On 4 May 2017, on the eve of the Victory Day, the M. Gorky Regional Library in Brest hosted a presentation of the academic book “Brest in 1941-1944. The Occupation: Documents and Materials”, prepared by the State Archives of Brest Region with the participation of the History Department of the A.S. Pushkin State University of Brest. The book continues a series of books “Brest in 1919-1939. Documents and Materials” (Brest, 2009) and “Brest in 1939-1941. Documents and Materials” (Brest, 2012).

The book includes 334 documents from the State Archives of Brest Region related to the history of Brest under the Nazi Occupation. The documents reflect the city’s life in the Occupation period: the structure of the Occupation authorities, the Occupation regime, the city’s daily life, the state of economy, commercial and industrial enterprises, the system of supplies and food provisions, the tax policies of the occupiers, finances and money, healthcare and school system, sanitary conditions in the city, demographical situation, the policy of the Occupation authorities to the Jewish population and the labour force, the activity of the underground Communist Party organization, etc.

Nearly all documents have been published for the first time. The book is illustrated with copies of documents and photographs.

The participants at the presentation included representatives of the regional and municipal authorities, officials of the Brest Hero-Fortress Memorial, the local regional museum, the regional library, members of the science, culture and education, mass media, etc.

The Department for Archives and Records Management of the RB Justice Ministry (Department) together with the Belarusian Research Centre of Electronic Records (BelNITsED) held a republic-level workshop on the Operation of the System of Open Access to Records of the National Archival Holdings (NAF SODD).

The workshop brought together representatives of central, regional and local state archives from all six regions in Belarus and the city of Minsk – managers and specialists in archival institutions in charge of filling the NAF SODD system with archival information. In all, 50 people took part in the workshop.

The Department Director Viktor Kurash delivered a welcome speech to emphasize the importance of the workshop issues and the digital transformation of the archives for future successful development of the archive business.

The reports were delivered by members of the Department, BelNITsED, the National Archives, the State Archives of Vitebsk Region etc.

The archive specialists discussed the NAF SODD system conditions, organizational support, problems, performance capabilities and further informational content.

An international scholarly conference The World Wars of the 20th Century in Historical Memory of Russia and Belarus was held in Minsk on 13-14 April 2017.

The conference organizers are the Association of Russian and Belarusian Historians «The Union State Initiative of Memory and Accord», the Institute of History of the Belarusian National Academy of Sciences, the Historical Memory Foundation for Actual Historical Research Assistance and the Representative Office of the Russian Centre for the CIS issues and Cooperation in the Republic of Belarus (Rossotrudnichestvo).

The conference agenda included issues of international affairs in Russia and Belarus during world wars, social and political processes in Belarus and Russia on the eve of WWI and WWII, the occupation regime in Belarus, the resistance to the occupiers in world wars, religious confessions and national economy in 1914-1918 and 1941-1945, the restoration of life after the war, modern approaches to coverage of world wars in Belarus and Russia etc.

The conference brought together leading historians from Belarus, Russia, Italy and Poland. Mr Viktor Kurash, Director of the Belarusian Department for Archives and Records Management delivered a report «The events of the First World War and the Second World War in documents of the state archives in the Republic of Belarus».

On 5 April 2017 the Belarusian State Archives of Films, Photographs and Sound Recordings was visited by American filmmakers T.C. Johnstone and Jon Reiss, First Secretary of the US Embassy in Minsk Rima Koyler, member of the Culture and Education Division E. Karpovich.

The visit took place during the Documentary Film Festival “Unknown America” held in Minsk with the support of the US Embassy and Kinovideoprocat Company.

During the visit the parties exchanged useful information, discussed perspectives of development of the documentary film, preservation of documentary materials etc. The guests got acquainted with the archive’s holdings, the earliest photo and film records on the history of Belarus from 1930-1944.

The official opening of the exhibition “The Documentary Heritage of 16th-19th Centuries in Belarus: Archives of the Holy Trinity Monastery in Slutsk” took place on 3 April 2017 in Minsk. The exhibition has been prepared as a result of the collaboration of the National Historical Archives of Belarus and the National Historical Museum of the Republic of Belarus.

The purpose of the project is attribution, description and creation of digital copies of manuscript documents of the 16th-19th centuries held by the Museum, and making them accessible to a wider circle of researchers. The event stands out as especially important in the current year announced as the Year of Science in the Republic of Belarus.

The archivists have conducted a scientific treatment and digitization of a complex of documents from the Holy Trinity Monastery in Slutsk. The Holy Trinity Monastery in Slutsk was a residence of Slutsk archimandrites and one of the major centres of the Orthodox Church in the Grand Duchy of Lithuania. Thus the Monastery Archive has preserved many documents compiled not only in the town of Slutsk and Slutsk Duchy, but also in Vilna, Kiev, Zabludow and many other towns in Novogrudok, Mozyr, Pinsk, Lida and Grodno districts.

