The Department for Archives and Records Management of the Justice Ministry (Department) and the Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) on 14 May 2019 held a scientific-practical seminar for managers and employees of central and regional state archives on the topic “Recordkeeping in institutions. Acquisition of records by state archives”. The seminar was opened by Department Director Viktor Kurash. Speakers at the event were BelNIIDAD Director Andrey Rybakov and Department’s Division Head for Records Management and National Archival Holdings Ludmila Tsymbal. Among the participants were directors of local state archives.

The seminar discussed the following issues:

1. Legislation in archives and records management. Changes and amendments in the legislation in 2018-2019. The perspective areas in improvement of legislative basics in archives and records management.
2. Concept and types of documentation systems. Unified documentation systems. Standard STB 6.38-2016 and the Instruction on Records Management in Government Agencies and Other Institutions.
3. Creation, execution and storage of paper and electronic records. Normative legal acts and local legal acts.
4. Document forms and stamps. Authorization of copies.
5. Circulation and registration of records. Filing of electronic and paper records. Electronic records.
6. Instruction for recordkeeping in institutions which are sources of records acquisition for state archives
7. Appraisal of records in institutions and archives. Types of records schedules.
8. Use of records schedules in making file classification plans.
9. Acquisition of records from non-government institutions.

On the sidelines of the republican action “Belarus Remembers”, archivists from the Local State Archives in Rechitsa met with the Veteran of the Great Patriotic War Vasily Deikun , a resident of Korovatichi village, whose personal documents are kept at the Archives.

Vasily Deikun went through the Great Patriotic War (the Second World War) as a tanker and liaison man, taking part in battles from Belarus to Czechoslovakia. He was twice wounded. He is decorated with the Order of the Great Patriotic War, medals “For Combat Service”, “For the Victory over Germany in the Great Patriotic War 1941-1945”, “For the Liberation of Prague” etc.

The Rechitsa archivists congratulated Vasily Deikun with the Victory Day, thanked him for his contribution to the liberation of Motherland from Nazi occupiers, wished him good health and presented him a gift.

Together with his daughter Tamara, Vasily Deikun thanked the archivists and wished them eternal peace in our country. In his 99 years, Vasily Deikun feels good and continues to work as possible in housekeeping. His four children often visit him.

As part of the events on the 75th anniversary of the liberation of Belarus from the Nazi invaders, the State Archives of Grodno Region held a presentation of documents of the Headquarters of the Kastus Kalinovsky Partisan Brigade.

The participants at the event included Professor at the Grodno State University, Ph.D. Valery Cherepitsa, Head of Records and Archives at the Grodno Region Executive Committee Alina Zabolotnaya, Director of the National Historical Archives of Belarus in Grodno Tatiana Afanasyeva, retired colonel and veteran of the Armed Forces, Honoured Border Guard of Belarus, participant in the Great Patriotic War, Honoured Citizen of Grodno Grigory Obelevsky, employees of the State Archives of Grodno Region and the State Archives of Public Organizations of Grodno Region.

The presentation featured 25 original documents highlighting the activities and combat operations of the Partisan Brigade named after Kastus Kalinovsky (journal of combat operations conducted by the brigade, intelligence messages and reports, letters and reminiscences of the Chief of Staff of the Chudinov Partisan Brigade, reports on combat and subversive operations, on the women’s group in the Zvezda Partisan Detachment, a topographical map with ink notes, lists of the brigade’s personnel etc.). The attendants got acquainted with the original documents and their virtual copies.

The Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) reissued the Instruction for Recordkeeping in Government Agencies and Other Institutions (adopted by resolution of the Ministry of Justice of the Republic of Belarus of 19 January 2009 No. 4).

The Instruction establishes common requirements for the documentation of government activities and recordkeeping in government bodies and other institutions.

The new edition includes all earlier alterations and amendments, including those adopted by resolution of the Ministry of Justice of the Republic of Belarus of 13 March 2019 No. 39.

The Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) has released a directory “The organs of state power in the Republic of Belarus” (25 August 1991 – 31 December 2008) in three volumes.

The directory is the first publication in Belarus to systematize the history of the formation and development of the republic-level bodies of state power in sovereign Belarus from 1991 to 2008. The book examines their system, status, powers, functions, procedures of organization, reorganization and liquidation, the evolution of internal organizational structure, etc. Contains information about the term of office of the agency heads.

The book is addressed to the staff of government institutions, state and local archives, institutional archives, scholars, faculty and students, and anyone interested in the history of Belarus.

