The Belarusian Research Centre of Electronic Records has released a DVD entitled "Documentary Heritage of the Radziwill Family: Inventories of the Nesvizh Library and Museum Collections".

This electronic publication has been prepared as part of the UNESCO International Project for the Virtual Reconstruction of the Radziwills’ Documentary Heritage and Nesvizh Library Collection, which was in 2009 included in the UNESCO Memory of the World Register.

The digitization of the library and museum inventories was done in 2009 by the institutions which preserve them: the Central Archives of Historical Records in Warsaw, the National Historical Archives of Belarus, and the National Library of Belarus. The Belarusian Research Centre of Electronic Records was in charge of overall coordination of activities and creation of the electronic publication.

The electronic publication is primarily intended for specialists engaged in the virtual reconstruction of the Radziwills’ book collection and those occupied with the actual reconstruction of the Nesvizh castle. Also, the published documents may be of interest to researchers into the history and culture of the Polish-Lithuanian Commonwealth and the Russian Empire, as well as anyone interested in history.

Heraldic emblem of the Department of Archives and Records Management of the Republic of BelarusThe Minister of Justice of the Republic of Belarus V. G. Golovanov by Order N 350 of 19 November 2009 has confirmed the heraldic emblem of the Department of Archives and Records Management of the Republic of Belarus.

The emblem represents a wax seal of brown colour with a stylized silver letter "A" in the center, consisting of three elements: an unrolled scroll of two sheets of paper joined at the top and intersected in the middle by a goose pen. Around the emblem is an inscription "DEPARTMENT FOR ARCHIVES AND RECORDS MANAGEMENT". The emblem purposes to increase a prestige of the State Archival Service of the Republic of Belarus, to safeguard and develop its traditions, and to serve as a distinctive sign of the professional designation. The letter "A" of this configuration, used in the emblem, has become a unique brand and a symbol of high-skilled and selfless work in the state archives of the Republic of Belarus; this can be seen on the breastplate "The Honorary Archivist of Belarus", confirmed by Order N 387 of the Minister of Justice of 10 April 2007.

This heraldic emblem can be used on honorary diplomas and certificates of distinction issued by the Department; film, video and photographic materials, the printed, advertising and souvenir products commissioned by the Department, as well as in holding the events and celebrations.

On 12 November 2009, during an official visit by Azerbaijani President Ilham Aliev to Minsk, Belarus, an Agreement was signed for cooperation in archives between the Ministry of Justice of the Republic of Belarus and the National Archival Administration of Azerbaijan. On the Belarusian side the Agreement was signed by the Minister for Foreign Affairs of the Republic of Belarus Sergei Martynov.

The Agreement promotes further cooperation between the state archives in Belarus and Azerbaijan and other institutions engaged in documents preservation, use, and management. This creates a legal basis for the evolution of cooperation in archives between the Ministry of Justice of the Republic of Belarus and the National Archival Administration of Azerbaijan.

The Agreement defines the main areas of cooperation: the protection, storage and preservation of archival holdings; the implementation of international projects in records management and the development of finding aids; the submission of information about the contents of archival holdings; the exchange of copies of documents on the history and culture of Belarus and Azerbaijan.

The Parties agreed to provide mutual assistance in the use of records needed for performing social and legal inquiries received from citizens and institutions in both countries.

The Agreement ensures the exchange of normative and legal acts, procedural documents and other information concerning archives and records management, as well as the exchange of archival publications of mutual interest. The programs and agreements concluded between the state archival services in these countries will promote the exchange of best practices in archives, particularly through demonstration visits, training workshops, and consultations.

Reference book coverA new reference book, entitled "The Vitebsk Province. Government, Social and Religious Institutions. 1802-1917" (Minsk, BelNIIDAD, 2009-524 pp.) has been published.

The book has been prepared by the National Historical Archives of Belarus and is the second in a series of directory books on the institutions of the Minsk, Vitebsk and Mogilev provinces of the Russian Empire. This volume makes known the history of the government, social, scholarly, medical, educational, religious and other institutions which were active in the Vitebsk Province between 1802 and 1917.

The book consists of a preface, four sections, and supplements. Each section begins with an introduction describing the administrative system in the Vitebsk province at that period; sub-sections provide information about its various institutions; and supplements about governor-generals and generals, as well as illustrations.

The directory contains articles on the history of the institutions, based on the documents from the National Historical Archives of Belarus, the Complete Collection of Laws of the Russian Empire, the Code of Laws of the Russian Empire, the Collection of Laws and Instructions of the Workers and Peasants Government for 1917-1918, the Laws and Instructions of the Provisional Government for 1917, the Memory Books of the Vitebsk Province, etc. The articles highlight the issues of the institutions' creation, structure, functions, reorganization, liquidation etc.

The edition is intended for employees of government institutions and archives, specialists in various fields of knowledge, as well as anyone interested in his country’s past.

On 12 November 2009, the Pushkin Regional Library in Minsk hosts a meeting with the staff of the State Archives of Minsk Region and the National Archives of the Republic of Belarus – the authors and publishers of the two-part edition, "Minsk Region in Documents and Materials". The first part of the book, called "The Beginning", was published in 2008 to mark 70 years since the foundation of Minsk Region (Oblast). This part covers the events between January 1938 and June 1941.

Recently the second part titled "The Rebirth" has been published, which covers the events from 1946 to 1953. The book presents, for the first time in print, 70 unique documents that bear evidence to the hard times of postwar reconstruction in Minsk Region. The main types of documents included in the book are memoranda, certificates, and special reports to the Central Committee and the Minsk Regional Committee of the Communist Party (of Bolsheviks) of Belarus. The book also contains documents of the Minsk Region Executive Committee and the Molodechno Region Executive Committee of the Communist Party (of Bolsheviks) of Belarus. There are also decision making documents such as resolutions of the Central Committee of the Communist Party (of Bolsheviks) of Belarus, the Council of Ministers of the BSSR, and materials describing the process of decision making. Of considerable interest are the supplement of 171 short biographies, the list of executives and leading employees in Minsk and the Minsk region, and the chronicle of events 1946-1953. The book is illustrated with facsimile copies of documents and photographs, which are now preserved at the Belarusian State Archives of Films, Photographs and Sound Recordings, as well as by private individuals.
