27 December 2017
On 14 December 2017 in Soligorsk (Minsk Region) the Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) held a practical oriented workshop Records Management without Mistakes.

The workshop was organized by the initiative of the Soligorsk District Executive Committee. This brought together over 60 people who represented the executive committee’s structural divisions and various organizations in Soligorsk District. The speakers at the workshop were BelNIIDAD Director A. Rybakov and BelNIIDAD Expert Consultant E. Davydova.

The workshop discussed a wide spectrum of issues: rules for preparation of records in accordance with a new standard STB 6.38-2016 and the Instruction for Records Management in Government Agencies and Other Institutions; circulation of records in an institution, receipt, registration and execution of incoming, outcoming and internal records; specifics of work with electronic records, electronic recordkeeping; procedures of creation, confirmation, organization and use of file classification plans in an institution; preparation of files in recordkeeping; records appraisal and schedules, selection of records for archival preservation and destruction.

22 December 2017
On 22 December 2017 as part of the New Year charity campaign Our Children the director of the Belarusian Research Centre of Electronic Records V. Nosevich and the head of the trade union at the Belarusian Film and Photo Archives l. Pasharova visited the Smolevichi District Social and Pedagogical Centre and presented New Year gifts to the centre’s children.

21 December 2017
On 21 December 2017 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting to discuss the following issues: “On the results of complex inspection at the National Archives of the Republic of Belarus”, “On the inspection of financial and economic activities at the National Archives of the Republic of Belarus”, “On handling inquiries from citizens and legal persons at the state archival institutions in Belarus in the second half of 2017”, “On implementing the President’s Directive No. 1 dated 11 March 2004 “On measures to strengthen public security and discipline”, “On the Department’s Plan of Actions for 2018”, “On the execution of legislation against corruption in the central archival institutions in 2017”, etc.

The board meeting discussed and approved the draft Plan of Major Actions of the Department for 2018.

To mark the 100th anniversary of Civil Registry Offices, the State Archives of Minsk Region has prepared a virtual exhibition based on archival documents.

The history of Civil Registry Offices ZAGS in our country dates from 18 December 1917. On this day the All-Russian Central Executive Committee of the Council of People’s Commissars of the Russian SFSR adopted a Decree “On civil marriage, children and vital registers”. Earlier the legal rights of husband and wife, and data on birth and death were registered in parish books. Presently the surviving parish records remain the most important (and sole) documents that confirm facts of marriage, birth or death and help ascertain relative connections.

The exhibition displays interesting documents on the history of Civil Registry in Minsk Region. These include the 1924 Instruction on procedure of civil registration; the 1925 citizens’ applications for determination of the age from physical appearance; an extract from the minutes of meeting of the executive committee of the Minsk City Council of Workers Deputies concerning the opening of the House of Civil Ceremonies in Minsk in 1965, and more.

The 24th international scientific conference “Documentation in Information Society: Key Issues in Electronic Records Management” was held on 21-22 November 2017 in Moscow. The conference was organized by the Eurasian regional branch of the International Council on Archives (EURASICA), the Federal Archival Agency of Russia (Rosarhiv), and the All-Russian Research Institute of Documentation and Archival Science (VNIIDAD).

The conference brought together representatives from Armenia, Belarus, Germany, Kazakhstan, China, Moldova, Poland, Russia, Slovenia, Finland, Sweden, Uzbekistan. In all, about 200 people participated.

The archival service of Belarus was represented by members of the Department for Archives and Records Management of the Justice Ministry T. Stolina and N. Loktionova, Director of the Belarusian Research Institute of Documentation and Archival Science (BelNIIDAD) A. Rybakov, Deputy Director of the Belarusian Research Center of Electronic Records L. Signevich, and the Chief Archivist at the Belarusian State Archives of Films, Photographs and Sound Recordings (BGAKFFD) A. Kot (who made a report “On BGAKFFD practices in acquisition, preservation, inventory and use of audiovisual electronic records”).

In all, over 60 reports and speeches were made during the plenary sessions, round tables and work sections. The reports were mainly devoted to two topics: “Electronic records management: theoretical and practical questions” and “Information technologies in records management and archive business”.

The Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) reissued the Instruction on Recordkeeping in Government Agencies and Other Institutions (adopted by Resolution of Justice Ministry of Belarus dated 19 January 2009 No. 4).

The Instruction sets general requirements for documentation of management activities and recordkeeping in government agencies and various institutions.

The new edition includes all earlier amendments and additions, including revisions inserted by Resolution of Justice Ministry of Belarus dated 18 August 2017 No. 167.

