On 29 December 2014 the Department for Archives and Records Management of the Justice Ministry held a board meeting to discuss the issues of handling the requests of citizens and legal entities at the state archival institutions in the second half of 2014, the execution of legislation on struggle against the corruption at the central archival institutions in 2014 and a number of other issues.

The department board noted that handling of citizens’ inquiries and the issuance of archival certificates have been conducted in strict compliance with Belarusian legislation. The work of archival agencies and institutions in the reported period was directed at a timely and qualitative execution of citizens’ inquiries and petitions. The issuance of archival certificates and other reference documents is conducted on the basis of written applications. No violations of legislation have been found.

The observance of legislation on struggle against the corruption at the central state archives has been under permanent control by the Department for Archives and Records Management.

The department board discussed and approved the draft Plan of Actions of the Department for Archives and Records Management in 2015.

An exhibition Belarusian Cinema 90 Years opened at the National Archives of the Republic of Belarus on 16 December 2014.

The exposition was prepared by the National Archives of the Republic of Belarus in cooperation with the Belarusian State Archives of Films, Photographs and Sound Recordings in Dzerzhynsk, the Cinema Studio Belarusfilm, the Museum of the History of Belarusian Cinema and the National Historical Museum.

The exhibition was opened by the director of the National Archives of the Republic of Belarus A. Samovich. A speech of welcome was delivered by the deputy director of the Department for Archives and Records Management of the Justice Ministry O. Biryukova.

During the opening of the exhibition, a meeting was held with the known people in Belarusian cinema: the executive producer and director A. Shkadarevich, the artistic director of the animation film studio A. Lenkin, the chief editor of the Letopis studio V. Moroz, the director of the Museum of the History of Belarusian Cinema I. Avdeev.

The exhibition presents the original archival materials showing the origins of the Belarusian cinematography in the 1920s-1930s, the rare photos of famous Belarusian film directors, script writers and actors who created unique images in the Belarusian cinema. The documents and photographs also portray cameramen, art designers and scenic decorators without whose unnoticeable work the cinema would be impossible.

Of special value at the exhibition are film billboards, advertising posters and commercials, portraits of popular Belarusian actors, costumes and other props that were used in most popular Soviet and Belarusian films such as “The Red Riding Hood”, “The Adventures of Buratino”, “Anastasia Slutskaya”, “The Savage Hunt of King Stakh” etc.

The soundmen were presented by the music written by famous composers for the films of different years.

The exhibition runs until 15 January 2015.

On 17 December 2014 as part of the New Year charity action Our Children the deputy director of the Department for Archives and Records Management of the Justice Ministry and directors of the Belarusian State Archives-Museum of Literature and Art and the Belarusian State Archives of Scientific and Technical Documentation visited the Social Pedagogical Centre of the Sovetsky District in Minsk and presented new year gifts to the centre’s inmates.

On the birthday of the Belarusian poet Maksim Bogdanovich on December 9, Director of the Department for Archives and Records Management of the Justice Ministry V. Adamushko handed to the Maksim Bogdanovich Memorial Museum copies of previously unknown documents about the life of the Bogdanovich family in Nizhny Novgorod, Russia. These include materials concerning A.E. Bogdanovich’s work at the Nizhny Novgorod branch of the Peasants Land Bank and M. Bogdanovich’s studies at the male high school in Nizhny Novgorod.

Copies of documents have been prepared by the State Archives of Nizhny Novgorod.

The State Archives of Brest Region presents an online exhibition The History of Brest Region in Archival Records dedicated to the 75th anniversary of the foundation of Brest Region. The exhibition is displayed on the official website of the Brest Region Executive Committee (brest-region.gov.by).

The exposition offers archival records highlighting interesting and important events and facts in the history of Brest Region from December 1939 till the mid-1980s.

08 December 2014
On 4 December 2014 Director of the Department for Archives and Records Management of the Justice Ministry V. Adamushko took part in the celebration of the 55th anniversary of the Yanka Kupala State Literary Memorial Museum.

V. Adamushko transferred to the museum copies of the previously unknown documents on Yanka Kupala’s life identified and prepared by the Russian archivists and available from the Russian State Historical Archives, Russian State Military Historical Archives and the State Archives of Kursk Region.

