On holding a meeting of the board of the Department for Archives and Records Management of the Ministry of Justice of the Republic of Belarus

On April 30, 2024, a meeting of the board of the Department for Archives and Records Management of the Ministry of Justice of the Republic of Belarus (hereinafter referred to as the Department) was held.

Deputy Minister of Justice of the Republic of Belarus O.N.Kot took part in the work of the board.

At the meeting of the board the following issues were considered:

1. On the use of budget funds by state archival institutions in the first quarter of 2024.
2. On the execution of the protocol of instructions of the Prime Minister of the Republic of Belarus, data based on the results of the visit on August 5, 2022 to the institution «Belarusian State Archive of Film, Photo and Sound Documents» and discussion of issues of development of the archival sphere.
3. On the progress of the implementation of publishing projects of the National Archive of the Republic of Belarus for 2024 – 2025.
4. About the fire safety measures taken.

Before the start of the work of the board, the Deputy Minister of Justice of the Republic of Belarus O.N.Kot presented the Director of the Department O.L.Voinov with a Certificate of Honor from the Ministry of Information for coordination and significant personal contribution to the preparation and implementation of the publishing project «Archives. Nothing but the truth».

On the first issue of the agenda, the head of the department of office work, formation and preservation of the National Archival Fund of the Department, O.V.Zayanchkovskaya, made a report.

The co-speakers were Deputy Director of the National Historical Archive of Belarus N.T.Buloichik and Head of the Department of Mandatory Legal Expertise, Coordination of the Work of «One Window» Services, Archives and Records Management of the Main Department of Justice of the Mogilev Regional Executive Committee Yu.S.Klintsova.

Deputy Minister of Justice O.N.Kot noted that when disbursing funds, it is necessary to be guided by three principles: reasonableness, speed, quality.

Director of the Department O.L.Voinov drew attention to the personal responsibility of directors of republican archival institutions and heads of structural divisions for archives and records management of regional executive committees for the timely and complete implementation of budget funding for the first quarter of 2024 and the implementation of planned indicators for the second quarter of 2024.

Based on the results of the discussion of the information, it was decided that in the event that the republican archival institutions do not utilize the allocated funding for the first and second quarters of 2024, to make proposals on the advisability of the Department’s certification commission considering the issue of holding the position of the head of the republican archival institution that has not ensured the utilization of the allocated funding.

On the second issue of the agenda, the Deputy Head of the Department of Organizational Work, Information and Use of Documents of the Department A.G.Siman made a report.

The co-reporter on the second issue was the director of the Belarusian Research Center for Electronic Documentation D.V.Shabrov.

The report noted that the state archives in the 1st quarter of 2024 are meeting the planned targets for exhibitions on stands and in showcases 88 (48.62% of the annual figure), virtual exhibitions 45 (39.13%), participation in television and radio broadcasts 46 (79%).

Director of the Department O.L.Voinov paid special attention to the implementation of three main directions of cultural and educational activities of state archival institutions: development of the project «Biography of my country»; filling the website «Documentary Chronicle of Belarus»; keeping the thematic section «Combat Chronicle of the Partisans» up to date.

The director of the Belarusian Research Center for Electronic Documentation was tasked with completing the content of the website «Documentary Chronicle of Belarus» until 1991 by the end of this year, as well as conducting a comprehensive analysis and identifying the documents that are most in demand among users.

Heads of structural divisions for archives and the office work of the main departments of justice of the regional executive committees were instructed to ensure control over the organization of film lectures in the country’s cinemas within the framework of the «Open Film Archive» project.

Information about holding film lectures in cinemas across the country for the period February – April 2024, submit to the Department until May 8, 2024.

State archival institutions, until July 5, 2024, are instructed to provide the Department with information on the results of work to strengthen outreach activities.

The director of the National Archives of the Republic of Belarus A.K.Demyanuk spoke on the third issue.

In the speech, it was noted that in the National Archives of the Republic of Belarus, publication activities are carried out on the basis of instructions for planning the work of archival institutions, annual work plans for the archive and its research work, other action plans for the implementation of instructions from higher authorities, as well as international agreements.

A.K.Demyanuk reported in detail on the progress of the implementation of publishing projects of the National Archive of the Republic of Belarus for 2024-2025, noting that from the point of view of the topic, in the year of the 80th anniversary of the liberation of Belarus from the Nazi invaders and on the eve of the 80th anniversary of the Soviet Victory people in the Great Patriotic War, the priority is the topic of the Great Patriotic War.

On the fourth item on the agenda, a report was made by the director of the Belarusian State Archive of Film, Photo and Sound Documents A.N.Gonchar who reported on the measures taken to ensure fire safety during the period of major repairs with elements of modernization of internal engineering systems and finishing in the archive building.

The fire inspection of the Dzerzhinsky Regional Emergency Situations Service has not established any violations of fire safety requirements by the employees of the Belarusian State Archive of Film, Photo and Audio Documents.

The archive also hosted a working meeting with the participation of the head of the Dzerzhinsky Regional Emergency Situations Department E.A.Shpakovsky and training events on fire safety.

Based on the results of the discussion of information to state archival institutions, structural divisions for archives and records management of regional executive committees, it was pointed out that it is necessary to strengthen control over the state of affairs in the field of ensuring fire safety of state archival institutions, paying special attention to compliance with the requirements of technical regulatory legal acts during maintenance and scheduled maintenance – preventive repairs of technical installations, hot work, as well as storage of substances and materials.
