The website of the Gomel Frantsisk Skorina State University http://www.gsu.by posts online exhibitions of archive records entitled The Chernobyl Catastrophe dedicated to the 25th anniversary of the accident at the Chernobyl NPP and Dedicated to the Great Patriotic War. The expositions are prepared by staff members of the information, scholarly use and publication of records division at the State Archives of Gomel Region.

The expositions offer documentary photographs from the holdings of the Belarusian State Archives of Films, Photographs and Sound Recordings and the State Archives of Gomel Region.

On 27 June 2011, an exhibition entitled The Town of Baranovichi during the Occupation of 1941-1944 was opened at the Local State Archives in Baranovichi.

The exhibition presents photocopies and xerocopies of documents relating to the period of the Nazi occupation of Baranovichi, 1941-1944.

On 23 June 2011, the Federal Archives Agency of Russia (Rosarkhiv) and the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus (Department) held a joint board meeting in Minsk.

The meeting participants from the Russian side were Rosarkhiv deputy head V. P. Tarasov, head of the records management and acquisition division T. A. Meshcherina, head of the international relations division K. G. Chernenkov, head of the Main Archival Administration at the Council of Ministers of Tatarstan D. I. Ibragimov, head of the Archives Service of the Republic of Komi V. V. Romanovich, director at the Russian State Historical Archives in St. Petersburg A. P. Sokolov, director at the Russian State Archives of Economics E. A. Tyurina, director at the Russian Research Institute of Documentation and Archival Science M. V. Larin, deputy director at the State Archives of the Russian Federation E. L. Lunacharsky.

Attending the joint board from the Belarusian side were Department director V. I. Adamushko, first deputy director O. V. Biryukova, deputy director O. A. Ledovskaya, head of the organization and procedures division P. A. Levchik, head of the records management and acquisition division E. N. Davydova, head of the records preservation and information technologies division A. V. Kochetkova, head of the information and scholarly use of records division V. P. Kryuk, chief state inspector for archives and records management T. V. Stolina, alternate director at the National Archives of the Republic of Belarus N. K. Rudakovsky, director at the National Historical Archives of Belarus A. K. Golubovich, chief editor of the journal "Arkhivy i Deloproizvodstvo" S. M. Asinovsky, director at the Belarusian State Archives-Museum of Literature and Art A. V. Zapartyko, director at the Belarusian Research Centre of Electronic Records V. L. Nosevich, director at the Belarusian Research Institute of Records Management and Archival Studies A. E. Rybakov, director at the Central Laboratory of Microphotocopying and Restoration of Records of the National Archival Holdings of Belarus I. V. Silin.

The main issue on the agenda was "On practices of the Department for Archives and Records Management of the Justice Ministry of Belarus and the Federal Archives Agency of Russia on coordination of agency records retention schedules". The speakers were head of the records management and acquisition division at the Department E. N. Davydova and head of the records management and acquisition division at Rosarkhiv T. A. Meshcherina.

The joint board discussed the Plan of Joint Actions of Rosarkhiv and Department for 2011-2013 and other issues related to mutual cooperation between Belarusian and Russian archivists. Partaking at the discussions were the Department Director V. I. Adamushko, Department First Deputy Director O. V. Biryukova, Rosarkhiv Deputy Head V. P. Tarasov.

On 21 June 2011, the conference hall of the CIS Executive Committee in Minsk hosted a regular session of the Consultative Council of heads of state archives services of the CIS member states, the 12th General Conference of the Eurasian Regional Branch of the International Council on Archives (EURASICA), and the international scholarly conference "State Archives Services and Private Archives: Experience of Cooperation".

Among the participants and speakers at the Consultative Council and the 12th General EURASICA Conference were Justice Minister of Belarus V. G. Golovanov and First Deputy Chairman of the CIS Executive Committee V. G. Garkun.

The Consultative Council discussed the development of archive business in the CIS countries in line with the intergovernmental Agreement on principles and forms of cooperation between CIS countries in use of archival information of 4 June 1999, adopted the Regulations of the Consultative Council, and discussed issues concerned with the execution of the Consultative Council's decisions taken on 21-23 May 2010 in Odessa, Ukraine. Vladimir Adamushko, director at the Department for Archives and Records Management of the Justice Ministry of Belarus was elected Chairman of the Consultative Council for the next period.

The 12th General EURASICA Conference aimed at promoting cooperation between the national archives services and all institutions concerned with the preservation, use and management of archives, assisting the events on preserving and safeguarding the documentary heritage, improving the professional training of archivists, and organizing scholarly conferences and workshops. The participants also discussed the project "Documentary Heritage of Soviet History: problems, trends and research methods".