The Department for Archives and Records Management of the Justice Ministry, the Belarusian Research Centre of Electronic Records and the National Centre of Electronic Services held a workshop for representatives of government agencies and other organizations in Vitebsk Region on the issues of work with electronic records and the creation of electronic archives in institutions. The workshop was conducted on the basis of the Vitebsk Regional Executive Committee on 24 April 2019.

The workshop discussed the changes in the normative and legal acts in the field of recordkeeping, the procedures of work with electronic records and their preservation in the archives of government agencies and institutions.

From 14 to 20 April 2019 representatives of the Belarusian State Archives of Films, Photographs and Sound Records (BGAKFFD) had a work trip to Vilnius, Lithuania to take part in the European Union mobility project MOST.

The Belarusian archivists visited the Office of the Chief Archivist of Lithuania, where they got acquainted with the system of archives in Lithuania, work experience, modern problems and perspectives in the Lithuanian archives.

In the course of talks the parties exchanged the information of their practices in the basic fields of archive business, learned the activities of Lithuanian colleagues in digitization, preservation and restoration of films, videos, photos and sound records. They also visited the repositories of the Lithuanian Central State Archives and the State Historical Archives of Lithuania, learned the archive fonds and the profile audio and visual documents, examined the system of finding aids, reading rooms, paid services, databases and records inventory.

During the acquaintance with the historical-cultural heritage of Lithuania they visited the Martynas Mazvydas National Library of Lithuania, the National Museum-Palace of the Grand Dukes of Lithuania, the Lithuanian Museum of Theatre, Music and Cinema, the Historical Museum in Trakai, the Vilnius University, some Catholic and Orthodox churches in Vilnius and Trakai.

During the visit the parties came to agreement on further cooperation in records digitization and joint projects in exhibition activities.

The executive order by Director of the Department for Archives and Records Management of the Justice Ministry No. 13 of 1 April 2019 ratifies the data exchange format for information systems of government archives and the electronic records archives of the National Archival Holdings of the Republic of Belarus.

The executive order provides for coordination of information systems between government institutions archives and the electronic records archives of the National Archival Holdings of the Republic of Belarus. This goes in pursuance of Item 7 of the Plan of Actions for Archival Preservation of Electronic Records in the Republic of Belarus adopted by First Deputy Prime Minister of the Republic of Belarus Alexey Turchinov on 17 October 2018.

The delegation of Belarus Department for Archives and Records Management of the Justice Ministry, including Director of the Department Viktor Kurash and Director of the National Archives Andrey Demyanyuk, made a business trip to Bratislava, Slovak Republic, on 9-10 April 2019. The delegation took part in the presentation of the exhibition “The Slovaks in the Partisan movement in Belarus in 1941-1944”, prepared with the participation of the National Archives of the Republic of Belarus. The exhibition is dedicated to the 75th anniversary of the liberation of Belarus from the Nazi invaders and the 75th anniversary of the National Slovak Uprising. During the event the Director Viktor Kurash told the participants about the scale of the Partisan movement in Belarus and the contribution of Belarusian partisans to the victory over the Nazism.

The business trip included meetings with the senior staff of the Department for Archives and Records Management of the Interior Ministry of Slovakia, the Slovak National Archives and the Institute of Military History in Bratislava.

During the official meeting between the Director of the Belarusian Archives and Records Authorities Viktor Kurash and Director of the Slovak Archives and Records Authorities Maria Mrizova, the parties discussed issues of bilateral cooperation between Belarusian and Slovak archivists. The Belarusian side proposed a draft of the Memorandum of Cooperation for consideration by the Slovak colleagues.

On 11 April 2019 representatives of the Republic of Belarus Archival Service headed by First Deputy Director of the Department for Archives and Records Management of the Justice Ministry Olga Ledovskaya met with the delegation of USA Agency for International Development (USAID) headed by Assistant Administrator for USAID Bureau for Europe and Eurasia Brock Bierman with the participation of Charge d’Affaires of the Republic of Belarus in the United States Jenifer H. Moore. The meeting took place at the National Historical Archives of Belarus (NIAB).

The participants discussed issues of potential Belarusian-American cooperation in the field of archives and joint projects in records digitization. The NIAB Director Dmitry Yatsevich acquainted the guests with the Archive’s practices in the field of genealogical research, the process of digitization of the archive documents of the late 14th to the early 20th centuries, and perspectives of online access to the archive documents.

The participants at the meeting were representatives of the American non-commercial civil organization «Family Search International», who handed over to Belarusian archivists digital copies of the documents digitized on the sidelines of the earlier cooperation between this organization and the Archival Service of the Republic of Belarus.

The American guests received the latest research editions issued by the Archives.
