Meeting with the Judge of the Constitutional Court at the National Archives

On April 5, 2023, at the State Institution «National Archives of the Republic of Belarus» a meeting of the staff of the archives with Judge of the Constitutional Court of the Republic of Belarus Voronovich Tadeush Valentinovich took place. During the meeting, the archive staff got acquainted with the Message of the Constitutional Court of the Republic of Belarus to the President of the Republic of Belarus, the House of Representatives of the National Assembly of the Republic of Belarus, the Council of the Republic of the National Assembly of the Republic of Belarus «On the state of constitutional legality in the Republic of Belarus». In his speech Voronovich T.V. spoke about the main tasks and powers of the Constitutional Court. He noted that the Constitutional Court exercises control over the constitutionality of normative legal acts in the state through constitutional proceedings in order to protect the constitutional order of the Republic of Belarus, the rights and freedoms of man and citizen guaranteed by the Constitution, to ensure the supremacy of the Constitution and its direct effect on the territory of the Republic of Belarus. The Constitutional Court, on the proposals of the President, the Presidium of the All-Belarusian People’s Assembly, the House of Representatives, the Council of the Republic, the Supreme Court, the Council of Ministers, gives opinions on the interpretation of the Constitution; on the conformity of laws, decrees of the President, resolutions of the Council of Ministers, normative legal acts of other state bodies to the Constitution.

Tadeusz Valentinovich in his speech focused on the structure of the Message itself, which consists of 5 sections. The first section analyzes the constitutional development in modern conditions in connection with the adoption of amendments and additions to the Constitution of our country at the republican referendum. The second section analyzes the role of the constitutionalization of law in strengthening the constitutional legal order and ensuring constitutional security. The third section analyzes the result of the activities of the Constitutional Court in the implementation of mandatory preliminary control of the constitutionality of laws adopted by the parliament before signing them by the President of the Republic of Belarus. The fourth section contains information about the new powers of the Constitutional Court and the development of forms of constitutional justice. The fifth section provides information on the execution of decisions and legal positions of the Constitutional Court.

At the end, Voronovich T.V. noted that the Constitution has a huge regulatory potential, and it is necessary that the creative activity of state bodies, officials, civil society institutions, our citizens be aimed at achieving the goals defined in the preamble of the Constitution: ensuring peace and civil harmony, independence and prosperity of the Republic of Belarus.

During the visit to the National Archives, Tadeusz Valentinovich got acquainted with the work of the archive, publication, exhibition activities and visited one of the archives.
