On Holding a Seminar at the Ministry of Communications and Informatization of the Republic of Belarus
On January 28, 2026, as part of activities aimed at fulfilling the instructions of the Council of Ministers of the Republic of Belarus on optimizing document flow in national government bodies, the Ministry of Communications and Informatization of the Republic of Belarus held a seminar «On Improving Records Management and Archival Storage of Documents». The seminar was attended by heads of departments of the Ministry’s central office and employees responsible for organizing and maintaining records management.
Participating in the seminar were A.E.Rybakov, Director of the Belarusian Research Institute of Documentation and Archival Science, and T.A.Shevchenko, Head of the Records Management and Archival Formation Department of the National Archives of the Republic of Belarus.
The seminar was opened by T.G.Gladkaya, Head of the Ministry’s Department of Control, Records Management, and Logistics, who outlined the seminar’s goals and objectives and emphasized the importance of implementing measures to optimize document flow in accordance with the requirements of Directive No.11 of the President of the Republic of Belarus dated April 2, 2025, «On Improving the Functioning of the System of Government and Administration Bodies and Strengthening Executive Discipline».
A.E.Rybakov delivered a presentation on «Practical Approaches to Optimizing Document Generation and Document Flow», in which he outlined the main areas of document generation optimization and methods for reducing document flow in modern conditions, taking into account the industry-specific needs of the Ministry of Communications and Informatization.
T.A.Shevchenko focused on practical issues of organizing record keeping and archival storage of documents. Particular attention was paid to the preparation and transfer of electronic documents for permanent storage in state archives.
During the event, representatives of the archival industry emphasized that achieving the goals of debureaucratizing government operations, including optimizing document generation and document flow, is only possible through the combined efforts of all departments within the ministry.
Following the seminar, A.E.Rybakov and T.A.Shevchenko answered practical questions from participants.
The implementation of measures aimed at fulfilling the instructions of the Council of Ministers of the Republic of Belarus to optimize document generation and document flow, improve office workflow, and improve archival storage of documents will continue.
