Responsibility» took place in Mogilev from October 7 to 11, 2026.

Participants included deputies of the Parliamentary Assembly, members of the Youth Chamber under the Parliamentary Assembly of the Union of Belarus and Russia, members of youth chambers attached to the parliaments of the Republic of Belarus and the Russian Federation, young historians and political scientists, as well as representatives of youth organizations and the academic communities of both countries.

The Union State Youth Forum is held to strengthen friendship between the youth of Belarus and Russia. Its primary objectives are fostering patriotism, preserving shared historical memory, and discussing the implementation of a joint youth policy. The forum aims to establish a dialogue with active young people to develop coordinated approaches to patriotic education, harmonize legislation, and formulate a strategy for the development of the Union State’s youth policy.

On October 8, a youth event featuring a flower-laying ceremony and the «Candle of Memory» tribute took place at the Buinichy Field memorial complex. The event brought together participants of the Union State Youth Forum «Memory. Choice. Responsibility», as well as leadership from the House of Representatives and the Mogilev Regional Executive Committee.

The forum was held across several venues: the plenary session took place at the Museum of the Glory of the Mogilev Region, while thematic sessions were hosted by the A.A.Kuleshov Mogilev State University.

On the second day of the forum, V.V.Danilovich — Deputy Chairman of the Standing Commission on Education, Culture, and Science of the House of Representatives, Academician-Secretary of the Division of Humanities and Arts of the National Academy of Sciences of Belarus, Doctor of Historical Sciences, and Professor — delivered an open lecture at the A.A.Kuleshov Mogilev State University.

«Preserving historical memory plays a decisive role in the development of any state. We live in a time when, unfortunately, attempts to distort and falsify the historical past have reached a qualitatively new level. Therefore, holding a forum like this—which engages young people who identify as historians and political scientists—is of great importance», said Vyacheslav Viktorovich.

During the session titled «Sovereign Development in the Era of Hybrid Challenges: Consolidating Values», U.A.Kolobayeva, Head of the Publications Department at the National Archives of the Republic of Belarus (NARB), presented a paper titled «Glorious Daughters of the Mogilev Land: Komsomol Members in the Fight Against Nazism». She emphasized the following: «The heroic deeds of the Komsomol women of the Mogilev region represent more than just a chapter of war history; they are a symbol of self-sacrifice and a conscious choice made for the sake of the life and freedom of future generations. They proved that concepts such as ‘Homeland’ and ‘duty’ are not mere abstractions. Decades later, we — their descendants — must preserve the memory of these young women, who were at once fragile and unyielding. As long as we remember their names and share their stories, their heroism lives on».

Media coverage of the forum featured in national media outlets:

«Our morning», ONT
«Good morning, Belarus», BT-1

1.
