About the republican seminar (industry meeting) on the topic «Actual issues of the application of legislation in the field of archiving and office work in the practice of state archives»
On February 2, 2023, as part of the events dedicated to summing up the results of the work of the archival industry of the Republic of Belarus for 2022 and the tasks for 2023, a republican seminar (industry meeting) was held on the topic «Current issues of application of legislation in the field of archiving and office work in the practice of work of state archives».
Directors of republican, regional and zonal state archives took part in the seminar.
Director of the Department for Archives and Records Management of the Ministry of Justice of the Republic of Belarus Oleg Voinov delivered an opening speech, emphasizing the particular importance of the issues under consideration.
In his speech, O. L. Voinov noted that in 2022, a lot of work has been done to improve legislation in the field of archiving and office work. The new provisions included in the Law of the Republic of Belarus «On Archiving and Paperwork» are designed to solve the main task facing the archival industry – to preserve the documents stored in the archives.
Oleg Leonidovich emphasized that at the present stage, the organization of storage of electronic documents is a very topical issue. Unlike documents created on paper, which can be stored for a long time, retaining their legal significance and accessibility, electronic documents have a complex structure, their legal significance is confirmed by an electronic digital signature. These documents are inextricably linked with dynamically changing technologies and require a set of measures to ensure their reliability, safety and accessibility.
It is noted that no less important is the problem of transferring electronic documents from electronic document management systems to a departmental archive, and in the future to the Information System of Electronic Documents Archive.
Director of BelNIIDAD A.E. Rybakov informed the participants about the innovations in the legislation on archives and office work.
E.S. Tolochko, a representative of the National Center for Electronic Services, spoke about the possibilities of the automated information system «Departmental Archive».
Director of BelNICED Yu. E. Prozorovich and Deputy Director of NARB E.A. Stukanova shared their experience in transferring electronic documents for storage to the State Archives.
In her speech, E.A. Stukanova noted that the work of state archives with organizations-sources of acquisition on the issues of storing electronic documents should be built on an ongoing basis. State archives should not stand aside, but go into organizations. E.A.Stukanova shared her experience in transferring electronic documents of the Ministry of Finance for permanent storage through the Information System for the Archive of Electronic Documents, noted the need for preliminary methodological work in organizations.
At the end of the republican seminar, the participants got acquainted with the work of the Center for Digitization and Preservation of Library Documents of the National Library of Belarus and the work on digitizing archival documents in the National Archives of the Republic of Belarus.
