On 25 June 2019 the Department for Archives and Records Management of the Justice Ministry, on the basis of the National Archives of the Republic of Belarus, held a regular workshop on electronic records management and preservation for representatives of central government agencies and other government institutions subordinated to the Government of the Republic of Belarus, and the regional executive committees.

The senior officials of the Department, the Belarusian Research Centre of Electronic Records and the Belarusian Research Institute of Records Management and Archival Studies took part at the workshop. The workshop participants got acquainted with new and already adopted normative and legal acts regulating issues of electronic recordkeeping and electronic records archiving systems.

S. V. Sobalevsky, Head of Protocol and Publishing Department at the Council of Ministers shared experience in interdepartmental interaction on the basis of the FlexEDoc electronic recordkeeping system.

N. V. Dubanevich, Head of Office Automation at the Data Computing Centre of the Finance Ministry of the Republic of Belarus, told of the performance features of the electronic recordkeeping system at the Ministry of Finance.
Among the participants at the workshop were also developers of automated information systems (AIS). A. A. Menitskaya told of the upgraded version of the Electronic File AIS and its capacities. The specialists of the National Centre of Electronic Services introduced the upgraded version of the Agency Archive AIS.

The workshop discussed issues related software, systems exchange formats, electronic filing, making of certificates for the disposal of electronic records with expired retention periods, copying of electronic records and their conversion to PDF files.

The government specialists were encouraged to study issues related to work with electronic records on the Archives and Records Management Journal, which gives much attention to the topic.

Training of the executive officers of government institutions is an important element in the transition to archival preservation of electronic records. Such workshops are now in the focus of attention and will be conducted on a permanent basis.

The next workshop is scheduled to be held in September 2019.

The Belarusian State Archives of Scientific and Technical Documentation (BGANTD) attended the International Round Table on informatization of archives management and digitization for ensuring needs of modern information society.

The event took place on 20-21 June on the basis of the Central Academic Library of the National University of Kharkov, Ukraine and was dedicated to the 50th anniversary of the Central State Archives of Scientific and Technical Documentation (Ukraine). The BGANTD staff participated in the round table distantly by Skype.

BGANTD Director Aleksandr Zapartyko took part in the opening of the round table and answered the topical questions from the participants. BGANTD Head of Information Retrieval Systems and Automated Archival Technologies, Anna Koltovich, presented a report “The ways of informatization of archives and records management in the Republic of Belarus on the example of the Belarusian State Archives of Scientific and Technical Documentation”.

As part of the Belarus Remembers campaign, the Local State Archives in Molodechno (Minsk Region) holds a virtual exhibition dedicated to 75th anniversary of Belarus’ liberation from Nazi invaders in the Great Patriotic War, 1941-1945.

The Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) released two procedural guidelines:

The Methodical Recommendations for Recordkeeping of Documents Containing Internal Information of Limited Use provide assistance to government agencies and other institutions in organizing office work with documents containing internal information of limited distribution. These guidelines, in terms of the current legislation and work practices existent in organizations, explain requirements for making these documents, their receipt, registration, tracking, inventory, procedures of transfer, sending, duplication, filing etc.

The Retention Schedule for records of the National Archival Fonds of the Republic of Belarus created by the activities of government agencies, other institutions and individual businessmen in healthcare, physical education, sports and tourism specify the types of these records and their retention periods in records creating institutions.

On 6 June 2019 the National Center for Contemporary Arts hosted an opening of the international exhibition “High Art of Sport” as part of the international project “European Games – European Art” jointly with the Foundation “Directorate of the 2nd European Games 2019”.

Photo, sculpture, video art, graphics and performance represent eleven countries – Azerbaijan, Armenia, Belarus, Great Britain, Germany, Georgia, Spain, Lithuania, Poland, Russia and Slovakia.

The exhibition features 240 documentary photographs and newsreel images of the early period from the holdings of the Belarusian State Archives of Films, Photographs and Sound Recordings relating to the history of the Belarusian sport. Photos and film shots highlight the moments of the first sports contests, the USSR Spartakiads and athletes’ parades, training of sportsmen, portraits of outstanding athletes of that time, mass interest in amateur sports etc.

The exhibition runs until 4 August 2019.

