On 22 June 2012 the Ministry of Justice of the Republic of Belarus holds a hotline with the participation of Olga V. Biryukova, first deputy director at the Department for Archives and Records Management of the Republic of Belarus. The issues on the agenda include:

• Formation of the National Archival Holdings, records preservation, registration and use;
• Handling of social and legal inquiries by archival institutions;
• Establishment of common requirements for the creation and handling of records;
• Control over the development and use of official heraldic symbols of the Republic of Belarus.

On 29-30 May 2012 the heads of the archive services and institutions of Russia, Belarus, Ukraine held an annual three-party meeting in Uzhgorod, Ukraine. The event dealt with the issues of regional archives and included an international conference "The state, problems and perspectives of regional archives". The meeting was attended by the Chairman of the Transcarpathian Regional Administration A. Ledida.


The Belarusian delegation was headed by the director of the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus V. Adamushko. Among the delegation were the director of the Belarusian State Archives of Films, Photographs and Sound Recordings V. Balandin, director of the Slutsk Local State Archives I. Borodina, director of the Belarusian State Archives Museum of Literature and Art A. Zapartyko, director of the National Archives of the Republic of Belarus N. Rudakovsky, director of the Belarusian Research Institute of Documentation and Archival Science A. Rybakov, director of the State Archives of Grodno Region L. Yunina.

The delegation of the Russian archivists was headed by the chief of the Federal Archival Agency of Russia (Rosarkhiv) A. Artizov; the Ukrainian delegation by the chairman of the State Archival Service of Ukraine (Ukrgosarkhiv) O. Ginzburg.

Among the speakers at the international conference from the Belarusian side who delivered reports on issues of regional archives were the director of the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus V. Adamushko, director of the State Archives of Grodno Region L. Yunina, director of the Orsha Local State Archive T. Loiko.

Within the frames of the three-side meeting the Belarusian delegation took an active part in discussions on the issues of archival business.

The director of the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus V. Adamushko had a working meeting with the Rosarkhiv chief A. Artizov and the Ukrgosarkhiv chief O. Ginzburg.

The Belarusian archivists acquainted with the work of the State Archives of Transcarpathian Region, the Ukrainian Central State Archives Museum of Literature and Art, visited the historic and memorable places in Uzhgorod and Transcarpathian Region.

The next meeting between the archivists of the three countries is to be held in 2013 in Belarus.

In 2012 the State Archives Network of the Republic of Belarus marks 90 years since foundation and the National Archives of the Republic of Belarus 85 years. The international scholarly conference, The Historical Heritage of Belarus: Identification, Preservation and Study was held in Minsk on 17-18 May in connection with the jubilee dates (dedicated to the 90th anniversary of the State Archives Service of the Republic of Belarus, the 85th anniversary of the National Archives of the Republic of Belarus, the 20th anniversary of the Belarusian State University Department of Source Studies). A press-conference was held on 22 May and the ceremonial meeting will be held on 24 May to celebrate 90 years since the foundation of the archives and records management bodies and the state archives network of the Republic of Belarus and 85 years of the National Archives of the Republic of Belarus.

The archive agencies in our country started their activity on 4 August 1922. On this day the Presidium of the Central Executive Committee of the Belarusian Soviet Socialist Republic examined the issue on the state of archival business in Belarus and adopted a resolution On Archives. On 12 September 1922 a Regulation on the Central Archives of Belarus was adopted, which defined major objectives and principles of centralization for archival business in Belarus.

During the past 90 years the names of the archive agencies as well as the archives governing system in Belarus have changed many times.

Presently the executive, supervisory, regulating and other special functions in the field of archival affairs and records management are the responsibility of the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus. The similar functions at local level are fulfilled by the archives and records divisions within the justice departments of the regional executive committees and the Minsk City Executive Committee. The network of the state archival institutions of the Republic of Belarus includes six republic-level archives, nine regional and 16 local archives; two research institutions; two laboratories for records restoration and microfilming.