21st international conference Documentation in Information Society: Regulations and Methodological Support of Records Management, Moscow21st international scholarly conference Documentation in Information Society: Regulations and Methodological Support of Records Management was held on 18-19 November 2014 in Moscow at the conference hall of the Russian State Archives of Socio-Political History.

The conference was organised by the Eurasian regional branch of the International Council on Archives (EURASICA), the Federal Archival Agency of Russia, the All-Russian Research Institute of Archival Science and Records Management, with the participation of the Russian State University for Humanities and the Russian Society of Historians and Archivists.

Participants at the conference were representatives from Armenia, Belarus, Kazakhstan, Moldova, Russia, Slovenia, Tajikistan, Finland. The Archival Service of Belarus was represented by the director of the Belarusian Research Institute of Records Management and Archival Science A.E. Rybakov.

14 reports were delivered at the plenary session on the first day of the conference.

Over 40 reports were presented on the second day during the work of two sections: “Problems of professional training in records management” and “Developments of records management in the conditions of electronic recordkeeping”. A.E. Rybakov (member of the organizing committee) delivered a presentation “The role and significance of the state standards in the system of normative and legal regulation in records management in the Republic of Belarus” (plenary session).

The conference focused most attention on the issues of normative and procedural regulation in the use of electronic records and electronic recordkeeping systems.

28 November 2014
On 27 November 2014 Director of the Department for Archives and Records Management of the Republic of Belarus V. Adamushko had a meeting with Chairman of St. Petersburg Archival Committee S. Shtukova, where they discussed issues of cooperation between archivists in Belarus and St. Petersburg. The meeting was held as part of the visit of St. Petersburg delegation headed by Governor G. Poltavchenko in the Republic of Belarus.

During the visit S. Shtukova visited the National Historical Archives of Belarus and the National Archives of the Republic of Belarus, where she got acquainted with the practices of Belarusian archivists.

On 26 November 2014 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting to discuss the following issues:

1. On the acquisition of electronic records and information resources at the state archival institutions;

2. On the results of remaking lists No 1 and No 2 of organizations who are, or are not, the sources of records acquisition at the regional and local state archives.

On 20-21 October 2014 the 24th Conference of International Archival Day took place in Trieste (Italy), which was organised by the International Institute for Archival Science of Trieste and Maribor (IIAS).

The Conference was attended by nearly 100 people from Australia, Austria, Belarus, Bosnia and Herzegovina, Great Britain, Hungary, Germany, Greece, Spain, Italy, Macedonia, Poland, Russia, Romania, Serbia, Slovakia, Slovenia, Turkey, Ukraine, France, Croatia, Montenegro, Czechia, Switzerland and Estonia.

The welcome speech was delivered by David Leitch, Secretary General of the International Council on Archives (ICA), who informed the participants on the key directions in the ICA and the results of the Second ICA Annual Conference held on 13-15 October 2014 in Girona, Spain.

Charles Kecskemeti, former Secretary General of the ICA and honoured member of the IIAS delivered a summary of the papers presented at the 2013 conference and published in Atlanti 2013.

 Director of Belarusian Research Institutes of Records Management and Archival Science Andrei Rybakov delivers report at the Conference The conference reports were focused on the four main topics: “Archives and Human Rights”, “Access and Legal Requirements (Copyright and Data Protection)”, “Advocacy and Outreach”, “Education”.

Giulia Barrera, Director General of Italian Archives delivered a presentation on the Draft European Regulation on protection of personal data and its impact on archives.

Andrei Rybakov, Director of Belarusian Research Institutes of Records Management and Archival Science delivered a report-presentation “Education and Training of Professional Archivists and Records Managers in Belarus (in English).

Following the conference, the 30th Assembly of IIAS Members took place on 21st October with the participation of D. Leitch and IIAS Executive Committee. The Assembly heard the report on IIAS activities in 2013-2014, discussed the acceptance of new members (representatives of Hungary and Czechia have been accepted to IIAS, and representatives of Kazakhstan and South Africa are expected to become members in 2014), defined the topics for the next conference of International Archival Day: “Archive Buildings” and “Electronic Records Management, Appraisal and Preservation”.
