Documentary exhibition “Khatyn, the Shrine of National Memory”An exhibition of documents and photographs “Khatyn, the Shrine of National Memory” was opened on 20 March 2018 in Minsk to mark 75 years of the tragedy in the Belarusian village of Khatyn burned together with residents by the Nazis on 22 March 1943.

This memorial event brought together archivists, historians, museum workers, members of the History Institute of the National Academy of Sciences, the Belarusian State Museum of the History of the Great Patriotic War, the “Historical Memory” Foundation, representatives of the higher education institutions, etc.

The exhibition was opened by Director of the Department for Archives and Records Management of the Justice Ministry Viktor Kurash.

The bulk of the exhibition features documents from the National Archives of the Republic of Belarus revealing the details of the crime of the Nazis and their collaborators against the village of Khatyn. These are the documents of the Belarusian partisan formations, the German reports about the events of that day, the testimonies of the former executioners and eye-witnesses.

The exhibition shows investigation certificates and lists of victims testifying that the village of Khatyn was not the only one annihilated by the Nazis during the Occupation period of 1941-1944. In all, 628 villages shared the fate of Khatyn – they were burned to the ground together with residents, and 186 of them never rose from the ashes.

The theme of the Belarusian villages burned during the Nazi Occupation and the Khatyn tragedy has been reflected in a number of published collections of documents prepared by the National Archives of the Republic of Belarus: “Khatyn: Tragedy and Memory”, “The Khatyn Necropolis”, “The Tragedy of Belarusian Villages”, “The Burned Villages in Belarus”, “The Burned Villages in Russia”. All these books have been presented in the exhibition.

The Khatyn State Memorial Complex, the Belarusian State Archives of Films, Photographs and Sound Recordings, and the Local State Archives in Borisov took part in the preparation of the exhibition.

The exhibition is designed in two versions: stationary – original documents displayed in showcases, and mobile – digital copies of documents and photos in eight banners.

On 15 March 2018 Director of the Department for Archives and Records Management of the Justice Ministry Viktor Kurash participated in the International scholarly conference “The Belarusian National Republic in the history of the Belarusian national statehood” and presented a report “Documents on the history of the Belarusian National Republic at the state archives of the Republic of Belarus”.

On 14 March 2018 Director of the Department for Archives and Records Management of the Justice Ministry Viktor Kurash participated in the opening of an exhibition “1918: The Belarusian National Republic – The Idea. The Region. The State. The Way to Independence”, which took place at the National Historical Museum to celebrate the centenary of the foundation of the Belarusian National Republic.

The exhibition presents documents from the state archives of the Republic of Belarus – the National Archives of the Republic of Belarus, the National Historical Archives of Belarus and the Belarusian State Archives-Museum of Literature and Art.

On 1 March 2018 the Belarusian State Archives of Films, Photographs and Sound Records (BGAKFFD) and the State Institution of the Centralized System of State Public Libraries in Minsk held a traveling show of retrospective films from BGAKFFD Archives. The event took place at the Yanka Kupala Central Library in Minsk.

The speakers at the event were Director of the Centralized System of State Public Libraries in Minsk E. Kubyshkina and BGAKFFD Head for Records and Information Use Division T. Rakhmanko. Students of the Minsk Mikhail Glinka State Musical College performed musical works by Mikhail Musorgsky, Belarusian folk songs and songs from the Soviet Union period.

The event included the demonstration of documentaries “The Renewal of Minsk” (1946, dir. S. Sploshnov) and “My City” (1961, dir. V. Sheleg) about the restoration and reconstruction of Minsk in the period of 1945-1961 and a newsreel “Soviet Belarus” No. 2 (1977, dir. E. Kolas) dedicated to the celebration of the International Women’s Day 8th March.

The methodical recommendations “Preparation and staging of exhibitions of archival documents” have been released.

This procedural guidance addresses a number of archival, organizational, practical and technical issues related to organizing and staging documentary exhibitions by the state archives (conception and classification of exhibitions, subject and thematic planning, selection and preparation of documents for display, execution of expositions, preservation of exhibited documents, management of electronic exhibitions etc.)

The edition is intended for staff in archives, libraries and museums, humanities students, and everyone interested in archival studies and exhibition business.

On 30 January 2018 the Belarusian State Archives of Films, Photographs and Sound Recordings (BGAKFFD) held a mobile retrospective exhibition of film documents available from its holdings. The event took place at the Yanka Kupala Central Library in Minsk.

Participants at the event were E. Kubyshkina, director of the state institution “The Centralized System of Minsk State Public Libraries” and T. Rakhmanko, the Archive’s head of records and information department.

