On the Board Meeting of the Department of Archives and Records Management of the Ministry of Justice of the Republic of Belarus

On November 27, 2025, a board meeting of the Department of Archives and Records Management of the Ministry of Justice of the Republic of Belarus was held, attended by Deputy Minister of Justice O.N.Kot.

The following issues were considered at the board meeting:

1. On the implementation by national archival institutions of the Directive of the President of the Republic of Belarus of March 11, 2004, No.1, «On Measures to Strengthen Public Security and Discipline».
2. On the implementation by national archival institutions of the Decree of the President of the Republic of Belarus of December 15, 2014, No.5, «On Strengthening Requirements for Management Personnel and Employees of Organizations».

On the first issue, a report was presented by Yu.V.Baidanova, Head of the Department of Document Use, Ideological Work, and International Cooperation.

A co-report was presented by M.M.Glushakov, Director of the National Historical Archives of Belarus.

The Board noted that, while continuing to ensure healthy and safe working conditions, state archival institutions must strengthen teamwork to increase employee responsibility for their own safety, their own health, and the safety of others while performing their job responsibilities.

Summarizing the consideration of the first issue, Department Director O.L.Voinov drew the attention of directors of state archival institutions to the unconditional observance of safety standards for both the National Archival Fund of the Republic of Belarus and material assets during construction and repair work.

Speaking on the second issue, A.G.Siman, Head of the Department of Organizational and Analytical Work, Financing, and Accounting, reported on the work being carried out by national archival institutions to implement Decree No.5 of the President of the Republic of Belarus dated December 15, 2014, «On Strengthening Requirements for Management Personnel and Employees of Organizations» (hereinafter, Decree No.5).

A.N.Gonchar, Director of the Belarusian State Archive of Film, Photo, and Sound Documents, served as co-presenter on the second issue. He outlined the archival practices in the relevant areas: occupational health and safety, certification of managers and specialists, and hiring in accordance with the provisions of Decree No.5.

Following the consideration of the second issue, O.L.Voinov, Director of the Department, emphasized the need for systematic implementation of Decree No.5 in archival institutions, taking into account the implementation of a systematic comparative analysis of disciplinary practices.

The board members deemed the work of state archival institutions on the agenda items satisfactory.
