15 October 2010
13 October 2010, the National Archives of the Republic of Belarus held a meeting of the director at the Department for Archives and Records Management of the Republic of Belarus V.I. Adamushko, the director of the National Archives of the Republic of Belarus V.D. Selemenev with the members of the International Committee of the Red Cross and the International Tracing Service, Udo Wagner-Meige and Karen Strugg.

The adviser to the International Committee of the Red Cross for matters of the International Tracing Service, Udo Wagner-Meige, spoke of the new objectives the ITS set after the opening in 2006 of an archive for conducting historical research. In this connection the ITS is now occupied with spreading information about its activities and the scope of archive records, as well as attracting foreign researchers, among whom they also want to see research organizations from Belarus.

The adviser to the ITS director Karen Strugg handed to the Belarusian side materials on ITS activities, Belarusian victims of Nazi persecutions, and a survey of records on the National-Socialist practices of persecution in Eastern Europe, held at the ITS Archives.

The Belarusian side made a proposal to organize an exhibition devoted to ITS activities and archive records.

The guests got acquainted with the history and work at the National Archives of the Republic of Belarus, storage conditions of archival records.

1 October 2010, the National Archives of the Republic of Belarus and the Federal Archival Agency of the Russian Federation together with the Belarusian State Museum of the History of the Great Patriotic War present an exhibition The Soviet Society and the War 1941-1945 staged at the Belarusian State Museum of the History of the Great Patriotic War.

THE SOVIET SOCIETY AND THE WAR. 1941-1945.

The exhibition The Soviet Society and the War 1941-1945 is a final event in the celebration of the 65th anniversary of the victory of the Soviet people in the Great Patriotic War. The exhibition presents electronic copies of records available from the archives in the Russian Federation and the original documents held in the National Archives of the Republic of Belarus.

Many previously unknown documents and archival complexes have been identified and introduced into scholarly practice for the last few decades as a result of studies conducted by archives and research institutions in Russia and Belarus. This made possible to develop new and more objective approaches to the history of the Great Patriotic War, reassess many of its heroic and tragic pages.

The displayed records are focused on the social and spiritual aspects of an individual’s life in the ordeals of the war years. The central part of the exhibition are the witness evidences, the previously unknown documents pertaining to the daily life at the fronts, in the Soviet rear, besieged Leningrad, the conquered districts of the USSR, the mass heroism of the Soviet people, and the costs of the Victory. The documentary evidence of the Nazi punitive regime and the heroic resistance of the Partisans demonstrate the massive scale of the tragedy and the struggle in the enemy’s rear.

The rare archives show how the Soviet leadership used emergency measures in the economic administration in the war, the complex process of economic transformation on a war scale, industry evacuation to the East, construction of aviation plants, production of weapons and military equipment. Previously unknown facts, data and statistics help reassess the economic life of the country in the war years.

The lend-lease problem outlined the complexity of relations between the allies, their political and ideological contradictions in the first months of the war. The economic aid provided to the Soviet Union by the USA and Great Britain has long received a high assessment in Russia.

The exhibition organizers are the Department for Archives and RM at the Ministry of Justice of Belarus, the Federal Archival Agency of the Russian Federation and the Russian State Archives of the Economy.

The exhibition was held successfully in Moscow during the celebration of the Great Victory. In Minsk, the unique archival records, which show new perspectives in the study of social policy and public awareness in the war time are on display from October to December in the rooms of the Belarusian State Museum of the History of the Great Patriotic War.

A regular three-party meeting of the heads of state archival services and institutions in Belarus, Russia and Ukraine was held on 28-30 September 2010 in Gomel, Belarus.

Among the participants were the head of the Federal Archival Agency of Russia A. Artizov, the chairman of the State Committee on Archives of Ukraine O. Ginzburg, director at the Department for Archives and RM at the Ministry of Justice of Belarus V. Adamushko, directors of central state archives in Russia, Ukraine and Belarus.

The plenary meetings discussed the issues of records acquisition in the state archives and the creation of holdings of security and reference copies.

The participants visited the State Archives of Gomel Region and the Zonal State Archives in Rechitsa to learn the best practices of Belarusian archivists. At the Rechitsa District Executive Committee the participants met with the ideology workers in this district.

17 September 2010, the National Archives of the Republic of Belarus held a workshop on the Issues of Preservation and Acquisition of Electronic Records and Information Resources of the National Archival Holdings of the Republic of Belarus organized by the Belarusian Research Centre of Electronic Records (BelNITsED).

The participants were archivists from central, regional and local archives, specialists from the archives and records management divisions at the regional executive committees, representatives of the Department for Archives and Records Management at the Ministry of Justice of the Republic of Belarus.

The workshop presented three reports.

V. Nosevich, director at BelNITsED, reported on the issues of terminology and legislative basis in work with electronic records and information resources.

O. Zhuk, head of records acquisition at BelNITsED, informed the participants on the issues of appraisal of electronic records and information resources, the procedures of records preservation in an institution, the practices of acquisition of electronic records and information resources at BelNITsED’s Electronic Archive, and the selection of acquisition sources.

