On 30 September 2019 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting to discuss the issue of preparation for 2019/2020 autumn-winter season at the state archival institutions.

The Board notes the positive work by the state archives in fulfilling the scheduled events and timely receipt of registration certificates for heating sources and heat energy consumers.

The Board instructs the state archives to ensure reliable maintenance and fire safety at the archive facilities in 2019/2020 autumn-winter season, to fulfill energy saving measures and winter preparation works, and to ensure the control of payments for fuel and energy resources according to the Resolution of Council of Ministers of the RB of 11 September 2019 No. 609 “On questions in the field of heat supply” in the area concerning the state archival institutions as consumers of heat energy.

The Board also heard the report by BGAKFFD Director Deputy Elena Grinevich “On fulfilling the Directive by Belarus President of 11 March 2004 No. 1 “On measures for strengthening the public safety and discipline” at the Belarusian State Archives of Films, Photographs and Sound Recordings BGAKFFD”.

”The City of Tomorrow” is an exhibition celebrating the 100th anniversary of the Bauhaus, German High School of Building and Art Design. The exhibition has been initiated by the Goethe Institute in Belarus and is exhibited at the Art-Belarus Gallery in the Palace of Arts in Minsk. The exhibition is dedicated to modernist trends in Soviet architecture and building and their representation in modern architectural heritage.

The exhibition has widely presented visual and graphic documents from the Belarusian State Archives of Scientific and Technical Documentation (BGANTD).

The exhibition runs till October 25, 2019.

On 25 September 2019 the heads of archive services and state archival institutions of the Republic of Belarus and the Russian Federation had a professional meeting in Vitebsk, Belarus.

The delegation of Belarusian archivists was headed by Director of the Department for Archives and Records Management of the Republic of Belarus Viktor Kurash, the Russian delegation by Chief of the Federal Archival Agency of Russia Andrey Artizov.

The meeting included a joint session of the boards of the Belarusian Archives Department and the Russian Archival Agency. They discussed the issue of “Practices of representation of information on the Internet by the state archival institutions in the Republic of Belarus and the Russian Federation”.

The professional meeting was followed by the scholarly conference on the topic “The acquisition, preservation and use of documents of non-government institutions”.

    On 18 September 2019 the Ministry of Justice of the Republic of Belarus and the National Records and Archive Authority of the Sultanate of Oman signed the Memorandum of Understanding in the sphere of historical documentation, records and archives administration.

    The Memorandum was signed by the Director of the Department for Archives and Records Management of the Belarus Justice Ministry Viktor Kurash and the Chairman of the National Records and Archive Authority of the Sultanate of Oman H.E. Dr. Hamad Al-Dhawayani.

    The Belarusian-Omani cooperation in the field of archives started in the summer of 2018, when the Omani delegation visited the Republic of Belarus. As part of further cooperation, the Belarusian Department for Archives and Records Management initiated the conclusion of the international inter-agency agreement with the National Records and Archive Authority of the Sultanate of Oman.

    The signed Memorandum is directed at the promotion of bilateral relations in the field of archives and records management in the Republic of Belarus and the Sultanate of Oman. This provides for exchange of archive copies on the history of two countries, visits of expert delegations on issues of information technologies, including restoration of archival documents, development of electronic government and electronic recordkeeping, organization of events in preservation of documental heritage of Belarus and Oman, exhibition projects, and more.

    Director of the State Archives of Brest Region Anna Karapuzova took part in the events celebrating the 80th anniversary of the reunification of Western Belarus and the Belarusian SSR.

    On 17 September 2019 the Brest Regional Museum held an unveiling of the exhibition “Twelve artifacts” dedicated to 1000 Years of the City of Brest. The exhibition displays the Banner of the Brest Underground Committee of the Communist Party of Western Belarus of the 1920s-1930s. This Banner was transferred to the Museum from the Brest Archives in 1956 by the directive by the Archives Administration of the Internal Ministry of the Belarusian SSR, along with other similar materials.

    Such banners were kept as material evidence in the archives of the law enforcement agencies of Poland in 1921-1939, who fixed in their reports and investigative cases all actions by members of the underground Communist Party of Western Belarus, including the facts of posting up such banners in various towns and villages.

    On 20 September 2019 Anna Karapuzova took part in the scholarly conference “The Martynov Readings” organized by the Kobrin Regional Executive Committee and the Suvorov Military-Historical Museum in Kobrin. The director of Brest Archives delivered a report on the topic “The history of Kobrin Region in the documents of the State Archives of Brest Region”.

