The delegation of Belarus Department for Archives and Records Management of the Justice Ministry, including Director of the Department Viktor Kurash and Director of the National Archives Andrey Demyanyuk, made a business trip to Bratislava, Slovak Republic, on 9-10 April 2019. The delegation took part in the presentation of the exhibition “The Slovaks in the Partisan movement in Belarus in 1941-1944”, prepared with the participation of the National Archives of the Republic of Belarus. The exhibition is dedicated to the 75th anniversary of the liberation of Belarus from the Nazi invaders and the 75th anniversary of the National Slovak Uprising. During the event the Director Viktor Kurash told the participants about the scale of the Partisan movement in Belarus and the contribution of Belarusian partisans to the victory over the Nazism.

The business trip included meetings with the senior staff of the Department for Archives and Records Management of the Interior Ministry of Slovakia, the Slovak National Archives and the Institute of Military History in Bratislava.

During the official meeting between the Director of the Belarusian Archives and Records Authorities Viktor Kurash and Director of the Slovak Archives and Records Authorities Maria Mrizova, the parties discussed issues of bilateral cooperation between Belarusian and Slovak archivists. The Belarusian side proposed a draft of the Memorandum of Cooperation for consideration by the Slovak colleagues.

On 11 April 2019 representatives of the Republic of Belarus Archival Service headed by First Deputy Director of the Department for Archives and Records Management of the Justice Ministry Olga Ledovskaya met with the delegation of USA Agency for International Development (USAID) headed by Assistant Administrator for USAID Bureau for Europe and Eurasia Brock Bierman with the participation of Charge d’Affaires of the Republic of Belarus in the United States Jenifer H. Moore. The meeting took place at the National Historical Archives of Belarus (NIAB).

The participants discussed issues of potential Belarusian-American cooperation in the field of archives and joint projects in records digitization. The NIAB Director Dmitry Yatsevich acquainted the guests with the Archive’s practices in the field of genealogical research, the process of digitization of the archive documents of the late 14th to the early 20th centuries, and perspectives of online access to the archive documents.

The participants at the meeting were representatives of the American non-commercial civil organization «Family Search International», who handed over to Belarusian archivists digital copies of the documents digitized on the sidelines of the earlier cooperation between this organization and the Archival Service of the Republic of Belarus.

The American guests received the latest research editions issued by the Archives.

On 9 April 2019 the Belarusian State Archives of Films, Photographs and Sound Recordings (BGAKFFD) together with the State Institution of the Centralized System of State Public Libraries in Minsk held a presentation of the photo exhibition “The First World War in the photo chronicle of the Second Caucasus Army Corps” (photographs from the collection of I. Surmachevsky). The exhibition is dedicated to the 105th anniversary of the beginning of the First World War. The opening of the exhibition was held at the conference hall of the Yanka Kupala Central Library.

The exposition shows 83 photographs depicting the events of the First World War with the participation of the Second Caucasus Army Corps in 1914-1917, who engaged in intense bloody battles at Smorgon and Krevo. The copse staff was stationed in Molodechno, and many photographs were taken in the Molodechno district.

The event brought together historians, museum and library workers, cadets of the Military Academy of the Republic of Belarus, and general public.

On 29 March the Minister of Justice of the Republic of Belarus Oleg Slizhevsky signed Decree No. 22-ks on the appointment of Olga Ledovskaya First Deputy Director of the Department for Archives and Records Management of the Justice Ministry and Alexey Tsvetkov Deputy Director of the Department.

On 26 March 2019 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus together with the Belarusian Research Centre for Electronic Records on the basis of the National Archives of the Republic of Belarus held a workshop for representatives of government authorities – the Council of Ministers of the Republic of Belarus, the central bodies of state administration and other government institutions subordinated to the Government of the Republic of Belarus, regional executive committees, the Prosecutor General’s Office, the State Control Committee, the National Statistics Committee, the Investigative Committee, the State Forensic Examination Committee, the National Bank, the National Centre of Electronic Services (over 70 representatives) on the topic “Electronic records. Electronic recordkeeping and preservation of electronic records”.

