Report by BelNIIDAD Director A. Rybakov at the 25th Conference of International Archival DayOn 19-20 October 2015 the 25th Conference of International Archival Day took place in Trieste, Italy, organized by the International Institute for Archival Science of Trieste and Maribor (IIAS).

The event attracted nearly a hundred participants from Belarus, Bosnia and Herzegovina, Burkina Faso, Great Britain, Hungary, Germany, Italy, Canada, Macedonia, Oman, Russia, Romania, Serbia, Slovakia, Slovenia, France, Croatia, Montenegro, Czechia, Switzerland and Estonia.

In view of the 30th anniversary of IIAS and 25th anniversary of ATLANTI official magazine, Zdenka Semlic Rajh (Slovenia) offered a short report on the history of IIAS and its main achievements.

The working programme of the conference was traditionally opened by Charles Kecskemeti, former Secretary General of ICA, honoured member of IIAS Assembly. He delivered a review of the papers presented at the 2014 conference of IISA and published in Atlanti 2014.

The conference addressed the two topics: “Management, Appraisal and Long Term Preservation of E-records: Archival Response to the Challenge of Long Term Preservation” and “Archival Buildings in Terms of Responding to the Emergencies”.

The first topic included 21 reports. Andrey Rybakov, Director of the Belarusian Research Institute of Records Management and Archival Science (BelNIIDAD) delivered a report “Management, Appraisal and Preservation of Electronic Records: the Belarusian Experience”.

An international scholarly conference, The Holocaust in the Soviet Union in Archival Documents. Current Issues in Identification, Access and Use of Records took place on 18-20 October 2015 in Jerusalem, Israel. The conference organizer was the Yad Vashem National Memorial of the Holocaust and Heroism with the support of the Genesis Charitable Foundation.

Participants at the conference were representatives from eight countries (Belarus, Germany, Latvia, Lithuania, Israel, USA, Russia and Ukraine).

The Archival Service of the Republic of Belarus was represented at the conference by First Deputy of the Department for Archives and Records Management of the Justice Ministry O. Biryukova, Department’s Division Chief of Information and Records Use G. Zholnerkevich, Deputy Director of the National Archives of the Republic of Belarus E. Kushnova, Chief Archivist of the National Archives of the Republic of BelarusV. Selemenev and Director of the State Archives of Gomel Region P. Chyorny.

The conference discussed issues concerning access to records on the history of the Holocaust, digitization of archival fonds containing documents on the topic, the use of modern technologies in work with archival records, research projects on the history of the Holocaust on the internet, etc.

The conference participants delivered reports on the Jewish refugees and evacuated persons, prewar and postwar documents as a source of Holocaust studies, and other issues relating to the catastrophe of the Jewish people in the 1930s-1940s.

The conference included an excursion to the Yad Vashem Historical Museum.

Records Retention ScheduleThe Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) has released Records Retention Schedule for Records of National Archival Holdings of Belarus produced by government agencies, institutions and private businessmen related to design, construction, reconstruction (modernization), restoration and repair of real property.

The Schedule describes the types of scientific and technical documents created by institutions who are sources and not sources of records acquisition at the state archives and shows their retention periods.

The book is designed for archivists, document managers and persons in charge of records management, archives and records appraisal.

On 15 October 2015 the National Historical Archives of Belarus (NIAB) held a presentation of its new publications released in the current year: a monograph “Priests in Belarusian Society: Prosopography of the Greek Catholic (Uniate) Clergy in 1596-1839” and “Cartographical materials at the National Historical Archives of Belarus. Minsk Province”.

Among the speakers at the presentation were Director of the Department for Archives and Records Management V. Adamushko, NIAB Director D. Yatsevich, the monograph’s author, NIAB Deputy Director D. Liseichikov, division head of the History Institute of the National Academy of Sciences A. Dovnar, leading specialist of the Belarus Publishing House A. Sadovskaya etc.

The event included an exhibition of the original copies of documents dating from the 17th to early 19th centuries.

On 13 October 2015 Director of the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus V. Adamushko took part in the joint session of the Commission for Cultural Cooperation of the Belarusian-Chinese Intergovernmental Committee.

The session reviewed the state and priority areas of the bilateral cooperation in the field of the humanities between the Republic of Belarus and the People’s Republic of China, discussed the implementation of the Plan of Cooperation between Belarus and China in 2015 as part of work of the Belarusian-Chinese Intergovernmental Commission on Cultural Cooperation, and other issues.

The 16th General Conference of the Eurasian Regional Branch of the International Council on Archives (EURASICA) and a regular session of the Consultative Council of the heads of the state archival services of CIS member countries were held in Kazan, Russian Federation, on 6-8 October 2015.

Participants at the events were delegations of archivists from Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia and Uzbekistan, and Poland and Finland as observers.

Attendees from the Belarusian side were Director of the Department for Archives and Records Management of the Justice Ministry V. Adamushko (delegation head), Director of the National Archives of the Republic of Belarus (NARB) V. Kurash, Director of the Belarusian State Archives of Films, Photographs and Sound Recordings (BGAKFFD) V. Balandin, and Director of the National Historical Archives of Belarus (NIAB) D. Yatsevich.

