On April 7, 2023, a meeting of the collegium of the Department for Archives and Records Management of the Ministry of Justice of the Republic of Belarus (hereinafter referred to as the Department) was held, at which the following issues were considered:
1. On the execution of the protocol of instructions of the Prime Minister of the Republic of Belarus, given following the results of a visit on August 5, 2022 to the institution «Belarusian State Archive of Film and Photo Documents».
2. On the use of budget funds by archival institutions in the first quarter of 2023.
3. On the state of work on the organization of archival storage of electronic documents in state archives.
4. On the work of state archival institutions on information support for users.
The following took part in the work of the board:
Deputy Minister of Justice of the Republic of Belarus O.N. Kot;
Chief Adviser of the Department of Education and Social and Cultural Sphere of the Office of the Council of Ministers of the Republic of Belarus M.V. Leshkevich;
Head of the Central Archive of the Ministry of Defense of the Republic of Belarus B.N. Gorkavy.
On the first issue, it was noted that in the first quarter of 2023, work continued on the implementation of the protocol of instructions of the Prime Minister of the Republic of Belarus dated August 5, 2022 No. 05/28pr, as well as instructions of the Council of Ministers of the Republic of Belarus dated February 1, 2023 No. 05-226-34/1408pr, given following the results of the report on work for 2023.
The work was carried out in the following areas:
1. Implementation of priority measures to strengthen the material and technical base of state archival institutions;
2. Digitization of documents by state archival institutions, taking into account the significance of such documents for the history of the development of the Belarusian state and society;
3. Providing open access to digitized documents of the National Archival Fund of the Republic of Belarus;
4. Strengthening the information and educational activities of state archival institutions;
5. Implementation of a project to create a chronicle of the modern Belarusian state using film, photo and audio materials that reflect each year of its history, starting from the creation of the BSSR.
6. Presentation on the Internet of information about the military operations on the territory of the Republic of Belarus during the Great Patriotic War, information about the heroic resistance of the Belarusian people to the Nazi invaders.
On the second question, it was noted that the development of budgetary funds by republican archival institutions in the first quarter of 2023 was carried out according to such strategic priorities as major repairs, current repairs, purchase of equipment and other fixed assets.
The revised plans for the first quarter of 2023 for the considered strategic priorities of the republican archival institutions indicate that the confirmed volumes of appropriations are 6.7 times higher than the same period in 2022.
On the third question, it was noted that:
in most state archives, interdepartmental electronic document management systems (hereinafter referred to as EDMS) are installed, which are connected to the electronic document management system of state bodies of the Republic of Belarus (hereinafter referred to as SMDO);
The National Archives of the Republic of Belarus, together with the Belarusian Research Center for Electronic Documentation, is working with organizations-sources of acquisitions on the organization of archival storage of electronic documents;
In 2022, the Department for Archives and Records Management organized work on the transfer of electronic documents from the SMBusiness EDMS to the Departmental Archive AIS for 2021.
On the fourth issue, it was noted that in 2018-2022. State archives fulfilled 14,463 thematic, 47,593 biographical, 1,532 genealogical requests and 110,372 social and legal requests. The volume of extra-budgetary receipts for the execution of requests amounted to 2,001,052.11 rubles, which exceeded the figures for the previous period by 52.8%.
During the work of the Board, personnel issues were considered.
