The Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) released guidelines (methodical recommendations) on selection of automated records management systems (agency electronic recordkeeping systems) in government agencies and other institutions.

The guidelines deal with the selection and appraisal of automated records management systems in government institutions. They give a detailed description of selection processes for records systems in an institution and examine their functional requirements according to the Belarusian legislation in electronic recordkeeping. They also examine potential risks in the implementation of the systems and the ways of their solution.

The Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting to examine issues of handling appeals from citizens and legal persons at the Department and the central archival institutions in the second half of 2019; on the Department’s Plan of Main Activities for 2020; on implementation of Presidential Directive No. 1 of 11 March 2004 “On measures for strengthening public safety and discipline”; on execution of legislation against corruption in the central archival institutions in 2019.

The Board examined and approved the draft of the Plan of Main Activities of the Department for 2020.

In 2019 the State Archives of Gomel Region Public Organizations collaborated with the mass media in accordance with the annual Plan of Actions and in line with the Year of Native Land National Program for 2018-2020 adopted by the resolution of the Council of Ministers of the Republic of Belarus of 18 July 2018.

All important events held at the Archives were covered by the mass media. The relevant information was posted on the information resources (websites “Archives of Belarus” and the Gomel Main Justice Administration gomeljust.gov.by) and the Archives of Belarus Facebook page.

On 18 December 2019 the State Archives of Photographs, Films and Sound Recordings (Dzerzhinsk, Minsk Region) hosted a joint Day of Information, which brought together the Archive’s staff and senior officials of the Dzerzhinsk District Executive Committee, Minsk Region. The guests included representatives of the Gomel Region Executive Committee Main Justice Administration, regional state archives and other organizations in Gomel Region.

The event was initiated by ONT National Television. The speaker at the Day of Information was Head of the Second National TV Channel Marat Markov. The main topic was “Traditions of Sovereign Belarus”. Mr. Markov emphasized on the main traditions that have been established and preserved in the Republic of Belarus to the present day: the celebration of the Victory Day; the national patriotic project “Belarus Remembers”; the Kupalye Folk Festival (Alexandria Gathers Friends); the International Festival of Arts “Slavonic Bazar” in Vitebsk; the Dazhynki Harvest Festival; the support of gifted and talented youth; the new year charity campaign Our Children, and more.

The Belarusian State Archives of Films, Photographs and Sound Recordings (BGAKFFD) in collaboration with the National Archives of the Republic of Belarus, the Museum of the History of Belarusian Cinema and National Film Studio Belarusfilm present a multimedia project “Their Weapon is a Camera” dedicated to the 95th anniversary of Belarusian Cinema.

The program presents documentary photographs highlighting the work of frontline cinema operators M.Z. Veinerovich, M.I. Sukhova, V.P. Tseslyuk, O.B. Reizman; film documents from the BGAKFFD Cinema and Photo Archives (separate film items from special releases, frontline newsreel, chronicles and documentaries created during the Second World War: “In one of the first Partisan groups in Belarus” (1941), “Soviet Belarus” (1942), “The people’s avengers” (1943), “The rail war in the districts of Polotsk, Lepel and Mogilev” (1943), “The Battle for Vitebsk” (1944), “Our Minsk” (1944), “The liberation of Soviet Belarus” (1944).

The exposition features 32 documentary photographs from the Cinema and Photo Archives and 30 unique documents from the National Archives of the Republic of Belarus. Among these are the Resolution of the Council of Ministers of the BSSR relating to the work of the Belarusian newsreel, lists of personnel of the Partisan groups who included cinema operators and their award papers.

The speakers at the presentation were Chairman of the Belarusian Union of Cinematographers V. Vasilyev; film and music expert, candidate of art history at the National Academy of Sciences, Centre for Studies of Belarusian Culture A. Karpilova; film director at the National Film Studio Belarusfilm, winner of the Belarus State Prize M. Zhdanovsky; film director, script writer, playwright, member of the Belarusian Union of Cinematographers V. Moroz; senior researcher at the Belarusian State Museum of the History of the Great Patriotic War N. Obukhova; director of the Museum of the History of Belarusian Cinema I. Avdeyev; winners of international contests and festivals, theatre and cinema artists V. Plyashkevich and E. Dubrovskaya.

The Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus (the Department) held a regular workshop on electronic recordkeeping and preservation of electronic records for representatives of central authorities and government institutions subordinate to the Government of the Republic of Belarus, and regional executive committees.

In opening the Workshop, First Deputy Director of the Department O. A. Ledovskaya underlined the importance of issues related to the creation of modern archival information systems and enhancement of multiagency information coordination.

The event took place in “question-answer” format on topics proposed by government agencies and institutions.