    The State Archives of Brest Region has prepared an exhibition of documents “Brest. XX Century: Pages of History” to commemorate 1000 years anniversary of the city of Brest.

    The exhibition shows about 90 documents, newspaper articles, photographs etc.

    The exposition is divided into several groups, each dedicated to a specific period in the history of Brest in the 20th century:

    - Documents from the period of 1919-1939 (when the city was part of the Polish state) describe the activities of self-government bodies, the renaming of streets, the restoration of the city after the First World War, the population statistics etc.;

    - Documents of the pre-war Soviet period (September 1939 – June 1941) illustrate the establishment of Soviet Power and its first measures in the city, the renaming of streets, the development of industry in this period etc.

    - Documents of the Nazi Occupation (1941-1944) contain data on the activities carried out by the Occupation authorities, the renaming of streets, the system of food supply, the forced labour and deportation of local residents to Germany, annihilation of the Jewish inhabitants of the city etc.

    - Documents of 1944-1980s demonstrate the rapid development of the city after the war, the establishment of various industrial enterprises, educational, cultural and health institutions, the Television Centre, the customs post “Warsaw Bridge” and other memorable objects, the foundation of the Leninsky and Moskovsky districts in the city in 1978, the population statistics etc.;

    - Documents of the 1990s testify to the adoption of the city’s coat of arms, the creation of the city’s newspaper, the establishment of the international theatre festival “Belaya Vezha”, the opening of the Ice Palace etc.

    On 2 August 2019 the Belarusfilm national film studio presented the premiere of the documentary “Doctor Shuba” about the fate of legendary Belarusian doctor Alexey Ivanovich Shuba.

    The work on the film continued four years. The authors express thanks for assistance to the Belarusian State Archives of Scientific and Technical Documentation, the Belarusian State Archives of Films, Photographs and Sound Recordings, the Russian State Archives of Documentary Films and Photographs, the National Archives of the Republic of Belarus, the State Archives of Minsk Region, the Museum of the History of Medicine of Belarus etc.

    Thanks to the thorough examination of archive and museum documents and the recollections by relatives and colleagues, the film director Anatoly Alay, People’s Artist of Belarus, who was himself born into the family of physicians, managed to restore the complicated and conflicting pages from the life of Alexey Shuba, a brilliant surgeon as well as a talented manager, medical practitioner in the war and postwar time, Partisan member, patriot, truth-seeker...

    While Alexey Shuba worked as a chief physician at the 1st Clinical Hospital in Minsk (from 1952), the hospital became one of the best in the Soviet Union, including not only a hospital for a thousand beds but also all outpatient clinics and polyclinics in the Sovetsky and Pervomaisky districts in Minsk. More than three thousand medical staff were subordinate to Doctor Alexey Shuba.

    The Wikipedia shows Alexey Shuba’s awards and regalia, but speaks no word about the hard time of his repression, deprivation of titles, expulsion from the Communist Party, removal from social life etc. And all this has been narrated rather minutely and pathetically in the new documentary.

    The premiere of the documentary brought together representatives of participating institutions, former colleagues, associates and relatives of Alexey Shuba (some of them came from Israel and USA). Incidentally, the daughter of the famous doctor, Alla Alexeyevna, has become a neurophysiologist, and his great granddaughter is now finishing the Medical University.

    On 31 July 2019 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting to discuss the issue of handling petitions from citizens and legal persons at the Department and the central archival institutions in the first half of 2019.

    The meeting noted that in the first half of 2019 the Department and archival institutions focused their activity on timely and qualitative handling of petitions from citizens and legal persons. The Department recommends the archival institutions to exercise permanent control over the observance of Belarusian legislation in work with petitions and requests from citizens and legal entities.

    The meeting also heard information from Director of the National Historical Archives of Belarus Dmitry Yatsevich “On work at the National Historical Archives of Belarus in implementing Presidential Directive No. 1 of 11 March 2004 “On measures to strengthen public security and discipline”.

    The design presented by the Belarusian State Archives of Scientific and Technical Documentation (BGANTD) entered a short list of winners in the public contest for draft designs on nationally oriented topics.

    At the Internet Project, announced by the Budzma Company, the BGANTD creative teamwork of Aleksander Zapartyko, Veronika Musvidas and Anna Koltovich presented a draft design of the original drawing of the 1970 Minsk M106 Motorcycle, held at the BGANTD Archives. The professional jury of a designer, an artist, advertising agents and campaign coordinators have examined a great number of creative modern design ideas to be used in the form of prints on clothes, bags, notebooks, cups etc. Among the submitted works the original archive design entered a list of the best ten designs.

    Open voting runs through July 11 on the budzma.by website.
