On holding a board meeting in the Department of Archives and Records Management of the Ministry of Justice of the Republic of Belarus

On October 23, 2024, a board meeting of the Department of Archives and Records Management of the Ministry of Justice of the Republic of Belarus (hereinafter referred to as the Department) was held.

The following issues were considered at the board meeting:

1. On the readiness of state archival institutions for the autumn/winter period of 2024/2025.
2. On the development of budgetary funds by state archival institutions in the third quarter of 2024.
3. On the state of executive discipline in the Department and state archival institutions.
4. Personnel issue.

On the first issue on the agenda, a report was made by the Deputy Head of the Department of Records Management, Formation and Preservation of the National Archival Fund of the Department, A.V.Kochetkova, who noted that the activities carried out by state archival institutions ensured proper preparation for the autumn-winter period of 2024/2025.

Within the regulatory timeframe, plans and organizational and technical measures for the upcoming autumn-winter season were developed based on the results of autumn (2023) and spring (2024) technical inspections of buildings, analysis of the functioning of heating systems in the past autumn-winter period, as well as relevant administrative documents.

The co-rapporteur was the director of the State Archive of Public Associations of the Grodno Region Gorbach L.N.

Summing up the consideration of the first issue, the director of the Department Voinov O.L. noted that the uninterrupted functioning of the buildings of state archival institutions is the personal responsibility of the directors.

The second issue was addressed by the deputy head of the department of organizational and analytical work, financing and accounting of the Department Sukhanova T.A.

Co-reports were presented by the first deputy head of the main department of justice of the Mogilev Regional Executive Committee Frolov S.A. and the director of the Belarusian State Archive of Film, Photo and Sound Documents Gonchar A.N.

Director of the Department Voinov O.L. assessed the work on the development of budget funds by state archival institutions based on the results of the 1st-3rd quarters of 2024. It was noted that the regional and zonal state archival institutions performed the work better than the republican archives.

Based on the results of the consideration of the second issue, the directors of the state archival institutions were instructed to report on the development of budget funds on November 5, 2024 and December 5, 2024.

The directors of state archival institutions were instructed to fully and timely develop budget funds based on the results of 2024.

On the third issue, the report was made by the head of the department of organizational and analytical work, financing and accounting of the Department Siman A.G.

The co-report was presented by the director of the National Archives of the Republic of Belarus Demyanyuk A.K.

Voinov O.L. noted that issues of compliance with labor and executive discipline by state archival institutions should be considered comprehensively. The Department has been tasked with preparing sections on this issue for both republican and regional and zonal archival institutions.

The fourth issue of the meeting was personnel issues on appointments to positions in republican archival institutions.

The Director of the Department O.L.Voinov, summing up the results of the board meeting, noted that work in these areas should be continued on a systematic and planned basis.
