On October 25, 2022, a discussion of the draft Law of the Republic of Belarus “On the All-Belarusian People’s Assembly” was held at the institution “State Archive of the Gomel Region” (hereinafter referred to as the GAG).
Marina Andreevna Bondar, chairman of the Gomel regional organization of the trade union of workers of state and other institutions, spoke to the staff of the archive. The speaker told the archive staff that, according to the draft law, the All-Belarusian People’s Assembly (VNS) is the highest representative body of the people’s power of the Republic of Belarus, which determines the strategic directions for the development of society and the state, ensures the inviolability of the constitutional order, the continuity of generations and civil harmony. The document defines: the legal status, competence, procedure for the formation of the STC; the rights and obligations of the SNC delegate; principles and organizational bases of the activities of the VNS.
Marina Andreevna also said that the SNA first met in Belarus in 1996, on the eve of the referendum on amendments and additions to the Constitution. In total, six such meetings have already taken place: in 1996, 2001, 2006, 2010, 2016 and, the last one at the moment, in 2021. It was at it that the next referendum on amending the Constitution in 2022 was announced.
By the way, it was the last referendum that eventually secured the status of the All-Belarusian People’s Assembly in the Constitution, which required the development of a new bill.
The first meeting of the new SPC should be held no later than 60 days after the single voting day, which is scheduled to be held in February 2024. Its delegates may be citizens who have the right to vote, who do not have citizenship (benefits) from another state.
