Dear colleagues, Merry Christmas and Happy New Year!

The year 2009, which was as busy as ever for Belarusian archives, is coming to an end. I would like to thank all workers in the State Archival Service of the Republic of Belarus for their intensive fruitful work that helped us to achieve good results with planned activities and expected time frames. In 2009, for success in their work, 11 archive specialists were awarded with the breastplate "Honorary Archivist of Belarus"; 21 specialists, with the Honorary Diploma of the Department for Archives and Records Management of the Republic of Belarus.

In this year, despite its difficult financial environment, we continued to safeguard our archival holdings and to strengthen the archives’ resources and their material and technical basis. The modern information technologies have been increasingly introduced into the activities of Belarusian archives. In the work with citizens'’ inquiries, a special attention was paid to the filfilment of President of Belarus Decree No 2 dated 27 December 2006 "On Measures for Further Debureaucratization of the State Machinery".

I am confident that all the objectives set by the Belarusian archives for the year 2010 will be successfully accomplished.

I would like to wish you and your families good health, happiness and welfare in the coming new year!

A one-day workshop "Changes in records management procedures in the light of the new Instruction on records management in government institutions" will be held on 11 June 2009 at the Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) in Minsk.

The workshop is intended for employees at records management offices, personnel and legal departments, and agency archives.

The workshop will address the following issues:

legislative base in records management and archive business in the Republic of Belarus and the system of state control over legislation compliance in this sphere;

changes in documenting government activities (requirements to internal normative and legal documents on records management, blank forms, requirements to records attributes and texts, formation of certain types of records etc.;

recordkeeping in the light of the new Instruction (the receipt, registration and execution of incoming and internal records, checkout procedures);

types of file classification systems and the procedures of their creation, confirmation and use in the light of the new Instruction;

changes in files creation and records appraisal;

new requirements to making inventories (file lists) in agency departments (for permanent, temporary (over 10 years) and personnel records);

procedures for transfer of records to agency archives and disposal of temporary records;

specifics of work with electronic records.


The seminars are given by V.I. Adamushko, director at the Department for Archives and Records Management of the Republic of Belarus; E.N. Davydova, head of the division of records management and the formation of the National Achival Holdings of the Republic of Belarus at this Department; A.E. Rybakov, director at the BelNIIDAD; T.V. Stolina, chief state inspector for archives and records management, and other high experts in records management and archive business.

Between 25 April and 17 June, the Department for Archives and Records Management of the Republic of Belarus and the Belarusian Research Centre for Electronic Records conduct training workshops in mastering software tools for the Unified Automated Archival Information System (AIS), in particular the most complicated sofware packages "Records Maintenance" and "Preservation".

The Department for Archives and Records Management under the Ministry of Justice of the Republic of Belarus, the Belarusian Research Institute of Records Management and Archival Studies, the Archives and RM Division of the Vitebsk Region Executive Committee and the National Archives of the Republic of Belarus organize an international scholarly conference "The past and the present: archives in the system of humanitarian knowledge" celebrating 100th anniversary of the Vitebsk Scholarly Archival Commission to be held in Minsk on 20 May 2009.

Archives in Eastern Europe in historical and social retrospective

• Archive science in East European countries in the Middle Ages and at the present time
• Documentary heritage of the Grand Duchy of Lithuania as a subject of research into historical sources, documentation, archives, and archival publications

Presentation of the collection of documents and materials titled "Perpetuating the memory of motherland defenders and war victims in Belarus. 1941—2008 " will be held at the National Archives of the Republic of Belarus on 29 January 2009.

The book, the first documentary edition about the burials of the Second World War, was prepared jointly by the National Archives of the Republic of Belarus and the Armed Forces of the Republic of Belarus Administration for perpetuating the memory of motherland defenders and war victims. No similar editions are available in the neighbouring countries.

The book offers 95 documents, including the materials of the National Archives of the Republic of Belarus, the regional and local archives, the Central Archives of the Ministry of Defense of the Russian Federation, and the Archives of the Armed Forces of the Republic of Belarus Administration for perpetuating the memory of motherland defenders and war victims. These documents, with few exception, have been published for the first time. The book is both of scholarly and practical significance. This includes Edicts by President of the Republic of Belarus and government resolutions for the years 1992–2008 and instructions issued by the Ministry of Defense of the Republic of Belarus. The book is illustrated with painting reproductions, copies of documents and photographs.

The book is intended for historians and specialists in work for perpetuating the memory of motherland defenders and war victims. Also it will be of interest to the wider public.