By Resolution of the Council of Ministers of the Republic of Belarus No. 37 of 3 June 2019, Director of the Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) Andrey Rybakov has been awarded the Honorary Diploma of the Council of Ministers of the Republic of Belarus.

The Department for Archives and Records Management of the Ministry of Justice congratulates Andrey Rybakov on his well-deserved reward and wishes him further success in professional activities!

On 31 May 2019 the Belarusian State Archives of Films, Photographs and Sound Recordings hosted a visit by the Chairman of the European Branch of the International Council on Archives (EURBICA), Head of the National Archives of Malta Charles Farrugia and the President of the National Archives Council of Malta, Prof. William Zammit (Head of Department of Library Information and Archive Sciences, Faculty of Media and Knowledge Sciences, University of Malta).

The guests acquainted with the Archive’s holdings, the activity of the Division for Records and Collections Preservation, the organization of technical control over audiovisual records, and watched the proposed video materials.

The Archive’s Deputy Director E. M. Grinevich shared the experience of work with films, photographs, audio and video records, the system of their storage, inventory and description.

On 30 May 2019 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting to discuss the following issues:
  • work of state archives in the field of publication activities;
  • work of state archives in making digital reference copies of archival documents (Users Fonds);
  • analysis of recompiled lists Nos. 1 and 2 îf institutions which are sources of records acquisition for regional and local state archives.
The board meeting reviewed publication activities of state archives and noted that 75 archival editions of various types were released in the period of 2014-2018.

The meeting also discussed issues of normative and procedural support for publication activities and the role of the Archeographical (Historical Publications) Commission of the Department for Archives and Records Management in the realization of publication projects.
The meeting especially stressed the necessity to develop procedural and guidance documents for archeographical preparation and publication of photographic documents and scientific-technical documents.

After the discussions the decision was made on the necessity to correct the Rules of Work of State Archives of the Republic of Belarus in the area of publication activities, to conduct a review of activities of the Archeographical Commission, to organize in 2020 the republic-level seminar on the issues of publication activities, etc.

On the second issue the Department Board stressed the importance of digitization in widening access to archival records and their preservation. As on 1 January 2019, the state archives have created digital reference copies for 35 919 files, which makes up 1 924 946 electronic pages. Digital reference copies were created for 16 % of especially valuable and important documents of the User Fonds, 97 % of audio and visual documents and 100 % of video documents.

The Republic-level Technical Laboratory for Security Microfilming of Permanent Records and the Central Laboratory for Microphotocopying and Restoration of Records of the National Archival Holdings of the Republic of Belarus are the institutions in charge of digitization of archival documents at the state archives in Belarus. 15 state archives perform records digitization by themselves.

The Department Board also heard information from the Director of the National Archives of the Republic of Belarus Andrey Demyanyuk about the Archives’ work on executing Presidential Directive No. 1 of 11 March 2004 “On measures for strengthening public security and discipline”.

On 28 May 2019 the National Archives of the Republic of Belarus hosted a meeting of the Director of the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus Viktor Kurash with the Chairman of the European Branch of the International Council on Archives (EURBICA), Head of the National Archives of Malta Charles Farrugia and the President of the National Archives Council of Malta, Prof. William Zammit (Head of Department of Library Information and Archive Sciences, Faculty of Media and Knowledge Sciences, University of Malta).

Director of the National Archives of the Republic of Belarus Andrey Demyanyuk and Deputy Director of the National Archives Elena Stukanova took part at the meeting.

The meeting discussed the issues of international cooperation between the two countries and work with electronic records. Director of the Department for Archives and Records Management Viktor Kurash told about the system of archival institutions in the Republic of Belarus. Director of the National Archives of the Republic of Belarus Andrey Demyanyuk acquainted the guests with the holdings of the National Archives.

An international conference “Archives, Libraries and Museums as Institutions of Social Memory” took place in Minsk on 27-28 May 2019.

The organizers of the conference are the Faculty of History of the Belarusian State University, the National Library of Belarus and the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus.

In the context of archives, the conference discussed issues related to the role of archives in forming historical memory, digitization of state archives’ documents, development of online resources and websites of archival institutions, preservation of archival records, relations between information users and custodians etc.

Viktor Kurash, Director of the Department for Archives and Records Management of the Justice Ministry addressed a welcome speech to the conference participants.