The issues of work with electronic mail and the use of electronic digital signature in ongoing recordkeeping were outlined in the report by the documentation chief at the Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD), A. Sukach.

The reports were accompanied by multimedia demonstrations provided to the participants on an electronic disc.

26 August 2010
17 August 2010, the State Archives of Public Organizations of Mogilev Region together with the Mogilev Regional Committee of the Belarusian Republican Youth Union held a Workshop on Documentation and Archives Administration in Public Organizations.

The participants were executive officers, chief specialists and accountants in public organizations, members of the Belarusian Republican Youth Union, the Mogilev Council of the Belarusian Public Association of War Veterans, and the National Olympic Committee in the Mogilev Region.

The report "Basics of the Documentation of Government Activities" by the Archive’s Director E.V. Pekarskaya outlined the requirements to records attributes and blank forms according to The leading archivist L.E. Plindova the STB 6.38-2004 Standard "Unified Documentation Systems in the Republic of Belarus. The System of Organizational-Administrative Records. Requirements to Records".

The report "Execution of Certain Types of Records" detailed the process of creation of the records most often used in the administration of public organizations – general orders, minutes, personnel orders.

The leading archivist L.E. Plindova outlined the issues of file organization and the creation of file lists for permanent and personnel records.

The workshop discussions were accompanied by multimedia presentations provided to the participants on an electronic disc.

Signing of the agreement The Belarusian State Archives of Films, Photographs and Sound Recordings (BGAKFFD) and the State Film Fund of Azerbaijan signed a cooperation agreement. The signing was held in the BGAKFFD building (Dzerzhinsk, Minsk district) on 9 July 2010.

The Department for Archives and Records Management of the Ministry of Justice of the Republic of Belarus held its regular Board Meeting on 30 June 2010. The issues discussed included:

- The technical maintenance of the Archives of Belarus website;

- Postgraduate studies at the Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD);

- Draft Law on introducing amendments and alterations to the Law of the Republic of Belarus "On the National Archival Holdings and Archives in the Republic of Belarus".

On 25 June 2010, the archivists from the Gomel, Bryansk and Chernigov regions met near the Friendship Monument at the border of Ukraine, Russia and Belarus. Held as part of the international festival "Friendship-2010", this year’s meeting was organised by the Ukrainian side headed by the director of the State Archives of Chernigov Region, R. B. Vorobei. The Belarusian delegation was headed by the director of the State Archives of Gomel Region, P. M. Cherny.

The events included a round table "We Won Together" dedicated to the 65th anniversary of the Great Victory. The participants discussed the archive publications on the subject, presented documentary exhibitions, thematic lists of records relating to the war, etc.

The director of the State Archives of Gomel Region presented to his colleagues two documentary editions published on the occasion of the jubilee date "The Gomel Region in the First Months of the Great Patriotic War" and "The Gomel Region and Partisans. The Beginning, June 1941 - May 1942".

The round table also exhibited several virtual exhibitions of documents on the topic of the Second World War and the German Occupation in Belarus, which were prepared by the Gomel Region Executive Committee, the State Archives of Gomel Region, and the Local State Archives in Mozyr.

The next annual meeting of archivists at the international festival "Friendship-2011" will be organised by the Russian side.

On 22 June 2010, the State Archives of Brest Region received the participants of the 10th International Conference "Lessons from the Holocaust", which was organised by the Holocaust Research and Educational Center (Moscow) and took place on 21-23 June 2010 in Brest.

The participants included high school students and teachers from Belarus, Russia, Ukraine, Moldova and Rumania taking up the subject of the Jewish genocide during the Second World War. Among the quests was the witness of those tragic events, Roman Levin, who at the age of 12 stayed at the Brest ghetto and miraculously escaped an inevitable death.

The co-chairman of the Holocaust Center, I.A. Altman, reported of the Center’s long-term cooperation with the State Archives of Brest Region and told how the archive’s records were used for the documentary film "Brest Ghetto", released by the Moscow cinematographers in 1994.

The Archive’s director, A.G. Karapuzova, informed the participants about the contents of the archives from the Occupation period relating to the tragic fate of the Jewish population of Brest, and demonstared the most interesting documents on the topic.

The annual meetings at the Archives have already become a tradition and take place every 22 June (the day of the outbreak of the Great Patriotic War) during the past ten years.

A two-volume book "The Prague Spring and the International Crisis 1968" was presented to the public at the Russian State Archives of Contemporary History (RGANI) on 2 June 2010. The book was prepared as part of the international research project. The first volume is an edition of documents, including records from the National Archives of the Republic of Belarus; the second includes articles on the subject.

The speakers at the presentation were RGANI’s director N.G. Tomilina, chief of the Federal Archival Agency of Russia A.N. Artizov, director at the Austrian Boltzmann Institute for Research on War Consequences S. Karner, the Extraordinary and Plenipotentiary Ambassador of Austria to Russia Ì. Klestil-Loffler, director at the History Institute of the Russian Academy of Sciences A.O. Chubaryan, and rector at the Russian State University of the Humanities E.I. Pivovar.

Among the participants at the presentation was the director of the National Archives of the Republic of Belarus, V.D. Selemenev.