The event demonstrated a documentary dedicated to the 70th anniversary of the foundation of the BGAKFFD (2011, director V. Korolyov) and newsreels “Soviet Belarus” (No. 2 ,1948; No. 1, 1958; No. 1, 1968) taken at the Minsk Studio of Scientific-Popular and Documentary Films and showing the basic events that happened in Belarus in the first months of the past years.

On 25 January 2018 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held an extended board meeting to review the results of state archival institutions in Belarus in 2017 and to set up the objectives for 2018.

Attending the meeting were First Deputy Minister for Justice S. Zadiran, heads and deputy heads of the main justice boards at the regional executive committees and the Minsk City Executive Committee, heads of the structural divisions for archives and records management, directors of the state archival institutions, members of the Department for Archives and Records Management. In all, 67 people attended the meeting.

Mr. V. Kurash, Director of the Department for Archives and Records Management delivered a report. Directors of the state archival institutions and regional representatives participated in the debates.

In 2017 the state archives participated in the implementation of the “Archives of Belarus” Sub-Program as part of the “Culture of Belarus” State Program for 2016-2020. Much attention was paid to strengthening the material and technical basis of state archival institutions, introducing modern information technologies, improving the level of customer services provided to persons and institutions, social protection of citizens etc.

As on 1 January 2018 the state archives hold 48 151 fonds of 12 829 050 paper storage units; 42 930 film records; 262 958 photographic records; 20 579 sound records; 5 750 video records; 13 electronic fonds of 700 electronic records; 771 museum items. Particularly important and valuable records make up about 2,5 percent of the total.

The database of the Republic of Belarus National Archival Fonds Catalogue presently includes information on 59 576 archival fonds.

As part of the State Program for Digital Economy and Information Society in 2016-2020, work has started to modernize the Information System to receive from government institutions electronic records of the National Archival Holdings for permanent preservation at the archives.

In accordance with the Presidential Edict of 4 April 2013 No. 157, electronic recordkeeping systems were introduced into operation in the republic-level archival institutions in 2017 and their interaction provided with the State Archives Inter-Agency Recordkeeping System.

In 2017 the state archives organized 97 exhibitions (including online) and released 14 publications: 12 books of documents, one directory and one jubilee edition.

The state archives have executed 21 249 social and legal inquiries, 20 316 biographical inquiries and 289 genealogical inquiries.

On 14 January 2018 the State Archives of Minsk Region participated in the ceremonial event dedicated to the 80th anniversary of the foundation of Minsk Oblast. The event included the exhibition of documents highlighting the most interesting moments in the 80 years history of Minsk Region.

The exhibition has been prepared by the State Archives of Minsk Region staff with the support of the Minsk Region Executive Committee. The exposition contains various documentary and photographic materials reflecting to the creation of Minsk Oblast, the period of the Great Patriotic War, the region’s reconstruction after the war, social and cultural life in the region in the modern time, etc.

Among the participants at the exhibition were Governor of Minsk Region, Anatoly Isachenko and a delegation of Ambassadors to Belarus.

The Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) has released a directory, Government Authorities in Soviet Belarus 1917–1920.

The book contains systematic data on the supreme and central organs of state power and government in Western Belarus (October 1917–December 1918), the Socialist Soviet Republic of Belarus (January–February 1919, July-December 1920), the Socialist Soviet Republic of Lithuania and Belarus (February-August 1919), and also some provincial authorities in the period from the 1917 October Revolution until the Civil War and Foreign Intervention ended in the area of Belarus (December 1920).

The book is intended for government employees, archivists, researchers, students and all interested in the history of government in Belarus.

On 14 December 2017 in Soligorsk (Minsk Region) the Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) held a practical oriented workshop Records Management without Mistakes.

The workshop was organized by the initiative of the Soligorsk District Executive Committee. This brought together over 60 people who represented the executive committee’s structural divisions and various organizations in Soligorsk District. The speakers at the workshop were BelNIIDAD Director A. Rybakov and BelNIIDAD Expert Consultant E. Davydova.

The workshop discussed a wide spectrum of issues: rules for preparation of records in accordance with a new standard STB 6.38-2016 and the Instruction for Records Management in Government Agencies and Other Institutions; circulation of records in an institution, receipt, registration and execution of incoming, outcoming and internal records; specifics of work with electronic records, electronic recordkeeping; procedures of creation, confirmation, organization and use of file classification plans in an institution; preparation of files in recordkeeping; records appraisal and schedules, selection of records for archival preservation and destruction.
