By order of the director of the Department for Archives and Records Mangement of the Justice Ministry of 12 July 2017,Andrey Konstantinovich DEMIANYUK is appointed Director of the National Archives of the Republic of Belarus.

A.K. Demianyuk, b. 1960, graduated from the Minsk State Pedagogical Institute named after A.M. Gorky in 1989, from the Academy of Public Administration under the President of the Republic of Belarus in 2006.

A.K. Demianyuk started his work activity in 1978. From 1997 to 2002 he worked at the Secretariat of the Council of the Republic at the National Assembly of the Republic of Belarus, from 2002 to 2015 held the post of the administration executive officer at the Oktyabrsky district in Minsk, from 2015 to 2017 held the post of deputy general director in ideology and social issues at the City Road Works of the Minsk City Executive Committee.

On 12 July 2017 Director of the Department for Archives and Records Mangement of the Justice Ministry Viktor Kurash introduced Andrey Demianyuk to the staff of the National Archives of the Republic of Belarus.

On 12 July 2017 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting to discuss the following issues: the results of complex inspection at the Belarusian State Archives of Films, Photographs and Sound Records; inspection of financial and economic activities at the Belarusian State Archives of Films, Photographs and Sound Records; handling of inquiries from citizens and legal persons in archives and records institutions in the first half of 2017.

On discussing the results of complex inspection at the Belarusian State Archives of Films, Photographs and Sound Records, the Archive’s work was assessed satisfactory with the necessity to remove the shortcomings revealed during the inspection.

On the third issue it was noted that handling of inquiries from citizens and legal persons to Belarusian archives and records institutions in the first half of 2017 was conducted in compliance with Belarus Law of 18 July «On inquiries from citizens and legal persons», Presidential Decree of 15 October 207 ¹ 498 «On additional measures to handle inquries from citizens and legal persons», and Presidential Directive of 27 December 2006 ¹ 2 «On measures for further debureaucratization of the state apparatus».

The work of archival institutions in the reported period was directed at the timely and qualitative execution of inquiries and petitions. The Department for Archives and Records Management and the regional archives and records authorities execute permanent control over the observance of legislation in this sphere. No violations of legislation have been found.

Considerable attention in the first half of 2017 was paid to control over terms of execution of inquries and filling the internet resources with proper information. In addition, the state archives inform interested persons on the composition and contents of archival documents in the mass media.

Nelya A. Borovik, Director of the Local State Archives in Glubokoe took part in the Summer School for Archivists in CIS Countries held in Almaty, Republic of Kazakhstan between 26 and 30 June 2017.

The organizers were the Archives of the President of the Republic of Kazakhstan, the Institute for History and Archives of the Russian State University for the Humanties (RGGU), and the Faculty of History, Archaeolgy and Ethnology of the Al-Farabi Kazakh National University.

The issues on the agenda included electronic records management in recordkeeping and in archives, acquisition of personnel records, automation of main processes in archive business and upgrading of archival equipment.

The speakers at the event were Director of the Archives of the President of the Republic of Kazakhstan, Prof. Boris Dzhaparov («Practices, innovations and perspectives of the the Archives of the President of Kazakhstan in the 21st century»), Director of the RGGU Humanities Archives, Prof. Filipp Taratorkin («Archives and politics in Russia in the 20th century», «The University Archives: concept, tasks and practices», «Archival studies in the academic biography of Russian and Soviet historians in the 20th century»), Doctor of History, Prof. Mikhail Larin («Electronic records management in recorkeeping and in archives (world experience)».

The practical part included lectures-presentations on new technologies in archival storage of original records and their backup copies, and in modern archive facilities on the example of the leading archives in Europe. Of special interest was a presentation of the online reading room with remote access at the Archives of the President of Kazakhstan.

The participants were given a tour of the Archives of the President of Kazakhstan, a museum, library and press centre of the Al-Farabi Kazakh National University, the Central State Archives of Scientific and Technical Documentation of the Republic of Kazakhstan, and the Central State Archives in Almaty.

The delegation of Belarusian archivists headed by Director of the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus, Viktor Kurash, took part in the 18th General Conference of the Eurasian Regional Branch of the International Council on Archives (EURASICA), the session of the Consultative Council of the heads of the state archival services of the CIS member states, and the international scholarly conference “Current issues related to the acquisition of archives”.

The events took place on 20-22 June 2017 in Yerevan, Republic of Armenia.

The Belarusian delegation included Director of the State Archives of Brest Region A.G. Karapuzova, acting director at the National Archives of the Republic of Belarus E.V. Kushnova, Director of the Belarusian Research Institute of Records Management and Archival Studies (VNIIDAD) A.E. Rybakov.

At the 18th EURASICA General Conference the representatives of archival institutions from Armenia, Belarus, Kazakhstan, Kyrgyzstan, China, Lithuania, Poland, Russia and Uzbekistan discussed the results of work of the Eurasian Branch in 2016, and the results of the 18th International Congress of Archives in 2016 in Seoul (Republic of Korea). The next session of EURASICA will take place in 2018 in Warsaw (Republic of Poland).

The Consultative Council heard reports on the development of archive business in the CIS countries, and the report of VNIIDAD Institute on its work as a basic institution in retraining and advanced training in archival studies and records management in CIS countries. The Council discussed the topical issues of cooperation in archive business in CIS countries. The next Consultative Council of the heads of the state archival services of the CIS member states is scheduled to take place in 2018 in Moscow (Russian Federation).