The Belarusian state archives preserve over 12 million archival files. Information from these records have been continuously used in scholarly, political, economic, social, cultural and administrative purposes.

The National Archives of the Republic of Belarus (NARB) counts its history from 28 May 1927, when the Central Executive Committee and the Council of People’s Commissars of the BSSR legally approved the creation of the BSSR Central Archives of October Revolution. The NARB received its present name on 12 June 1995 when it was founded on the basis of the Belarusian State Archives and the complex of records of the former Central Party Archives of the Communist Party of Belarus. The NARB holds about one million files in its repositories and has 156 personnel staff. The Archives accumulates records of central government authorities and republic-level institutions. Today NARB is a major archival institution in our country.

The State Archives of Brest Region has prepared a scholarly edition "Brest in 1939-1941. Documents and materials".

The book presents 142 documents on the history of Brest during the short-time Soviet period from September 1939 to June 1941. These illuminate the activities of government institutions and party bodies, the political situation, the first arrangements of Soviet power, economic development, the state of industry, trade, municipal services, healthcare, education, cultural life, sports, etc.

Most records have been published for the first time. The book is illustrated with copies of documents, materials of periodical press and photographs. The teachers of the Brest Pushkin State University History Faculty assisted in the preparation and review of the book. This continues the edition of "Brest 1919-1939. Documents and Materials" published by the Archives in 2009 and is designed for historians, local specialists, archivists and everyone interested in the history of Brest



Compendium "The Consultative Council of Archival Services of CIS Countries. Working papers. Minsk, 21 June 2011".

The book includes minutes of meeting of the Consultative Council with agenda, member statements and relevant decisions, as well as the Council’s regulations.

On 17-18 May 2012 Minsk held an international scholarly conference Historical Heritage of Belarus: Identification, Preservation and Study dedicated to the 90th anniversary of the State Archives Service of the Republic of Belarus, the 85th anniversary of the National Archives of the Republic of Belarus and the 20th anniversary of the Belarusian State University Department of Source Studies.

The events were organized by the Department for Archives and Records Management of the Justice Ministry, the Belarusian State University, the National Archives of the Republic of Belarus and the Belarusian Research Institute of Records Management and Archival Studies.

Attending the conference were representatives of the Department for Archives and Records Management of Belarus, state archives, research institutions and higher educational institutions from Belarus, Russia, Ukraine and Poland.

Speakers at the plenary meeting were:
Director at the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus, V. Adamushko ("Archives in Public Service: on the 90th anniversary of the Archives Service of Belarus");
Scholary secretary at the Russian Research Institute of Documentation and Archival Science, V. Glotov ("Organization of scholarly research in the field of records and archival affairs in the Russian Federation in present conditions");
Dean at the BSU History Faculty, head of the source studies department S. Khodin ("20 years of the BSU source studies department: traditions and innovations");
Director at the Ukrainian Research Institute of Archival Business and Records Science, A. Garanin ("Training of high qualified professionals in records and archival science in the period of independent Ukraine 1991-2011").
The welcome address was given by the acting director at the National Archives of the Republic of Belarus N. Rudakovsky.

The conference had four sections:

Section 1. Archives, museums and libraries in the formation of historical memory;
Section 2. Source studies, historiography, methods of historical research in the world of humanitarian knowledge;
Subsection: Studies of archival sources;
Section 3. Pressing issues in archival science, archaeography, documentation science;
Section 4. An archivist and records specialist in the modern society: on the issue of professional training.

On 16 May 2012 the Centre for History of the Ministry of Foreign Affairs and the Belarusian Diplomatic Service opened an exhibition dedicated to the 100th anniversary of the birth of Soviet statesman, party figure, diplomat, native of Belarus, Petr Andreevich Abrasimov.