The workshop was opened by O. A. Ledovskaya – Deputy Director of the Department for Archives and Records Management of the Justice Ministry. Deputy Director of the National Archives of the Republic of Belarus E. A. Stukanova gave a welcome address to the participants.

The workshop discussed changes in the normative legal acts in the sphere of electronic recordkeeping, specified the concepts of an electronic record and a record in electronic form, gave examples of technological aspects of creation, registration, sending/receipt and filing of electronic records.
At the centre of attention was a step-by-step realization of the Plan of Actions for Archival Preservation of Electronic Records in the Republic of Belarus, adopted by First Deputy of Prime Minister of the Republic of Belarus A. G. Turchin on 17 October 2018, which resulted in a complete transition to archival preservation of electronic records.
The workshop included a discussion on issues of conversion of electronic records (including attachments) to Portable Document Format (PDF/A1 or PDF/A2), scientific-technical processing of electronic records, etc.

The next workshop is scheduled for the second quarter of the current year on the topic to be proposed by the government authorities.

On 15 March 2019 the National Historical Archives of Belarus received a delegation of government officials from Lublin Province in the Republic of Poland. The delegation included Adviser to the Governor of Lublin Province Bartosz Rybak, Deputy to the Polish Parliament Ryszard Szczygiel and Second Secretary for Public and Cultural Affairs at the Polish Embassy in Belarus Elzbieta Iniewska.

During the meeting with the Director of the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus Viktor Kurash and Director of the National Historical Archives of Belarus Dmitry Yatsevich, they discussed the perspectives of participation by archival and research institutions in both countries in the events dedicated to the 450th anniversary of the Union of Lublin.

The guests got acquainted with the history and composition of archival holdings of the National Historical Archives of Belarus. During the tour of the Archives the representatives of government agencies of Lublin Province acquainted with the act books of court institutions and town councils in the Lublin Province of the Polish-Lithuanian Commonwealth from the 16th-17th centuries, which are held at the National Historical Archives of Belarus.

An exhibition of historical documents “25 Years of the Constitution of the Republic of Belarus” has opened at the Minsk Regional Executive Committee. The exhibition has been prepared by the State Archives of Minsk Region.

Among the exhibited documents are the model of the 1923 passport; Regulation of the Technical Bureau of Labor Propaganda on single national flag; Resolution No. 28 of the Borisov District Executive Committee on the establishment of national flag and emblem on the territory of the USSR; cover letter for Information Report No. 1 on changes and amendments to the draft of the Constitution of the BSSR of 1937; proposals and comments for the draft of the Constitution of the BSSR of 1978; the Law of the Republic of Belarus on the procedure of enforcing the Constitution of the Republic of Belarus of 1994 and many more.

On 21 February 2019 the State Archives in Glubokoe (Vitebsk Region) held celebrations dedicated to International Mother Language Day. The problem of preservation of national languages is at the focus of world-wide attention. Despite their immense value, languages around the world continue to disappear at an alarming rate. In order to raise awareness of them, the UNESCO declared the Day of Mother Tongues.

The Belarusian Research Institute of Records Management and Archival Science (BelNIIDAD) released the 5th edition of the Album of Organizational and Administrative Documents with a commentary.

The Album provides examples of the types of documents on the basis of unified forms in the Unified System of Organizational and Administrative Documents (USORD), adopted by order of the Director of the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus of 14 May 2007 No. 25 (with alterations and amendments of 24.03.2008 No. 16).

In the present edition the examples of documents and commentaries have been revised according to the new state standards of the Republic of Belarus STB 6.38 – 2016 “Unified Documentation Systems in the Republic of Belarus. Systems of Organizational and Administrative Documents. Requirements for the Design of Documents”, changes in labour legislation and legislation in the sphere of archives and records management.

The Belarusian Research Institute of Records Management and Archival Science (BelNIIDAD) released a directory “The bodies of local government and self-government in the Republic of Belarus in 1991-2010”.

This academic reference book is dedicated to issues of development of the local bodies of state power. The book provides a description of the administrative and territorial system, the procedure of the formation of representative, executive and administrative bodies, their functions, powers, genesis, stages of development, specifics of the legal status etc. A particular attention is given to the formation and development of the internal organizational structure of governmental authorities.