At the regular session of the Consultative Council the representatives of each country made a report on the development of archive business in the past year. Head of the Federal Archival Agency of the Russian Federation A. Artizov was elected Chairman of the Consultative Council for the next year.

The 16th EURASICA General Conference reviewed the implementation of the action plan of ICA Eurasian branch for 2013-2016 and other issues.

The next, 17th EURASICA General Conference and the next session of the Consultative Council will take place in 2016 in the Republic of Belarus.

A part of the event was an international scholarly conference “The urgent issues in the use of records”. Belarusian reports on the topic included “The use of records in the state archives of the Republic of Belarus” (Department Director V. Adamushko), “The use of records of the National Archives of the Republic of Belarus in publications and exhibitions” (NARB Director V. Kurash), “The topical issues in the use of audiovisual records of the Belarusian State Archives of Films, Photographs and Sound Recordings” (BGAKFFD Director V. Balandin), and “The use of records in providing archival services at the National Historical Archives of Belarus” (NIAB Director D. Yatsevich).

Book coverIn October 2015 the State Archives of Minsk Region released a commemorative book “We Will Remember Them By Name…” about the patriots who provided medical assistance to partisan fighters in Minsk Region during the Second World War.

The book is prepared by Head of the Records Use and Publications Division Yulia V. Matusevich on the basis of the materials of the award certificates kept at the State Archives of Minsk Region.

The book provides the names of the patriots who during the Second World War assisted the partisans in Minsk Region with medicine and bandages, gave shelter and treatment to the wounded and sick partisans. The book includes data-based diagrams reflecting the ratio of the medical and non-medical professions, gives information on the awards presented to the listed persons, and shows which social group representatives provided medical assistance to partisans. There is also information about the Heroes of the Soviet Union and the activities of the underground resistance organizations that gave medical help to partisans in Minsk Region.

The book includes a geographical index and many interesting illustrations available from the State Archives of Minsk Region, the National Archives of the Republic of Belarus, the Belarusian State Archives of Films, Photographs and Sound Recordings, the Museum of the History of Medicine of Belarus, and the Belarusian State Museum of the History of the Great Patriotic War.

On 6 October 2015 the Belarusian State Archives-Museum of Literature and Art (BGAMLI) held the 13th Archival Readings dedicated to the 25th anniversary of the Society of Belarusian Archivists. The conference brought together historians and archivists from Minsk, Gomel, Grodno, Dzerzhinsk and other cities in Belarus. First Deputy Director of the Department for Archives and Records Management of the Justice Ministry Olga Biryukova welcomed the conference participants. Greetings and congratulatory messages were also sent from foreign scholars: the Belarusian Institute of Arts and Sciences in New York and the Ukrainian Research Institute of Archival Science and Documentation. Associate Professor at the Belarusian State University Mikhail Shumeiko delivered a speech on the role of archivist in the contemporary society and Director of the Belarusian Archives-Museum of Literature and Art Anna Zapartyko conducted a presentation of the Archive’s fonds processed in 2014-2015.

A part of the reports focused on the life and activities of prominent figures in the field of archives: “New sources and facts from the life and activity of archivists at the Nesvizh Archives of Princes Radziwill, “The head staff of the State Archives of Gomel Region in the 1920s-1930s”, “Honored Worker of Belarusian Culture, archivist A.N. Pleshevenya (1923-1993)”, “Documentary heritage of V.U. Skalaban, ”Documents from the personal archive of A.V. Vorobyov in the context of archival work in Belarus in the 2nd part of the 20th century”. Two reports discussed the archival collections in the studies of the architectural and historical heritage: records of the National Archival Holdings of the Republic of Belarus and records relating to amateur photographer V.A. Vasilenko. Other reports reviewed the papers with biographies of prominent figures: emigrant singer Piotr Konyukh, writer Vincent Dunin-Martinkevich etc.

A press conference on the Development of Archives in the Republic of Belarus took place at the National Press Centre on 5 October 2015 to mark the Archivist Day.

Attendees at the press conference included Deputy Director of the Department for Archives and Records Management of the Justice Ministry O.A. Ledovskaya, Director of the Belarusian State Archives-Museum of Literature and Art A.V. Zapartyko and Director of the Belarusian Research Institute of Records Management and Archival Science A.E. Rybakov.

In their reports and answers to journalists’ questions the conference participants highlighted a range of issues related to the work of the state archival institutions in the Republic of Belarus, issues of records preservation and public use, and the procedural aspects of archive work.

On 28-30 September 2015 the State Archives of Brest Region held the training course at the School of Young Archivist.

The event was organized for the young staff on the eve of the Archives Day and was dated for the Year of Youth, declared in Belarus by Presidential Decree No. 495 of 16 October 2014.

Recently the Archives’ young staff has notably increased. In the current year alone, five new young employees have joined the Archives.

Attendees at the three-day training course were 11 listeners. They got acquainted with the history of the Archives, the contents and composition of the archive records, the main normative and procedural documents on archives and records management, the work with records creating institutions, etc. The course included multimedia presentations and the demonstration of archival documents.

The oldest staff member of the Archives, L.G. Romanovich, who has already served the archive field for 49 years, told the young generation of her archivist’s fate, the specifics of the profession and the love for archive records.

During the tour about the Archives, the young archivists acquainted with the work of the structural departments, archival repositories, the laboratory for repair and restoration of documents, etc.
