On 7-9 November 2019 in Moscow, Russian Federation, Director of the Department for Archives and Records Management Viktor Kurash took part in the 26th International scholarly conference «Documentation in Information Society: records management and archive business in conditions of digital transformation» and the 10th Conference of Archives of Slavic Countries «The archives of Slavic countries in the epoch of digital transformation». The conferences were attended by representatives from 17 countries. The events were organized by the Eurasian Regional Branch of the International Council on Archives, the Federal Archival Agency of Russia and the Russian Research Institute of Documentation and Archival Science.

In his speech to the participants of the 26th international scholarly conference «Documentation in Information Society: records management and archive business in conditions of digital transformation» Director of the Department for Archives and Records Management Viktor Kurash dwelt on the issues of normative and legal regulation in the state archives of the Republic of Belarus in work with electronic records and highlighted topical problems in acquisition, preservation, inventory and use of electronic records in the state archives of the Republic of Belarus.

Viktor Kurash also took part in the 10th Conference of Archives of Slavic Countries, where he delivered information on the activities of state archives in Belarus in conditions of digital transformation.

The events included working meetings of V. Kurash with the Chief of the Federal Archival Agency of Russia A. Artizov and Secretary General of the International Council on Archives Dr. A. Seles.

An international scholarly conference “The Gomel Palace and Castle Ensemble: from the manor estate to the museum complex” took place at Gomel to celebrate the 100th anniversary of the Palace and Castle Complex at Gomel.

On 5-6 November 2019 the Palace and Castle Complex at Gomel brought together scholars, historians, art critics, archivists and museum workers from Belarus and Russia. The conference reports were focused on the history of the Gomel estate in different periods, the life of its owners, the palace collection of art works and documents relating to the objects of the Gomel Palace and Castle Complex. The archives branch was represented by reports by Ganna Zapartyka, Director of the Belarusian State Archives-Museum of Literature and Art and Veranika Musvidas, Head of Information and Use of Documents at the Belarusian State Archives of Scientific and Technical Documentation.

The conference participants acquainted with the objects of the Gomel Palace and Castle Complex, the museum expositions at the Palace of the Rumyantsevs and the Paskeviches, and a jubilee exhibition “The museum histories”.

An illustrated book of scholarly papers has been specially prepared to mark the event.

On 30-31 October 2019 Bishkek, Kyrgyz Republic hosted the 20th General Conference of the Eurasian Regional Branch of the International Council on Archives EURASICA, the meeting of the Consultative Council of Heads of State Archival Services of CIS Member States, and the international scholarly conference “Current Issues in Use of Archival Records”.

The EURASICA events brought together delegations of archivists from Azerbaijan, Armenia, Belarus, Kazakhstan, China, Latvia, Russia, Poland, Tajikistan and Uzbekistan.

The Belarusian delegation included Director of the Department for Archives and Records Management of the Justice Ministry V. I. Kurash (delegation head), Director of the National Archives of the Republic of Belarus A. K. Demyanyuk, Director of the Âelarusian Research Institute of Records Management and Archival Studies A. E. Rybakov, Director of the State Archives of Minsk Region Yu. S. Romashko.

The 20th General Conference of the EURASICA discussed the implementation of the branch action plans for 2017-2020, participation in the next, 19th international Congress of Archives in Abu-Dhabi (United Arab Emirates), and more. The next EURASICA meeting will take place in 2020 in Beijing, China.

The Consultative Council of Heads of State Archival Services of CIS Member States heard reports on the development of archive business in the Commonwealth states, a report of the Russian Research Institute of Documentation and Archival Science (VNIIDAD) on the institution’s work as a basis organization for education and advanced training of professional personnel in the CIS countries in archival studies and records management. They also discussed topical issues in the development of cooperation in archival affairs in the CIS countries. The next session of the Consultative Council is scheduled to take place in 2010 in Kazan, Russian Federation.

At the international scholarly conference “Current Issues in Use of Archival Records” the speakers from the Belarusian side were Director of the National Archives of the Republic of Belarus A. K. Demyanyuk (“Expanding access to archival records: problems and ways of solution (in practices of the National Archives of the Republic of Belarus)”, Director of the State Archives of Minsk Region Yu. S. Romashko (“On current practices in exhibition activities at the State Archives of Minsk Region”).

The 29th Conference of International Archival Day organized by International Institute for Archival Science of Trieste and Maribore (IIAS) took place in Koper, Slovenia on 21-22 October 2019. Belarusian archivists were represented by IIAS permanent member, Director of the Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) Andrey Rybakov.

The Conference was attended by over 70 representatives from Austria, Belarus, Bosnia and Herzegovina, Hungary, Germany, Italy, Kazakhstan, Malta, Oman, Poland, Russia, Rumania, Slovenia, Ukraine, Finland, Croatia and Czech Republic. The working languages at the event were English and Slovenian.

Greeting words to the participants were given by IIAS Director P.P. Klasinc (Slovenia); General Director of Archives of Italian Ministry of Culture and Tourism, President of IIAS Members Conference G. Barrera (Italy); Director of IIAS Autumn Archival School G. Tato (Italy); Director of State Archives of Trieste A. Colombatti; President of the European Centre Maribore «Alma Mater Europea» L. Toplak.

The working program of the conference was opened by IIAS Director P.P. Klasinc with a general report “Archival Sciences and Resonances of Social Changes in Archival Theory and Practice”. The other key-note speakers were Director of the Historical Archives of the EU D. Schlenker (Florence) and Director of National Archives of Malta, President of ICA European Regional Branch (EURBIKA) Ch. Farrugia.