The international scholarly conference "State Archives Services and Private Archives: Experience of Cooperation" placed emphasis on the issues of cooperation between state archives and archives of nongovernmental organisations, public institutions and individual persons. The conference participants shared experience in the issues of interaction between state archives services and private archives, put forward optimal interaction strategies and outlined their cooperation perspectives.

The next session of the Consultative Council and EURASICA will be held in 2012 in Tashkent (Republic of Uzbekistan).

On 14 June 2011, the National Archives of the Republic of Belarus held events to mark the 70th anniversary of the outbreak of the Great Patriotic War (World War II in the Soviet Union 1941-1945) prepared as part of the international project on Enhancing the Status of the Survivors of the Burnt Villages of Belarus.

The events included the presentation of a book of documents,The Tragedy of Belarusian Villages. 1941-1944, an electronic database on Belarusian Villages Burnt during the Great Patriotic War, and a documentary exhibition entitled Sacred Memory. Tragedy of Belarusian Villages.

The organisers are the National Archives of the Republic of Belarus and the Belarusian Peace Foundation.

Among the speakers at the event were the director at the Department for Archives and Records Management of the Justice Ministry V. I. Adamushko, the alternate director at the National Archives of the Republic of Belarus N. K. Rudakovsky, the coordinator of the "Enhancing the Status of the Survivors of the Burnt Villages of Belarus" N. V. Kirillova, the chief archivist at the National Archives of the Republic of Belarus V. D. Selemenev, the honored architector, winner of the USSR Lenin Prize and the State Prize of Belarus L. M. Levin.

Partaking at the event were the surviving residents of the burnt Belarusian villages Ippolit I. Kostyukevich and Kvetenia G. Voitekhovich (Kushtali village, Sharkovshchina district, Vitebsk region), Zinaida P. Levanets (Skirmontovo village, Dzerzhinsk district, Minsk region), Sergey A. Golovko (Malaya Kolpenitsa village, Baranovichi district, Brest region).

10 June 2011, the Vashchenko Art Gallery in Gomel held a consultative seminar on topic of "Records management in accordance with current legislation on records and archives administration in government institutions in the Republic of Belarus".

The seminar addressed the following issues:
  • Legislative base in records and archives management in the Republic of Belarus and the system of state control over its compliance. The work of the State Inspection for Archives and Records Management of the Republic of Belarus in Gomel Region.
  • Documentation of government activities (requirements to local normative legal acts on records management, rules for records attributes, formation of certain types of records etc.).
  • Creation and use of file classification plans.
  • Procedures for use, registration and confirmation of blank forms bearing the image of the National Emblem of the Republic of Belarus.
  • Preservation of records at agency archives in government institutions (requirements to storage facilities, equipment, conditions, file location). Types of archives.

The seminar is intended for employees at records management offices, personnel offices, legal departments and agency archives.

Participants at the seminar were the division head for archives and records management at the Gomel Regional Executive Committee Justice Administration - the state inspector for archives and records management in Gomel Region P. M. Lapitsky and the chief specialist at this division N. Yu. Abramova.

The seminar was organised by the Gomel-based regional institution "Knowledge" Belarusian Society.

9 June 2011, the archives and records management division and the courts organisation division at the Minsk Regional Executive Committee Justice Administration held a Workshop on Procedures for Arrangement and Transfer of District Court Records to State Archives for Preservation intended for archivists at district courts in Minsk region and the city of Minsk.

The workshop was conducted with the organisational assistance of the court chairman A. F. Khovansky and the archives head D. A. Rodionova.

Participants at the workshop were staff members at the Minsk Regional Executive Committee Justice Administration and the state regional archives.

The purpose of the workshop is to actuate the activities of courts in scholarly arrangement and description of records and their transfer to state archives for preservation.

The speakers at the workshop were the division head for archives and records management at the Minsk Regional Executive Committee, A. V. Filippova, who dwelt on the state of records and archives management in the district courts of Minsk region and the city of Minsk, and the division head for acquisition, agency archives and records management at the State Archives of Minsk Region, T. N. Lipskaya.

A special attention was paid to organisational methods in records management, recordkeeping and court archives, including the procedures for arrangement and transfer of court records to state archives for preservation in strict compliance with archival requirements.

The head of district court archives in Borisov, A. P. Kukhta, informed the colleagues of practices at the agency archives. As an illustration and exchange of good practices, the workshop participants had an excursion of the archive facilities in the Minsk district court held by the head of this archives.