The Workshop discussed issues related to electronic recordkeeping systems; storage of electronic records in institutional archives; preservation of electronic records by the State; multiagency coordination systems; records systems for institutional archives; electronic recordkeeping of appeals and inquiries from citizens.

The Workshop was organized by the Department for Archives and Records Management of the Justice Ministry, the Belarusian Research Centre for Electronic Records, the Belarusian Research Institute of Documentation and Archival Science, the National Centre for Electronic Services.

The website of the Ukraine Central State Scientific and Technical Archives has posted a new electronic exhibition titled “The Ukraine Central State Scientific and Technical Archives and the Belarus State Archives of Scientific and Technical Documentation: 50 Years in Preservation of Scientific and Technical Documentation”.

The joint international online project has been realized as part of the Agreement on Cooperation between the Ukraine TsDNTA and Belarus BGANTD Scientific and Technical Documentation Archives (“On Cooperation in Organizing Documentary Exhibitions”). The exhibition marks the 50th anniversary jubilees of the both archives: the Belarusian Archives celebrated its 50th anniversary on 27 May 2018, the Ukrainian Archives on 25th December 2019. The exhibition aims to show the main landmarks in the history of the Scientific Technical Archives in Ukraine and Belarus, to describe their activities, documentary holdings, work principles, priorities and directions.

On 6 December 2019 the Department for Archives and Records Management of the Justice Ministry (the Department) held the Republic-level Workshop and Conference on Creation and Use of Digital Copies of Archival Documents.

The event brought together representatives of central, regional and local state archives from all six regions in Belarus and the city of Minsk – heads and specialists in creation and use of digital copies of archival documents, in all 49 people. Representatives of the Department included First Deputy Director O. A. Ledovskaya and Deputy Director A. E. Tsvetkov.
The workshop program was very informative. The participants heard reports and speeches by members of the Department and all central and regional state archives.

The results of the ten-year scheduled work in creation of digital copies of archival records were summarized by the Head of Records Preservation and Inventory at the Department A. V. Kochetkova. She noted that this kind of work is presently reflected in the main annual indexes of the state archival institutions and in the target indexes of the Culture of Belarus State Program for 2016-2020, adopted by the resolution of the Council of Ministers of 4 March 2016 No. 180. Digitization of archival records is being executed by the Republic-level Technical Laboratory of Security Microfilming and Records Restoration, the Central Laboratory of Microfilming and Restoration of Records of the National Archival Fonds and by 15 state archives. Digital copies have been created for 35 919 paper storage items, constituting 16 % of the total amount of reference copies. The overall information has reached 6,6 terabyte. The Belarusian State Archives of Films, Photographs and Sound Records created digital reference copies for 97 % of photo and sound records and 100 % video records.

On the sidelines of New Year Charity Campaign Our Children on 10 December 2019 the First Deputy Director of the Department for Archives and Records Management of the Justice Ministry O. A. Ledovskaya, Director of the Belarusian State Archives-Museum of Literature and Art A. V. Zapartyko and Deputy Director of the National Historical Archives of Belarus I. I. Kovganova visited the state educational institution “The Social and Pedagogical Centre of Smolevichi District ” and presented New Year gifts to the Centre’s pupils.

The State Archives of Brest Region took part in the ceremonial event dedicated to the 80th anniversary of the foundation of Brest Region, held on 6 December 2019 at the Brest Academic Drama Theatre named after Lenin Komsomol of Belarus.

During the event the State Archives of Brest Region together with the Regional Local Museum and the Regional Library presented an exhibition “The History of Brest Region in Archival Documents” to feature about twenty documents reflecting the main landmarks and most important events in the region’s history and development.

Among the participants and guests at the exhibition were Chairman of the Brest Regional Executive Committee A. S. Lis, Chairman of the Brest City Executive Committee A. S. Rogachuk, members of district delegations, representatives of the authorities, institutions and public organizations.

On 5-6 December 2019 Kharkov, Ukraine hosted ceremonial events to mark the 50th anniversary of the Central State Scientific and Technical Archives of Ukraine. The archival branch of Belarus was represented by Director of the Belarusian State Archives of Scientific and Technical Documentation (BGANTD) Aliaksandr Zapartyka.

On 5 December at the extended session Marat Balyshev and Aliaksandr Zapartyka, directors of the Ukrainian Central State Scientific and Technical Archives and the Belarusian State Archives of Scientific and Technical Documentation, signed an agreement on cooperation.

On 6 December the conference hall of the Central Academic Library of the Kharkov Karamzin National University held an open discussion on the topic “Archives and Library Resources in the Digital Epoch”. In Smart Talk format the participants discussed topical problems in archives and libraries, urgent processes of digitization in records preservation.