The international scholarly conference “Current issues related to the acquisition of archives” heard reports by E.V. Kushnova («Topical issues in the acquisition of the National Archives of the Republic of Belarus in modern conditions») and A.E. Rybakov («Acquisition of Belarusian archives: modern challenges, solutions, perspectives»).

The Belarusian State Archives of Films, Photographs and Sound Recordings (BGAKFFD) and the internet portal TUT.BY have released an issue of the joint project “These Are We”.

This issue is called “A great-power chauvinist” and ”national-fascist”. Why they persecuted the historian Mitrofan Dovnar-Zapolsky“ dedicated to the 150th anniversary of the birth of Mitrofan DOVNAR-ZAPOLSKY, Belarusian historian, ethnographer, folklorist, economist, founder of Belarusian national historiography.

The video materials have been prepared by BGAKFFD leading archivist Elena Poleshchuk.

On 30 May 2017 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting to discuss the results of a complex inspection of the activities at the Belarusian State Archives of Scientific and Technical Documentation (BGANTD).

The BGANTD Archive pays serious attention to issues of records acquisition, storage security, maintenance and use. The Archive’s work has been assessed as satisfactory.

On 26 May 2017 the Belarusian State Archives-Museum of Literature and Art (BGAMLI) held the traditional annual readings Uzvyshsha (Elevation) dedicated to the 125th anniversary of the birth of historian, archivist and writer Mikhas MIALESHKA (1892-1941). The event included the exhibition “Mikhas Mialeshka. The life for the future”.

A welcome speech was given by Volga Birukova, First Deputy Director at the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus. Among the speekers at the event were Mialeshka’s granddaughter Natallya Spichko and Stanislau Rudovich, PhD in History, who delivered a report “Mikhas Mialeshka at the vortex of the 1917 Revolution: a view a century later”.

The celebration included a concert prepared by Mialeshka’s in-law relatives, guests from Saint-Petersburg: composer and concertmaster Natallya Spichko, her husband Honoured Artist of Russia, Vasil Spichko and their son Ivan Spichko, soloist at the Mikhailovsky Theater of St. Petersburg. They performed the famous arias from classical operas and works from N. Spichko’s vocal cycle after the texts written by Mikhas Mialshka during his exile to Samara in Russia.

The conference contained two sections. The first section was opened by film director and script writer Marta Klinava, who told about the new film dedicated to repressed writers. The other reports dealt with the life and work of Mikhas Mialeshka.

The second section was dedicated to the literary association “Uzvyshsha” (Elevation) and the literary process in the 1920s-1930s.

On 24 May 2017 the Belarusian National Academy of Sciences held a round table Archives as Information Base for Historical Research (to the 90th anniversary of the National Archives of the Republic of Belarus).

A welcome speech was delivered by Viktor Kurash, Director of the Department for Archives and Records Management at the Justice Ministry of the Republic of Belarus.

The event included the presentation of the historical and documentary book dedicated to the 90th anniversary of the National Archives of the Republic of Belarus.

The speakers tackled issues related to the activity of the National Archives of the Republic of Belarus in providing the society with retrospective information, publication of documents, participation in international cooperation, and the main activities of the state archival institutions in the Republic of Belarus.

The State Archives of Minsk Region takes part in the exhibition “2017 Centenary Year of Civil Registry Offices ZAGS” dedicated to the International Family Day. The exhibition runs in the building of the Minsk Regional Executive Committee.

Viktor Sirenko, Deputy Chairman of the Minsk Regional Executive Committee noted the importance of this exhibition first of all as a display of historical and juridical documents.

Among the unique exhibits are the original wedding dresses from the 1950s to the present day. Other items of interest include photographs of newly born babies and their joyful parents and the families celebrating the 40th and 50th anniversary of their marriage.

The majority of the offered documents and photos are available from the Civil Registry Offices in Minsk, Smolevichi and Stolbtsy and the State Archives of Minsk Region.

On 4 May 2017, on the eve of the Victory Day, the M. Gorky Regional Library in Brest hosted a presentation of the academic book “Brest in 1941-1944. The Occupation: Documents and Materials”, prepared by the State Archives of Brest Region with the participation of the History Department of the A.S. Pushkin State University of Brest. The book continues a series of books “Brest in 1919-1939. Documents and Materials” (Brest, 2009) and “Brest in 1939-1941. Documents and Materials” (Brest, 2012).

The book includes 334 documents from the State Archives of Brest Region related to the history of Brest under the Nazi Occupation. The documents reflect the city’s life in the Occupation period: the structure of the Occupation authorities, the Occupation regime, the city’s daily life, the state of economy, commercial and industrial enterprises, the system of supplies and food provisions, the tax policies of the occupiers, finances and money, healthcare and school system, sanitary conditions in the city, demographical situation, the policy of the Occupation authorities to the Jewish population and the labour force, the activity of the underground Communist Party organization, etc.

Nearly all documents have been published for the first time. The book is illustrated with copies of documents and photographs.

The participants at the presentation included representatives of the regional and municipal authorities, officials of the Brest Hero-Fortress Memorial, the local regional museum, the regional library, members of the science, culture and education, mass media, etc.