18 May 2011, the State Archives of Mogilev Region received guests from Tula, Russia. A guided tour of the archive facilities was given to the students of the L.N. Tolstoy Teachers State University of Tula.

The first-year students at the Tula University's History and Law Department arrived in the twin city of Mogilev to exchange experience with the A.A. Kuleshov Teachers State University of Mogilev and do practice in museum and archive business.

The department head for information, publication and scholarly use of records at this Archives, Nina Sergeeva, held an excursion for the guests. She told them about the defense of Mogilev in June-July 1941 (noteworthy that the 179th division, which was formed in Tula, took part in the defense of Mogilev). The students were shown the unique old documents such as the 1910 Memory Book of Mogilev Province dating from the times of Emperor Nicholas II and the publication issued by the Central Statistics Committee at the Interior Ministry of the Russian Empire, which contains data on the first census in Mogilev Province in 1897.

The students got acquainted with the Archives' history and holdings. They were shown the unique war records (war letters, photographs, handwritten recollections of the participants in World War Two, records from the State Security Committee (KGB) for Mogilev Region concerning the persons who returned from Germany and other countries in Western Europe, a list of soldiers born in Tula Region who died during the defense of Mogilev in 1941, etc.), prewar and postwar documents, records from the personal file of writer Maxim Gorodetsky, who in the 1920s taught at the local agricultural academy, now the main agricultural institution in Belarus.

The guests saw exhibitions dedicated to the 66th anniversary of Belarus’s liberation from the Nazi invaders and the 25th anniversary of the accident at the Chernobyl NPP, made a tour of the archive repositories and had a chance to read interesting historical documents.

31 May 2011, the Department for Archives and Records Management of the Ministry of Justice of the Republic of Belarus held a board meeting to discuss the state of work on the popularization of official heraldic symbols at the Department for Archives and Records Management and the archival institutions within the State Archival Service of Belarus.

In 2009-2011 in their work for popularizing official heraldic symbols the Department and the archival institutions were guided by Presidential Decree of 7 August 2002 No. 441 "On the foundation of Heraldry Council under the aegis of Belarus President and some measures at improving the procedure of establishment and state registration of orders, medals and official heraldic symbols", resolutions of the Justice Ministry on improving the work in the creation, institution, state registration and use of official symbols. In the system of the State Archival Service of Belarus the establishment of new coat of arms and flags and restoration of historical symbols are the responsibility of the records management and archives divisions within the regional executive committees in Vitebsk, Gomel, Grodno and Mogilev. Presently the coat of arms and flags have been instituted for all regions and regional centres in Belarus.

In accordance with the decision of the Department Board of 22 September 2010, the archival institutions pay considerable attention to work with mass media in informing the government institutions and citizens about the institution and popularization of official heraldic symbols and territorial heraldry. In this period the Department and the regional archival institutions put especial emphasis on the preparation of scientific and popular publications in the field of heraldry.

The activities of the Heraldry Council under the President of Belarus, information about the established coat of arms and flags, and the history of Belarusian heraldry are featured in the archives magazine "Arkhivy i deloproizvodstvo" (Archives and records management), various scientific and popular editions, the republic-level and international conference papers.

The Records Management Technical Committee held its organizing meeting in Minsk on 18 May 2011. Attending the meeting were representatives of the Department for Archives and Records Management of the Republic of Belarus, The National Bank of the Republic of Belarus, the Operational and Analytical Centre under the aegis of the President of the Republic of Belarus, the Belarusian Research Centre of Electronic Records, the Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD), the Belarusian State Archives of Scientific and Technical Documentation, the Belarusian State University, the Institute of Applied Software Systems, the Electronic Office Company, and the Belarusian Automobile Plant.

The participants discussed and approved the Draft Regulation of the Committee and a list of standards required for development. Authorized representatives of the organisations concerned with the Committee's work adopted the Committee’s structure and membership. Andrei E. Rybakov, BelNIIDAD director was elected Chairman of Records Management Technical Committee. Natalia S. Maksimova, research assistant at BelNIIDAD documentation department was elected executive secretary.

The Records Management Technical Committee is intended to serve as a basis for cooperation between the government bodies, archival institutions and other interested organisations for work in the national, intergovernmental and international (regional) standardisation in the area of records management. In particular, the Committee has plans to review the State Standards of the Republic of Belarus and to adopt at national level a number of international standards in this sphere.

Interinstitutional cooperation within the framework of the Records Management Technical Committee is highly important for implementing a unified coordinated policy of standardisation in the field of records management and archival business in the country in line with current trends and international practices.
