On the Board Meeting of the Department of Archives and Records Management of the Ministry of Justice of the Republic of Belarus
On April 29, 2026, a board meeting of the Department of Archives and Records Management of the Ministry of Justice of the Republic of Belarus (hereinafter referred to as the Department) was held. Deputy Minister of Justice Oleg Nikolaevich Kot participated in the board meeting.
Three issues were considered at the board meeting:
1. On ideological work and the implementation of state youth policy in state archival institutions.
2. On ongoing work to optimize document flow in national government bodies and other organizations subordinate to the Government of the Republic of Belarus.
3. On the progress of construction and installation work at the Belarusian State Archive of Film, Photo, and Sound Documents.
On the first issue, Deputy Director of the Department A.E.Tsvetkov presented a report, detailing the informational, ideological, and cultural-educational work carried out by state archival institutions, with the active involvement of young people.
A.E.Tsvetkov, in particular, noted that more than 50,000 schoolchildren and students participated in the national «Archives for School» campaign, and over 4,000 events were organized.
The ideological work of the archival sector is aimed at the comprehensive education of young people, promoting their spiritual, moral, and intellectual development, drawing on the documentary heritage of the National Archival Fund of the Republic of Belarus.
Co-reports on the first issue were presented by A.K.Demyanyuk, Director of the National Archives of the Republic of Belarus, and Yu.V.Shestopalov, Director of the State Archives of the Gomel Region, who highlighted the main areas of ideological work and the implementation of youth policy in their institutions.
On the second issue, a report was presented by O.V.Zayanchkovskaya, Head of the Department of Records Management, Formation, and Preservation of the National Archival Fund.
O.V.Zayanchkovskaya reported that from February to May of this year, the Department conducted work with 13 government agencies that had allowed for an increase in document flow in 2025. It was noted that all government agencies demonstrate an understanding and commitment from their managers in addressing this challenge; already in the first quarter of this year, many government agencies took prompt measures to reduce official correspondence.
To comprehensively address document formation throughout the republic, the task of studying document management processes should be extended to the regional level. Archives and records management subdivisions of the main justice departments should collaborate with state archives to organize a study of the state of document flow in regional and district executive committees in the second half of 2026.
Department Director O.L.Voinov, summing up the consideration of the second issue, indicated that the Department of Archives and Records Management will continue to provide methodological support to the main justice departments of the regional executive committees to address these challenges.
When reviewing the progress of construction and installation work at the Belarusian State Film, Photo, and Sound Archive, Deputy Minister of Justice Oleg Nikolaevich Kot set the objectives of unconditional disbursement of funds, monitoring the prompt resolution of project issues, and monitoring the pace of construction work and its high-quality completion within the established timeframe.
