala Drama Theatre in Minsk.

A one-day workshop, Changes in Records Management Procedures in the Light of the New Instruction on Records Management in Government Institutions is to be held at the Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD), 25 February 2010 in Minsk.

The workshop is intended for employees at records management offices, personnel offices, legal departments, and agency archives.

The workshop addresses the following issues:

• legislative base in records management and archive business in the Republic of Belarus and the system of state control over legislation compliance in this sphere;

• changes in documenting government activities (requirements for local, normative and legal documents on records management, blank forms, records attributes and texts, formation of certain types of records etc.);

• recordkeeping in the light of the new Instruction (receipt, registration and execution of incoming and internal records, checkout procedures);

• types of file classification systems and procedures for their creation, confirmation and use in the light of the new Instruction;

• changes in files formation and records appraisal;

• new requirements for making inventories (file lists) in agency departments (for permanent, temporary (over 10 years) and personnel records);

• procedures for transfer of records to agency archives and disposal of temporary records;

• specifics of work with electronic records.

The seminars are given by V.I. Adamushko, director at the Department for Archives and Records Management of the Republic of Belarus; E.N. Davydova, head of the division of records management and the formation of the National Achival Holdings of the Republic of Belarus at this Department; A.E. Rybakov, director at BelNIIDAD; T.V. Stolina, chief state inspector for archives and records management, and other high experts in records management and archive business.

On 9 February 2010, the Brest Region Executive Committee holds a ceremonial meeting to celebrate the 70th anniversary of the State Archival Service in Brest Region.

The state archival institutions in the western regions of the Belarusian Soviet Socialist Republic (BSSR) were created in accordance with Resolution of the BSSR Council of People’s Commissars No. 182 dated 11 February 1940, "On organization of archive business in Baranovichi, Pinsk, Vileika, Brest and Belostok oblasts of the BSSR".

From 1940, the archive network of Brest Region included the Archive Division of the BSSR NKVD/MVD Administration (People’s Commissariat, and from 1946 Ministry, of Internal Affairs) and three regional archives – in Baranovichi, Brest and Pinsk. Until March 1960, these institutions were included in the system of the BSSR NKVD/MVD, then came under jurisdiction of the Brest Region Executive Committee, and since 2006 in the system of the Ministry of Justice of the Republic of Belarus.

Presently, the archive network of Brest Region includes the Archives and Records Management Division at the Brest Region Executive Committee, four state archives (the State Archives of Brest Region and local state archives in Baranovichi, Kobrin and Pinsk) and 19 personnel archives (three municipal and 16 district archives). As on 1 January 2010, the number of archivists and managerial staff employed in the Brest Archive Network is 96.

On 11 February 2010, the National Historical Archives of Belarus in Grodno celebrates 70 years since its foundation.
To celebrate this event, the Archives prepared a series of radio and television programmes, periodical publications, exhibitions, and a jubilee brochure titled "The National Historical Archives of Belarus in Grodno. 1940-2010".

Brief history of the National Historical Archives of Belarus in Grodno

The Grodno Archives was founded following the formation of Grodno Province in 1801 and the establishment of the provincial administration in 1802. The Archives contained act books initially held in the local courts of the Grand Duchy of Lithuania and the Polish-Lithuanian Commonwealth (Rzeczpospolita) dating from the 16th through the 18th centuries, as well as records created by the provincial institutions.

The area of Belarus was often a site of military activity, thus resulting either in the direct destruction of documentary materials (as in 1812 and 1915) or their dislocation to the adjacent countries (in the course of evacuation to the East or taken as a war booty to the West).
In the time between the wars, when Western Belarus was part of Poland, the Grodno State Archives (Archiwum Państwowĺ w Grodnie) was located in Grodno, which was formed in 1922.

On 11 February 1940, the Grodno Archives was reorganized as a historical archives (the branch of the Central Historical Archives of the Belarusian Soviet Socialist Republic. In 2001, following a number of previous reorganizations, the archives was renamed the National Historical Archives of Belarus in Grodno.

Currently the Archives holds documents of regional, provincial and district authorities, economic and financial institutions, police agencies, courts, educational, cultural and other institutions in Grodno Region, as well as a portion of documents for Vileika, Disna, Lida and Oshmiany districts of the Vilno province of the Russian Empire.

The Archives now holds over 1,200 fonds with over 411,000 files dating from the 16th to the first half of the 20th centuries.

Of especial interest are the following documents: the 1511 Charter from the Polish King and Great Prince of Lithuania, Sigmund I, confirming the right of the Catholic church in Volkovysk to tithe income (the 1528 copy); Tadeusz Kosciuszko’s testament of April 4, 1817 on emancipating peasants in the village of Sekhnovichi, Kobrin district; pages from the artist Napoleon Orda’s diary about his staying in Paris from September 1833; parish records of the birth of A. Pashkevich (Tetka), I. Lutsevich (Ia. Kupala), the marriage and death of E. Ozheshko, the death of N. Orda; records relating to the life and activity of noted political and public figures and men in the realm of science and art (P. Bagrim, E. Ozheshko, I. Domeiko, Iu. Krashevski, M. K. Oginski, A. P. Storozhenko, M. Bogdanovich, L. Zamengof, S. Vrublevski, A. O. Makovelski, etc.); inventories, plans and drawings of churches, monasteries, estates and towns (inventories of the Basilian Monastery in Lyskovo (1716, 1758), the Farny Church in Grodno (1825), the 1912 map of Grodno); documents relating to the history of architecture and art (descriptions of castles in Lida and Mir (1827), and more.

Dear colleagues, Merry Christmas and Happy New Year!

The year 2009, which was as busy as ever for Belarusian archives, is coming to an end. I would like to thank all workers in the State Archival Service of the Republic of Belarus for their intensive fruitful work that helped us to achieve good results with planned activities and expected time frames. In 2009, for success in their work, 11 archive specialists were awarded with the breastplate "Honorary Archivist of Belarus"; 21 specialists, with the Honorary Diploma of the Department for Archives and Records Management of the Republic of Belarus.

In this year, despite its difficult financial environment, we continued to safeguard our archival holdings and to strengthen the archives’ resources and their material and technical basis. The modern information technologies have been increasingly introduced into the activities of Belarusian archives. In the work with citizens'’ inquiries, a special attention was paid to the filfilment of President of Belarus Decree No 2 dated 27 December 2006 "On Measures for Further Debureaucratization of the State Machinery".

I am confident that all the objectives set by the Belarusian archives for the year 2010 will be successfully accomplished.

I would like to wish you and your families good health, happiness and welfare in the coming new year!

Between 25 April and 17 June, the Department for Archives and Records Management of the Republic of Belarus and the Belarusian Research Centre for Electronic Records conduct training workshops in mastering software tools for the Unified Automated Archival Information System (AIS), in particular the most complicated sofware packages "Records Maintenance" and "Preservation".

The Department for Archives and Records Management under the Ministry of Justice of the Republic of Belarus, the Belarusian Research Institute of Records Management and Archival Studies, the Archives and RM Division of the Vitebsk Region Executive Committee and the National Archives of the Republic of Belarus organize an international scholarly conference "The past and the present: archives in the system of humanitarian knowledge" celebrating 100th anniversary of the Vitebsk Scholarly Archival Commission to be held in Minsk on 20 May 2009.
