On 19 June 2014 the Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) holds a new workshop Records Management and Archives: Modern Requirements

The workshop will address the following issues:
  • legislative base in records management and archive business in the Republic of Belarus and the system of state control over its observance;
  • requirements to organizational and administrative records according to STB 6.38-2004 Standard “Unified Systems of Documentation in the Republic of Belarus. System of Organizational and Administrative Documentation. Requirements to Making Records” (blank forms, records attributes and texts), making of certain types of records (orders, minutes, acts, reports etc.);
  • circulation of records in an institution (the concept, different schemes, registration, records receipt, execution and registration), records tracking;
  • types of file classification plans, procedures for their creation, confirmation, organisation and use;
  • file organisation and records appraisal (appraisal criteria and methods, expert commissions, records schedules, destruction of records and files with temporary retention periods);
  • creation of permanent files and their transfer to an institutional archive for preservation, making of file inventories and other registration records;
  • finding aids, records registration, preservation and use.

The seminars are given by consultant expert E.N. Davydova, director at BelNIIDAD A.E. Rybakov and other experts in records management and archive business, authors of normative acts, guidances and regulations.

On 22 May 2014 the National Historical Archives of Belarus hosts a presentation of the book of documents Belarus in the First World War 1914-1918.

The book consists of four sections including over 200 documents illustrating various aspects of the life of the Belarusian people during the First World War: war situation in Belarus, assistance to the civilian population and persons who suffered in the result of military operations, the situation in the areas occupied by the enemy, the life of German and Austria-Hungarian POWs in Belarus, etc. Special attention is given to the topics of espionage and pro-German attitudes, the evacuation of people and material resources, aviation raids and anti-aircraft defense, assistance to the refugees, the sick and the wounded, the policy of the Occupation authorities, and more.

The documents published in the book have been identified at the National Historical Archives of Belarus in Minsk and the National Historical Archives of Belarus in Grodno.

Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) holds a new workshop SPECIFICS OF ELECTRONIC RECORDKEEPING. CIRCULATION OF ELECTRONIC RECORDS.

The workshop is held on 29 January 2014.

The issues on the agenda:

1. Concept of electronic record and record in electronic form. Specific features of electronic recordkeeping in comparison with paper records.

2. Domestic normative legal acts and procedural records in electronic recordkeeping.

3. Authentication in electronic recordkeeping.

4. Requirements to information security and procedures for its access.

5. Selection of electronic records for preservation in archives.

6. Preservation of electronic records in institutions.


The workshop is conducted by the director of the Belarusian Research Centre for Electronic Records V.L. Nosevich, Ph.D., author of normative acts, training aids and procedural guidance in electronic records.

Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) holds a new workshop entitled Records Management Without Mistakes.

The workshop takes place on 19 November 2013.

The issues on the agenda:

1. Legislation in records management and archive business in the Republic of Belarus and the responsibility for its violation.

2. Rules for the preparation of records in accordance with the Instruction for records management in government agencies and other institutions (resolution by the Ministry of Justice of the Republic of Belarus No. 4 of 19.01.2009). The unified system of organizational and administrative records.
...2.1. Records attributes, forms, corner stamp, records bearing the seal of the institution.
...2.2. Requirements for the text of records.
...2.3. Specifics of the preparation and execution of individual types of records (orders, directives, instructions, resolutions, minutes, memoranda, certificates, letters).
...2.4. Rules for the creation and certification of the copies of records (resolutions by the Council of Ministers No 1256 of 30.12.2012, Ministry of Justice No 9 of 15.01.2013).

3. Organization of work with records.
...3.1. Circulation of records in institutions. Receipt, registration and execution of incoming records. Registration and despatch of internal records.
...3.2. Document execution control.
...3.3. Creation, confirmation, organization and use of file classification plans in institutions.
...3.4. Creation and organization of files in record keeping.

4. Archival aspects in record keeping.
...4.1. Records appraisal in record keeping. Procedures for conducting an appraisal. Work of an expert commission within an institution. Records retention schedules.
...4.2. Transfer of files to an institutional archive for preservation. Preparation of files for transfer to an institutional archive. Making of file inventories in internal divisions.
...4.3. Destruction of records and files with temporary retention periods.

5. Specifics of work with electronic records. Electronic recordkeeping.

The seminars are conducted by the expert consultant E.N. Davydova, the BelNIIDAD’s director A.E. Rybakov and other high qualifying specialists and authors of normative documents, training aids and procedural guidance in records management and archive business.

On 14 November 2013 The State Archives of Minsk Region holds a scholarly conference, History and Archives: 20th and 21st Century Documentary Heritage of the Republic of Belarus dedicated to the 75th anniversary of the State Archives of Minsk Region. The conference will take place at the Minsk A.S. Pushkin Regional Library (Minsk, Belarus).

Main issues on the agenda:

  • Records of the 20th – early 21st centuries as a source for the history of Belarus and foreign countries;
  • Archive business in Belarus in the 20th – early 21st centuries: history, methodology, practices;
  • Modern trends and problems in archival science and source study;
  • Local archives (regional and zonal) in the Republic of Belarus: topical issues and perspectives of development.

    On 26 June 2013 the National Historical Archives of Belarus holds a scholarly conference Documentary Heritage of Belarus 14th – 20th Centuries dedicated to the 75th anniversary of the National Historical Archives of Belarus.

    Issues on the conference agenda:

  • Documents of the 14th – early 20th centuries as a source of information into the history of Belarus and the adjoining states;
  • Archive business in Belarus in the 16th – early 20th centuries: history, methodology, practices;
  • Issues of the preservation of the documentary heritage;
  • Creation of reference finding aids to archival records;
  • Archaeography and publication of documents;
  • Use of modern information technologies in archive business;
  • Source analysis and special historical disciplines.

    On 15-16 May 2013 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus (hereafter Department) holds the
    Belarusian-Russian workshop “Restoration and Preservation of Archival Records”.

    Participants at the workshop are the deputy head of the Laboratory for Records Microfilming and Restoration at the Russian State Archives of Scientific-Technical Documentation (LMRD RGANDT), restorer of highest category I.S. Sharapova, members of the Department, heads of archival agencies and institutions, specialists of the state archives.

    On 21 November 2012 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus holds a workshop meeting at the conference hall of the National Archives of the Republic of Belarus to discuss the issues relating to the practical use of the changes and amendments introduced into the normative and legal base in archives and records management in accordance with the Belarus Law on Archives and Records Management of the Republic of Belarus of 25 November 2011.

    The participants at the workshop will be the archives and records management chiefs at the main justice boards of the Minsk city and regional executive committees, directors at the state archival institutions (republic-level, regional and local) and legal experts.

    A test version of the Republic of Belarus State Archives Fonds Catalogue information retrieval system has been launched at the address http://fk.archives.gov.by/

    The information resource contains portions of data from the National Fonds Catalogue on the contents, composition and location of more than 50,000 fonds (record groups) held in the permanent custody of the state archives of the Republic of Belarus.