The exhibition offers several dozen of the most interesting documents, including the autographs of King Augustus II, Princes Christopher, Janusz and Boguslaw Radziwill, Count Palatine Charles Philip Neuburg of the Rhine.

The speakers at the opening ceremony were Chairman of the Commission for Education, Culture and Science at the Chamber of Representatives I. Marzalyuk; Director of the National Historical Museum of the Republic of Belarus A. Ryzhkou; Director of the National Historical Archives of Belarus D. Yatsevich; Director of the History Institute at the National Academy of Sciences V. Danilovich; Deputy Director of of the National Historical Archives of Belarus D. Liseichykau.

Among the participants at the opening ceremony were members of the Department for Archives and Records Management of the Justice Ministry, Ministry of Culture, Belarusian Orthodox Church, members of the scientific community, students of the higher educational institutions.

On 28 March 2017 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting.

The issues discussed included the results of a complex inspection of activities at the Belarusian State Archive-Museum of Literature and Art, and the Report of Research and Development aimed at supporting scientific and technical provision of the Department for Archives and Records Management in 2016.

Pursuant to Resolution of the Council of Ministers of the Republic of Belarus ¹ 199 of 14 March 2017, Viktor Iosifovich KURASH is appointed as Director of the Department for Archives and Records Management at the Justice Ministry of the Republic of Belarus.

On 4 March 2017 the Belarusian militia (police) celebrated the 100th anniversary of its foundation. Among the numerous jubilee events is a documentary exhibition that opened at the Republic Palace in Minsk. The exhibition shows numerous documents available from the National Archives of the Republic of Belarus.

Among the participants at the formal meeting and the celebration concert dedicated to the Belarusian Militia Day were President of Belarus Aleksander Lukashenko, government members, deputies of the Chamber of Representatives and the National Assembly of the Republic of Belarus, diplomats and numerous guests.

The documentary exhibition is prepared by the National Archives of the Republic of Belarus and the Museum of the Interior Ministry of the Republic of Belarus.

The documents of the National Archives of the Republic of Belarus presented at the exhibition
reflect the history of the formation and development of the internal affairs bodies in Belarus. The 1920s and 1930s are shown in the original documents illuminating the creation of various militia structures, training of their personnel, struggle against banditism and crime, participation in liquidation of children’s homelessness.

During the Great Patriotic War 1941-1945 the special and Cheka groups (Extraordinary Commission to Combat Counter-Revolution and Sabotage), partisan detachments created and led by militia officers heroically fought against Nazi invaders in the Nazi-occupied area of Belarus. Many of them were awarded the high government awards.

After the war Belarusian militiamen liquidated bandit underground formations, participated in demining the explosives left by the occupiers in Belarus, founded orphanages for children who lost their parents, fought against crime.

A special page in the history of Belarusian militia is their participation in liquidating the catastrophe on the Chernobyl Nuclear Power Plant. From the first days of the accident the militia officers and regular staff of the interior bodies worked in the Chernobyl zone, helped relocating the population from the contaminated districts, provided guard, safety and public order in these districts, protected against marauding and looting.

The documents of the National Archives of the Republic of Belarus aroused great interest and attention among the militia members and numerous guests who participated at the celebration of Belarusian Militia Day.

On 22 February 2017 the Art Gallery of Mikhail Savitsky hosted the opening of the joint exhibition Minsk of Iosif Langbard dedicated to the 135th anniversary of the birth of Iosif LANGBARD (1882-1951), Honored Worker in Art and Architecture of the Belarusian SSR (1934), Doctor of Architecture (1939), Professor (1939). The exhibition presents documents and exhibits from the holdings of the Belarusian State Archives of Scientific and Technical Documentation (BGANTD) and the Presidential Library of the Republic of Belarus.

Among the speakers at the opening were Director of the Belarusian State Archives of Scientific and Technical Documentation A. Zapartyko, Dean of the Architecture Faculty at the Belarusian National Technical University, Doctor of Architecture, Professor A. Sardarov, Honored Architect Yu. Gradov, BGANTD staff member G. Shostak, board member of the Belarusian Union of Architects M. Gauhfeld etc.

The Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) has released a guidance book, Publication of Documents from Investigation Files of Soviet Period.

The guidance describes the basic principles, methods and techniques in the publication of documents from investigation files of Soviet period. Examines the specifics of formation and composition of legal and investigative documents, the rendition of their texts, archeographical description, finding aids etc. The guidance is based on practices of home and foreign archeographers and historians.

The workbook is intended for archivists, archeographers, historians and jurists.
