On 4 March 2017 the Belarusian militia (police) celebrated the 100th anniversary of its foundation. Among the numerous jubilee events is a documentary exhibition that opened at the Republic Palace in Minsk. The exhibition shows numerous documents available from the National Archives of the Republic of Belarus.

Among the participants at the formal meeting and the celebration concert dedicated to the Belarusian Militia Day were President of Belarus Aleksander Lukashenko, government members, deputies of the Chamber of Representatives and the National Assembly of the Republic of Belarus, diplomats and numerous guests.

The documentary exhibition is prepared by the National Archives of the Republic of Belarus and the Museum of the Interior Ministry of the Republic of Belarus.

The documents of the National Archives of the Republic of Belarus presented at the exhibition
reflect the history of the formation and development of the internal affairs bodies in Belarus. The 1920s and 1930s are shown in the original documents illuminating the creation of various militia structures, training of their personnel, struggle against banditism and crime, participation in liquidation of children’s homelessness.

During the Great Patriotic War 1941-1945 the special and Cheka groups (Extraordinary Commission to Combat Counter-Revolution and Sabotage), partisan detachments created and led by militia officers heroically fought against Nazi invaders in the Nazi-occupied area of Belarus. Many of them were awarded the high government awards.

After the war Belarusian militiamen liquidated bandit underground formations, participated in demining the explosives left by the occupiers in Belarus, founded orphanages for children who lost their parents, fought against crime.

A special page in the history of Belarusian militia is their participation in liquidating the catastrophe on the Chernobyl Nuclear Power Plant. From the first days of the accident the militia officers and regular staff of the interior bodies worked in the Chernobyl zone, helped relocating the population from the contaminated districts, provided guard, safety and public order in these districts, protected against marauding and looting.

The documents of the National Archives of the Republic of Belarus aroused great interest and attention among the militia members and numerous guests who participated at the celebration of Belarusian Militia Day.

23 February 2017
On 22 February 2017 the Art Gallery of Mikhail Savitsky hosted the opening of the joint exhibition Minsk of Iosif Langbard dedicated to the 135th anniversary of the birth of Iosif LANGBARD (1882-1951), Honored Worker in Art and Architecture of the Belarusian SSR (1934), Doctor of Architecture (1939), Professor (1939). The exhibition presents documents and exhibits from the holdings of the Belarusian State Archives of Scientific and Technical Documentation (BGANTD) and the Presidential Library of the Republic of Belarus.

Among the speakers at the opening were Director of the Belarusian State Archives of Scientific and Technical Documentation A. Zapartyko, Dean of the Architecture Faculty at the Belarusian National Technical University, Doctor of Architecture, Professor A. Sardarov, Honored Architect Yu. Gradov, BGANTD staff member G. Shostak, board member of the Belarusian Union of Architects M. Gauhfeld etc.

The Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) has released a guidance book, Publication of Documents from Investigation Files of Soviet Period.

The guidance describes the basic principles, methods and techniques in the publication of documents from investigation files of Soviet period. Examines the specifics of formation and composition of legal and investigative documents, the rendition of their texts, archeographical description, finding aids etc. The guidance is based on practices of home and foreign archeographers and historians.

The workbook is intended for archivists, archeographers, historians and jurists.

Director of the State Archives of Minsk Region Yu. Romashko and the Archive’s Deputy Director Yu. Matusevich took part on February 10, 2017 in the opening of the International scholarly conference dedicated to the 100th anniversary of the militia in Belarus entitled “Problems of crime prevention and personnel training for law-enforcement agencies”.

The plenary meeting heard the reports by the known historians and jurists: A. Vishnevsky – Professor at the Department of Theory and History of State and Law at the Academy of the Ministry of Internal Affairs of Belarus; S. Lebedev – Professor at the Department of Criminal Law and Criminology at the Crimean Branch of the Krasnodar University of the Ministry of Internal Affairs of Russia; I. Martynenko – Head of the Department of Civil Law and Process of the Law Faculty at the Ya. Kupala State University of Grodno etc.

The opening of the conference included the presentation of a documentary exhibition “On the Guard of the Order”, which was prepared by the State Archives of Minsk Region together with the Academy of Ministry of Internal Affairs of the Republic of Belarus.

Documentary exhibition on the 100th anniversary of the policeThe State Archives of Minsk Region has prepared a documentary exhibition on the 100th anniversary of the militia, “On the guard of the order”.

The exhibition illuminates the main stages in the activity of the police. Among the documents displayed are the Resolution of the People’s Commissar for Internal Affairs about the workers’s militia in 1917; the Circular on renaming the militia as the workers and peasants guard of the Lithuanian-Belarusian Republic in 1919; a school leaving certificate of a militia student from 1925; a report “On the work of the Criminal Investigation Department of the Workers and Peasants Militia in Minsk Region” for the 4th quarter of 1939; the 1992 Resolution of the Council of Ministers of the Republic of Belarus “On the establishment of the Academy of Police at the Ministry of Internal Affairs”, and more.

