Presentation of the collection of documents and materials titled "Perpetuating the memory of motherland defenders and war victims in Belarus. 1941—2008 " will be held at the National Archives of the Republic of Belarus on 29 January 2009.

The book, the first documentary edition about the burials of the Second World War, was prepared jointly by the National Archives of the Republic of Belarus and the Armed Forces of the Republic of Belarus Administration for perpetuating the memory of motherland defenders and war victims. No similar editions are available in the neighbouring countries.

The book offers 95 documents, including the materials of the National Archives of the Republic of Belarus, the regional and local archives, the Central Archives of the Ministry of Defense of the Russian Federation, and the Archives of the Armed Forces of the Republic of Belarus Administration for perpetuating the memory of motherland defenders and war victims. These documents, with few exception, have been published for the first time. The book is both of scholarly and practical significance. This includes Edicts by President of the Republic of Belarus and government resolutions for the years 1992–2008 and instructions issued by the Ministry of Defense of the Republic of Belarus. The book is illustrated with painting reproductions, copies of documents and photographs.

The book is intended for historians and specialists in work for perpetuating the memory of motherland defenders and war victims. Also it will be of interest to the wider public.

A two-day workshop "Records management and agency archives" is to be held on 16-17 December 2008 at the Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) in Minsk.

It is specifically intended for employees of records management offices, personnel departments, and agency archives.

The workshop will address the following issues:

− legislative base in records and archives management in the Republic of Belarus and the system of state control over the compliance with the legislation in this sphere;
− common requirements to administrative records according to the STB 6.38-2004 Standard «The unified records systems in the Republic of Belarus. The system of administrative records. Requirements to paperwork» (blank forms, requirements to records text and attributes); drawing up of certain types of records (instructions, minutes, reports, memorandums etc.);
− recordkeeping in institutions (the concept, different schemes, the receipt, examination and registration of records, checkout procedures);
− file classification systems: file system types and the procedures of their creation, approval and use;
− creation of files and records appraisal in agency recordkeeping and archive (criteria, methods, expert commissions, records schedules and disposal of temporary records);
− making and transfer of permanent records to agency archives, making of file lists and other finding aids;
− records preservation in agency archives, records access and use (requirements to storage, equipment, safety measures; performing of inquiries; loan of files for temporary use);
− electronic recordkeeping and agency electronic archives.

The seminars are given by V. Adamushko, director at the Department for Archives and Records Management of the Republic of Belarus; E. Davydova, head of the division of records management and the formation of the National Achival Holdings of the Republic of Belarus at this Department; V. Nosevich, director at the Belarusian Research Centre for Electronic Records; A. Rybakov, director at the BelNIIDAD; T. Stolina, chief state inspector for archives and records management, and other experts in records management and archive business, authors of normative acts, guidances and regulations.

Workshop on the topic of "The archival world in the light of the 16th ICA Congress" is to be held by the Society of Belarusian Archivisits and the Department for Archives and Records Management of the Republic of Belarus at the National Archives of Belarus in Minsk on 9 October 2008.

Agenda:

1. The role of archives in the preservation of documentary heritage.

   Report by V.I. Adamushko, director at the Department for Archives and Records Management of the Republic of Belarus

2. Archival resources and tools for the use of documents in modern environment.

   Report by V.D. Selemenev, director at the National Archives of the Republic of Belarus.

3. Records management as a system of the effective functioning of government institutions and aimed at providing proper acquisition of archives

   Report by A.E. Rybakov, director at the Belarusian Research Institute of Records Management and Archival Studies.

4. Exchange of best practices and opinions on the agenda issues.

An excursion to the National Library of Belarus is scheduled.

The meeting of heads of the state archival services and archives of Russia, Ukraine and Belarus is held in St. Petersburg, Russia, on 16-18 September 2008.

The Belarusian delegation includes V. Adamushko, director at the the Department for Archives and Records Management of the Republic of Belarus; V. Selemenev, director at the National Archives of the Republic of Belarus; A. Golubovich, director at the National Historical Archives of the Republic of Belarus, A. Zapartyko, director at the Belarusian State Archives-Museum of Literature and Art; I. Silin, director at the Central Laboratory for Microphotocopying and Restoration of Records; A. Rybakov, director at the Belarusian Research Institute of Records Management and Archival Studies, and V. Nosevich, director at the Belarusian Research Centre for Electronic Records..

The meeting between the heads of the state archival services and archives of Belarus, Russia and Ukraine takes place for the first time. The traditional meetings between the directors of the federal archives of Russia and the central state archives in Ukraine have become a noticeable event in the archive community of the Commonwealth of Independent States during the past decade. In 2007 the Department for Archives and Records Management of the Republic of Belarus offered a proposal to make this meeting a three-party event. The proposal was agreed by the colleagues in Russia and Ukraine. The event can strongly promote further cooperation between the archivists of the member countries and the exchange of best practices in the field of archive business.

The heads of the state archival services of Ukraine and Belarus will sign the Protocol on joint projects between the Department for Archives and Records Management of the Republic of Belarus and the State Committee on Archives of Ukraine.

The meeting will host the presentation of the archival directory "The Petrograd Belarusian Society for Assistance to Individuals Who Suffered From the War. 1916–1918», compiled and published jointly by the Belarusian and Russian archivists.

Between 21-27 July, 2008 Kuala Lumpur, Malaysia, will host the 16th International Congress on Archives and 16th ICA General Assembly, with heads of all ICA member institutions invited to attend.

The congress title "Archives, Governance and Development: Mapping Future Society". The programme includes the 16th ICA General Assembly, plenary meetings, regional sessions and round tables.

The Belarusian delegation is represented by V.I. Adamushko, Director of the Department for Archives and Records Management of Belarus, A.E. Rybakov, Director of the Belarusian Research Institute of Records Management and Archival Studies and V.D. Selemenev, Director of the National Archives of the Republic of Belarus.

In November 2007 the International Council on Archives (ICA) decided that an International Archives Day should be celebrated on 9 June. It was on this date in 1948 that ICA was founded in Paris at UNESCO. The first ever International Archives Day is, therefore, also the 60th anniversary of ICA. For more details see the ICA website.