23 November 2017
The Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting to discuss work on implementing administrative procedures at the Department and at the state archives in 2017.

In May 2017 the Department held “a direct telephone line” on the topic “Execution of administrative procedures at the state archival institutions in the Republic of Belarus”. Another “direct telephone line” is scheduled for December 2017 on the topic “Attachment of an Apostille to documents created by the state archives in the Republic of Belarus”.

In accordance with the Plan of Action for 2017, the Department has completed a complex inspection at the Belarusian State Archives-Museum of Literature and Art and the Belarusian State Archives of Scientific and Technical Documentation. Currently a complex inspection is being conducted at the National Archives of the Republic of Belarus.

The board meeting recommended the Department’s Division for Organizational Work, Information and Use of Records and the heads of the state archives to permanently monitor the execution of legislation on administrative procedures at the state archives and to regularly discuss work on administrative procedures at the board meetings.

The Belarusian State Archives-Museum of Literature and Art (BGAMLI) hosts an exhibition “A Singer of Labor and Struggle” dedicated to 130th anniversary of the birth of Tishka GARTNY (Zmiter ZHILUNOVICH, 1887-1937), writer, political and public figure.

At the opening ceremony the BGAMLI Director Ganna Zapartyka told about the Archival Collection of Tishka Gartny (Record Group # 15). The writer’s biographical and work papers entered the Archives-Museum on 28 July 1962 from the Central State Archives of the October Revolution of the BSSR and on 29 October 1987 from the writer’s nephew D. Andrusevich.

Leading research fellow Viktar Zhybul acquainted the participants with the exhibition items. Among these are Tishka Gartny’s letters and correspondence to the editors of the newspaper Nasha Niva, manuscript copies of his writings, a draft program of the Belarusian Socialist Assembly with T. Gartny’s corrections, lifetime editions, biographical documents, recollections of the writer’s contemporaries and many photographs.

Doctor of History Emanuil Iofe narrated about the little known facts from the biography of Tishka Gartny, his role in the establishment of the Belarusian statehood, and some errors that occur in encyclopedias and biographical directories. Candidate of Philology Mikola Trus touched upon the topic of Belarusian-Czech literary relations in respect to Tishka Gartny’s work.

On 1 November 2017 the Belarusian State Archives of Scientific and Technical Documentation (BGANTD) opened an exhibition “Master Plan of Restoration and Development of Minsk 1946” dedicated to the creation and ratification of this document of great importance in the postwar history of the Belarusian capital city.

The exhibition shows a color graphic image of the General Plan and other documents related to its design, discussion and adoption: photographs of destroyed Minsk, famous architects who participated in making the document, design drafts of Central Square in Minsk and other documents.

The General Plan of 1946 remains the main document related to the restoration of the destroyed Belarusian capital. Work on the document started immediately after the liberation of the city and involved the leading architects in the Soviet Union: A.V. Shchusev, A.G. Mordvinov, N.D. Kolli, I.G. Langbard, N.E. Trakhtenberg and others.

An important part in the formation of the future image of the city was assigned to Central Square, the contest designs for which were conducted in the second half of the 1940s.

The General Plan of 1946 was designed for the period until 1960 and determined the main areas of development in the Belarusian capital at this time: industrial and civil construction, landscape gardening, transportation issues.

On 31 October 2017 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting.

The board members discussed two issues: “On work organization of the Expert-Methodical Commission (Expert-Inspection Commission) in state archives and archives and records divisions of regional justice departments in 2012-2016” and “On the creation of security archival copies for unique and most valuable records of the National Archival Holdings at the present stage”.

The expert-methodical and expert-inspection commissions in state archives and regional archives and records divisions purpose to improve records selection for permanent preservation in state archives, recordkeeping in state archives and other records-creating organizations, and facilitate organizational and procedural management and control over permanent central expert commissions and institutional expert commissions.

On the second issue it was noted that the creation of the security archival fond for copies of unique and most valuable records of the National Archival Holdings remains the most important and complicated area of activity at the state archival institutions at the present stage.

The security archival fond is being created with the purpose of preserving document information in case of its loss or damage and it makes an integral part of the National Archival Holdings. Security copying of paper documents is conducted in only one archival institution – the Central Laboratory for Microfilming and Restoration of Records of the National Archival Holdings. As on 1 January 2017 security copies were made for 71,41% of most valuable paper records of the National Archival Holdings. It was noted that Belarus currently has no production of specialized microfilming equipment and materials, and the creation of the security archival fond demands great financial expenses.