The exhibition is a joint effort of the Ministry of Foreign Affairs of Belarus and the National Archives of the Republic of Belarus (NARB). The exposition presents documents from NARB, the Belarusian State Archives of Photographs, Films and Sound Recordings, the Ministry of Foreign Affairs, the Archives of Foreign Police of the Ministry of Foreign Affairs of the Russian Federation and the Russian State Archives of Contemporary History.
Attending the opening of the exhibition were the Foreign Minister of Belarus S. Martynov, the director at the Department for Archives and Records Management of the Justice Ministry V. Adamushko, NARB acting diretor N. Rudakovsky, representatives of Belarusian public and mass media.

BelNIIDAD (Belarusian Research Institute of Records Management and Archival Studies) has issued a directory on Administrative Territorial System of Belarus 1981-2010.

The directory includes information on all administrative territorial entities that exist or existed in the Belarusian SSR and the Republic of Belarus from 1 January 1981 to 1 January 2011. The lists of administrative territorial units are in alphabetical order and include the required data on centres, subordination, composition of entities and changes in the indicated period. The book is designed for administrative staff of local authorities, government agencies, archival and research institutions.

In 2012 the National Archives of the Republic of Belarus celebrates 85 years. It is a leading archival institution in Belarus that has earned high respect among the public and citizens. The Archive’s records contain data on the history of Belarus from 1918 to the present. To ensure an effective search of primary documentary information the Archives has prepared a short directory called The Fonds of the National Archives of the Republic of Belarus, which was issued in May 2012.

The Directory contains information about 1,166 fonds (record groups) available at the Archives as on 1 January 2011. Each record group has a description with a full and official short name of records creator, the creator’s subordination, reference data (fonds number, number of files and inventories, record end dates) etc. The descriptions in the personal fonds include family name, first name, patronymic, life dates, occupation, position, title. The fonds are grouped in 14 sections based on historical and industrial subject principles.

The reference data include title page, list of contents, abbreviations, index of fonds by number and by institution.

The website of the Justice Board at the Gomel Region Executive Committee presents a virtual exhibition entitled The First May in Post-War Gomel Region in Documents and Photographs from the State Archives of Gomel Region.

The exhibition acquaints the public with the records of the Communist Party and the local authorities dated from the period 1944-1957 when despite the post-war devastation the toiling people of the Gomel Region marched in columns through the central streets of their towns and villages with the songs and greetings blaring from loud-speakers and were welcomed from high rostrums by the authority representatives and the most distinguished workers.

BelNIIDAD (Belarusian Research Institute of Records Management and Archival Studies) has issued the Album of Forms of Organizational Administrative Documents with Commentaries (based on the unified forms in the Unified Administrative Records System).

The Album offers examples in the Belarusian language for making records based on the single administrative forms in the Unified Administrative Records System (USORD), adopted by order of the director at the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus dated 14.05.2007 ¹ 25 (with alterations and amendments of 24.03.2008 ¹ 16).


BelNIIDAD reissued the Instruction on Recordkeeping in Government Institutions and other Organizations.

The Instruction establishes the rules for recordkeeping in various institutions in the Republic of Belarus, defines the procedures for records preparation, creation, acception, registration, control, storage and maintenance by both traditional and automation means. This also includes registration forms (registration and control cards, file plans, file inventories etc.), other documents needed in records management.

The edition includes alterations and amendments made by resolutions of the Justice Ministry of the Republic of Belarus of 24.10.2011 ¹ 235 and 27.01.2012 ¹ 18.


BelNIIDAD issued the Methodical Recommendations for the Publication of Polish-Language Documents on the History of Belarus in the 16th to the first half of the 19th centuries.

The edition formulates the basic principles and methods for the publication of manuscript sources in the Polish language, created in the Belarusian lands of the Grand Duchy of Lithuania, the Polish-Lithuanian Commonwealth and the Russian Empire in the 16th through the first half of 19th centuries.