A unique collection of photographs from the 1920 Album of the Minsk City Workers and Peasants Militia has been demonstrated at the exhibition for the first time.

The exhibition has been prepared by the Archive’s division for records publication and runs at the Academy of the Ministry of Internal Affairs of the Republic of Belarus until March 5, 2017.

On 26 January 2017 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held an extended board meeting to review the results of the archives and records agencies and the state archival institutions in 2016 and to set the objectives for 2017.

Attending the meeting were Deputy Minister for Justice I. Tushinsky, heads and deputy heads of the main justice boards at the regional executive committees and the Minsk City Executive Committee, heads of the structural divisions for archives and records management, directors of the state archival institutions, members of the Department for Archives and Records Management. In all, 65 people attended the meeting.

Deputy Director of the Department for Archives and Records Management O. Biryukova delivered a report. The directors of the state archival institutions and local representatives participated in the debates.

In 2016 the state archival institutions participated in the implementation of the Archives of Belarus Sub-Programme of the Culture of Belarus State Programme for 2016-2020. Much attention was paid to strengthening the logistics of the state archival institutions, the introduction of modern information technologies, the improvement of services provided to institutions and citizens, the solution of problems related to social security of citizens.

As on 1 January 2017, the state archives in Belarus hold 48,376 fonds of 12,755,135 paper records; 13 fonds of 666 storage units of electronic records; 41,876 film records; 259,810 photographic records; 19,895 sound records; 5,255 video records; 764 museum items. 75 new fonds have been inventoried in 2016.

The database of the republic-level state information resource – the State Fonds Catalogue of the National Archival Holdings of the Republic of Belarus – includes data on 60,672 fonds preserved, transferred, unified and lost.

The important sphere of activities is the provision of information services to customers and the execution of social and legal inquiries. In 2016 the state archives handled 376 genealogical inquiries, 2,874 subject inquiries, 18,548 biographical inquiries, and 26,135 social and legal inquiries. About 10,000 people visited the archives in person. 107 new official heraldic symbols have been added to the State Heraldry Register of the Republic of Belarus.

In 2016 the state archival institutions released 15 published editions, including eight compendiums of documents, five directories and two periodicals, prepared 78 exhibitions of documents.

On 12 January 2017 the Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) held a practical orientation workshop “Records Management Without Mistakes” for Vladimir Grevtsov’s Companies (Minsk).

Participants at the workshop were specialists in records management and archive business and other interested persons from VLADIMIR GREVTSOV’s AGENCY LLC, Professional Legal Systems LLC, Grevtsov’s Publishing House LLC, Grevtsov’s Information Legal Agency LLC, Belvheshreklama Belarusian Outdoor Advertising LLC, Grevtsov’s MediaGroup LLC, and Aptechnoe Delo Pharmaceutics LLC.

BelNIIDAD Director Andrey Rybakov delivered lectures at the workshop.

The workshop discussed a wide range of issues: legislation in records management and archive business in the Republic of Belarus and responsibility for its violation; rules of making records according to the Instruction for Records Management in Government Agencies and Other Institutions; requirements for record keeping, registration and execution; procedures for creation, coordination, confirmation and use of file classification plans in institutions; organization of files in recordkeeping, selection of electronic records for archival preservation. A special attention was drawn to the issues concerning the improvement of work with electronic records, specifics of electronic recordkeeping as against paper documents.

13 January 2017
On 12 January 2017 the Ambassador of the Republic of India to the Republic of Belarus Mr Pankaj Saxena visited the Belarusian State Archives of Films, Photographs and Sound Recordings.

During the meeting with the Archives director Mr Viktor Balandin they discussed issues concerning the transfer of records for the documentary exhibition dedicated to the 25th anniversary of the diplomatic relations between the Republic of Belarus and the Republic of India.

The high guest got acquainted with the records on the topic held at the Archives. The guests were given a tour of the archives.

On 28 December 2016 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting to examine the issues related to work quota measurement in the state archival institutions, the handling of inquiries from citizens and legal persons in the archives and RM agencies and institutions in the second half of 2016, the execution of legislation against corruption in the republic-level archival institutions in 2016, and a number of other issues.

The department board discussed and approved the draft Plan of Actions of the Department for 2017.

On 20 December 2016 Deputy Director of the Department for Archives and Records Management O. Ledovskaya, Director of the Central Laboratory of Records Microfilming and Restoration V. Klyuiko and Deputy Director of the National Archives of the Republic of Belarus E. Stukanova took part in theNew Year charity action Our Children, visited the Social Pedagogical Centre of Smolevichi District and presented new year gifts to the centre’s children.
