On August 29, 2025, a board meeting of the Archives and Records Management Department of the Ministry of Justice of the Republic of Belarus<\/strong> was held with the participation of Deputy Minister of Justice O.N. Kotov<\/strong> at the Department of Archives and Records Management of the Ministry of Justice of the Republic of Belarus. <\/p>\n

The following issues were considered at the board meeting::
\n1. About the organization of archival storage of electronic documents.<\/strong>
\n2. On the organization of the System of open access to documents of the National Archival Fund of the Republic of Belarus (NAFS). Version 2.<\/strong><\/p>\n

On the first issue, O.V. Zayanchkovskaya<\/strong>, Head of the Department of record Keeping, formation and Preservation of the National Archival Fund, made a presentation. She noted that the Republic of Belarus has created conditions for working with electronic documents. The Department has developed the necessary regulatory and methodological framework governing the issues of working with electronic documents, including ensuring their safety and transfer to storage.<\/p>\n

The source organizations for the acquisition of state archives use a mixed document flow. At the same time, the largest percentage of electronic documents is found in the source organizations of the National Archive of the Republic of Belarus (from 70 to 90 percent).<\/p>\n

O.V.Zayanchkovskaya noted that the state archives need to intensify work on studying the functionality of electronic document management systems and identifying existing problematic issues in the organization of electronic document storage in regional executive committees (district executive committees), as well as other organizations-sources of archive acquisition.<\/p>\n

The co-speaker was the Deputy Director of the National Archives of the Republic of Belarus, E.A.Stukanova<\/strong>, who reported on the state of work on ensuring the archival storage of electronic documents in organizations that source archive acquisition. <\/p>\n

Summing up the consideration of the first issue, the Director of the Department, O.L.Voinov<\/strong>, stressed that the experience of the Main Department of Justice of the Brest Regional Executive Committee in interviewing organizations that source archives on the organization of work with electronic documents should be extended to all state archives.<\/p>\n

On the second item on the agenda of the board meeting, A.V.Kochetkova<\/strong>, Deputy Head of the Department of Record Keeping, Formation and Preservation of the National Archival Fund, said that as a result of the modernization of the System of Open Access to documents of the National Archival Fund of the Republic of Belarus (NAFS) as part of event 53 of the State Program \u00abDigital Development of Belarus\u00bb for 2021-2025. Version 2. Conditions have been created in the Republic of Belarus to provide remote access to archival documents.<\/p>\n

The NAF 2 SOD is designed to provide information from archival documents of five republican and twenty-five regional and zonal state archives at four search levels: the level of the archival fund; the level of inventory; the level of the case; the level of the document. The work on creating an NSA for archival documents is carried out in archives on an ongoing basis and is an important component of their scientific and informational activities. <\/p>\n

The co-rapporteur on the second issue was A.A.Paplevka<\/strong>, Deputy Director of the Belarusian Center for Digitization of Archival Activities, who reflected on the work on the modernization of the system and the technical aspects of its functioning. <\/p>\n

Following the consideration of the second issue, the Director of the Department, O.L.Voinov, instructed the directors of state archival institutions to personally examine the working procedure in the NAF 2 SDS, as well as to provide EDS to archive workers working in the NAF 2 SDS.<\/p>\n
