The session focused on document management, as well as the creation of electronic files and their archival storage.<\/p>\n<p><strong>O.L.Voinov, Director of the Department of Archives and Records Management<\/strong>, opened the session, noting that optimizing official correspondence is a top priority today, as proper document management significantly impacts the efficiency of the entire government agency. The Director emphasized that addressing this challenge requires the work of the entire government apparatus, which will require a change in management style and methods.<\/p>\n<p>In 2026, a detailed study of document management in government agencies that have allowed for document flow growth in 2025 is planned. Subsequently, a benchmarking exercise will be conducted to assess the state of document flow in government agencies for the first half of the year, compared to the same period in 2025. Specific work will be conducted with other government agencies in the second half of the year.<\/p>\n<p>Based on the results of this work, we expect to optimize document generation by reducing internal correspondence within government agencies and maximizing the resolution of issues with subordinate organizations without documents, emphasized O.L.Voinov.<\/p>\n<p>Separately, Department Director O.L.Voinov <strong>urged government agencies to create electronic files through departmental electronic document management systems (EDMS) in order to achieve a share of electronic files in the total annual document flow of government agencies of at least 50% by 2030<\/strong>.<\/p>\n<p><strong>N.V.Shastilovskaya, Head of the Office of Records Management and Protocol Work of the Executive Office of the Council of Ministers of the Republic of Belarus<\/strong>, noted the importance of the Government&#8217;s goal of optimizing official correspondence in government agencies. Compliance with requirements for the preparation of documents submitted to the Government for review is a significant component in organizing document flow in government agencies, helping to prevent the return of poorly prepared documents, emphasized N.V.Shastilovskaya.<\/p>\n<p><strong>A.E.Rybakov, Director of the Belarusian Research Institute of Document Management and Archival Science<\/strong>, explained the main approaches to organizing this work in government agencies based on the developed Methodological Recommendations for Optimizing Document Generation and Document Flow in Government Agencies and Other Organizations. The main emphasis was placed on the use of measures to optimize official correspondence by introducing paperless information exchange on current management issues, minimizing official correspondence with subordinate organizations, and during interactions between structural divisions.<\/p>\n<p><strong>T.A. Shevchenko, Head of the Department of Records Management and Formation of the Electronic Archives of the National Archives of the Republic of Belarus<\/strong>, discussed the issues of working with electronic documents and organizing their archival storage.