The other reports were grouped in two topics: “Questions of Archival Science” (12 reports) and “Resonances of Social Changes in Archival Theory and Practice” (16 reports).

On 11 October 2019 the State Archives of Grodno Region celebrated 75 years jubilee of its foundation.

The ceremonial event started with a small presentation about the Archive’s activities, leaders and archive holdings. The event included an exhibition of archive documents on the history of foundation and development of the Archive and a presentation of the Archive’s website www.gagr.by. The participants were given an excursion to the Archive and its exhibitions.

The Director of the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus, Viktor Kurash, congratulated the archivists with the jubilee date and awarded an honorary breastplate “Honorary Archivist of Belarus” to the Head of the Scientific and Technical Processing of Documents Division V. A. Iodchik.

The Archive also received words of congratulations from the Head of the Justice Administration of the Grodno Region Executive Committee E. I. Yurgel, directors of archives in the Grodno Region T. Yu. Afanasyeva, S. G. Svirko, A. S. Zabelinskaya and L. N. Gorbach, Head of Archive of the Grodno Azot Petrochemical Enterprise I. A. Kardash and Archivist of the Grodno Alcoholic Beverage Plant L. V. Kisel.

The celebration was continued with a concert program prepared by students of the Grodno State Musical College and a presentation of the jubilee cake. The event was broadcasted on TV Channel “Grodno+”.

On 10 October 2019 the Bookshop “Svetoch House of Books” hosted a presentation of the series of books “Belarus Remembers” dedicated to the 75th anniversary of the Victory in the Great Patriotic War – “Partisan Belarus. The Illustrated Encyclopedia of Partisan Movement in Belarus in the Great Patriotic War” and “The Illustrated Encyclopedia of Villages Burned Down in Belarus in the Great Patriotic War”.

The published collections contain over 500 documentary photographs available from the Belarusian State Archives of Films, Photographs and Sound Recordings (BGAKFFD).

On 8 October 2019 the Minsk Region Executive Committee opened a historical documentary exhibition “Harvest Festival” timed to the regional holiday of village workers “Dozhinki-2019” in the city of Borisov. The exhibition has been prepared by the State Archives of Minsk Region.

The culture of the Belarusian people is closely connected with the land. Many holidays, rites and traditions take root in the events of the land calendar. The Dozhinki feast is probably the most popular of such holidays dedicated to the gathered harvest, crop productivity and family welfare. By this time all field works are nearing the end of the harvest crops and flax picking.

The Dozhinki Festival has always been an important event in Belarus celebrated with beautiful rites. From 1996 the feast was celebrated annually in different district towns as the national festival-fair of village workers. Since 2014 the feast has been organized in one of the district centres by each administrative province independently.

The exhibition shows documents describing the Harvest Festival beginning from 1924, the First All-Belarus Agricultural Exhibition in 1930, the Fourth Minsk Region Agricultural Exhibition and more. Of special interest are the Winner Diploma issued at the Harvest Festival in 1925 and photos of the agricultural equipment from the 1950s available from the State Archives of Minsk Region.

On 4 October 2019 the National Historical Archives of Belarus held a ceremonial opening of an additional reading room for 14 study seats. Director of the Department for Archives and Records Management of the Justice Ministry Viktor Kurash took part at the event. The decision to open another reading room was taken in regard to many appeals from the Archive’s customers, whose number significantly increased in the past years. Apart from the Archive’s staff, the event was attended by long-time visitors of the Reading Room, including the foreign customers.

The Department’s Director Viktor Kurash congratulated the Archive’s personnel on their professional holiday of the Archives Day, praised their achievements in the past year and wished them further successful work. A number of employees who achieved best results in the current year received honorary diplomas and awards from the National Historical Archives, presented to them by the Archive’s Director Dmitry Yatsevich.

The Eurasia DOC CIS Countries Documentary Film Festival has opened in Minsk. The Festival marks four years, three of which took place in the Belarusian capital. According to its organizers, the choice fell on Minsk because “it serves as a unifying centre of the peoples”.

This year the Festival started in Smolensk, Russia and continued in Minsk. On 3 October the Belarusian documentary “Doctor Shuba” was shown to the public in Minsk. Produced by the Letopis Film Studio and directed by the People’s Artist of Belarus Anatoly Alay, the film is based on documentary sources and is dedicated to the fate of the famous Belarusian surgeon, Honorary Physician of the Belarusian SSR, Chief of the First Clinical Hospital in Minsk, Alexey Ivanovich Shuba. The film has widely used documents available from the Belarusian State Archives of Scientific and Technical Documentation, the Belarusian State Archives of Films, Photographs and Sound Recordings, the National Archives of the Republic of Belarus, the State Archives of Minsk Region etc.

The archival science is an important part of scientific, historical, informational and cultural sphere of any society. The archival institutions in our country are basic repositories of valuable documentary information reflecting the past and present of Belarus.

Thanks to your thorough work the accumulated evidences of a thousand long historical experience of the Belarusian people not only survive but are actively used in research, administrative and cultural purposes and become widely known in this country and abroad.

Preserving and increasing century old traditions on the modern stage the Belarusian archives promote the use of new achievements and technologies in their activity, evaluating their important role for the society in processes of informatization and transition to a new level of development.
