An exhibition of documents, Archival Images of History was opened at the State Archives of Brest Region to mark the professional holiday of Belarusian archivists, which is celebrated on 6 October.

The exhibition presents non-traditional archive records selected from various archive holdings of different historical periods - maps, plans, advertisements, posters, playbills, photographs, passports, household books, cards, letters, telegrams, printed and music editions and other material.

In particular, the exhibits include the plans of Brest (1939, 1941), Berlin (1936), Warsaw (1938), the map of the Polessie voivodeship (1930s), the map of the Belorussian Soviet Socialist Republic (1940), the plan of the Traugutt gymnasium at Brest (now the old building of the Brest State University), slogans of the Communist Party of Western Belarus, an announcement of the Minister of Military Affairs of Poland on total mobilization of 31.08.1939, the early announcements of the German occupation authorities at Brest (July 1941), letters from the residents of Brest region who were taken into German captivity, playbills of the Brest Lenin Komsomol Russian Drama Theatre, and more.

In addition, the exhibition offers an exposition of rare books available from the reference library of the Archives (the 19th and early 20th centuries in Russian, Polish, English, French, German, Latin and Hebrew), dedicated to the Year of Book established by the decree of the President of the Republic of Belarus.

The 13th General Conference of the Eurasian Regional Branch of the International Council on Archives (EURASICA) and a regular session of the Consultative Council of the heads of the state archival services of the CIS member countries took place on 3-7 October 2012 in Tashkent, the Republic of Uzbekistan.

The events brought together archivists from Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgystan, Moldova, Russia, Uzbekistan, Ukraine, and Poland as an observer state.

Participants from the Belarusian side were the director at the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus V. Adamushko (head of the delegation), director at the Belarusian Research Centre of Electronic Records (BelNITsED) V. Nosevich, the acting director at the National Archives of the Republic of Belarus (NARB) N. Rudakovsky, director at the Belarusian Research Institute of Records and Archival Studies (BelNIIDAD) A. Rubakov, director at the National Historical Archives of Belarus (NIAB) D. Yatsevich.

At the regular session of the Consultative Council of the heads of the CIS archival services the representatives of all member countries made reports on the development of archive business in the past year. The decision was made to prepare within a year and to submit to the Federal Archival Agency of Russia the data needed for the compilation of the unified database directory on the locations of personnel records in the CIS member states. V. Adamushko, director at the Belarusian Department for Archives and RM was elected chairman of the Consultative Council for the next year.

The 13th General EURASICA conference discussed the implementation of the action plan of the regional division in 2008-2012 and the action plan for 2013-1016, discussed the results of the 17th International Congress on Archives, other issues. A new executive bureau of the regional division was elected. A. Virabyan, director at the National Archives of Armenia was elected chairman of the EURASICA Executive Bureau. V. Adamushko, director at the Belarusian Department for Archives and RM was elected deputy chairman.

The next, 14th General EURASICA Conference will take place in 2013 in Bishkek, Uzbekistan.

The event included an international scholarly conference on the Current Issues of Acquisition, Registration, Preservation and Use of Information Resources in Archival Institutions. The Belarusian side made reports on "Information technologies in Belarusian archives" (by V. Nosevich, BelNITsED director), "The acquisition of records on new media at Belarusian archives: state, problems, perspectives" (by A. Rybakov, BelNIIDAD director), "The documentary heritage of the Republic of Belarus and the adjacent states at the National Historical Archives of Belarus" (by D. Yatsevich, NIAB director).

The 1st European Conference on Heraldry and Vexillology was held in Cieszyn, Poland on 27-29 September 2012. The conference was organised by the Heraldry and Verxillology Institute to discuss the issues of the formation, institution and use of coat of arms and flags of the lands, provinces and districts in the countries of Central and Eastern Europe. The conference brought together the representatives from Poland, Germany, Spain, Lithuania, Macedonia, Russia, Slovakia, Slovenia, USA, Ukraine, Croatia, Czech Republic etc. Belarus was represented at the conference by Mrs. Marina Elinskaya, adviser at the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus, secretary at the Heraldry Council under the President of the Republic of Belarus, who made a report on the topic of the present-day territorial heraldry and vexillology in Belarus.

The conference resulted in reaching an agreement on further cooperation with the director of the Heraldry and Vexillology Institute Alfred Znamierowski, chairman of the Polish Heraldic Commission Pawel Dudzinski, chairman of the Ukrainian Heraldry Society Andriy Grechylo etc.

A test version of the Republic of Belarus State Archives Fonds Catalogue information retrieval system has been launched at the address http://fk.archives.gov.by/

The information resource contains a portion of data from the National Fonds Catalogue on the contents, composition and location of more than 50,000 fonds (record groups) in the permanent custody of the state archives of the Republic of Belarus.

A new edition of collected documents entitled The Foreign Nationals in Belarus, Late 18th to Early 20th Centuries was presented to the public at the National Historical Archives of Belarus on 28 September 2012.

The compiler of the book, leading researcher Irina L. Verner told the participants about the preparation of the book, the types of archive records containing information on the foreigners, and the most interesting facts about the residence of the foreign nationals in Belarus.

The participants at the event included the archive authorities and renowned historians specializing in the topic. Among the speakers were the director at the Department for Archives and Records Management of the Republic of Belarus V. Adamushko, the director of the National Historical Archives of Belarus D. Yatsevich, the head of the history of Russia faculty at the Belarusian State University O. Yanovsky, the head of the archive publications at the Belarusian Research Institute of Records and Archival Science V. Pozdnyakov etc. Among the participants were the representatives of the Belarusian Research Centre of Electronic Records, the National Historical Museum of the Republic of Belarus, the mass media.

An exposition of the original copies of the most interesting records published in the book were exhibited in the reading room of the Archives.

On 27 September 2012 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting to discuss the issues of the preparation for the autumn-winter period of 2012/2013 at the state archival institutions; on the work of the state archives in the use of archive records in the mass media and the information events; on the work aimed at the compliance of the normative legal acts in archives and records management with the Law of the Republic of Belarus on Archives and Records Management.

On the second issue it was noted that in the period from 2008 to the first half of 2012 the state archives of the Republic of Belarus prepared 2,216 publications in the mass media (916 by the republic-level archives and 1,210 by the regional and local archives) and carried out 1,838 information events (808 and 1,030 respectively).

In the activities of the state archives in the use of archive records in the mass media an emphasis was placed on an active use of the resources of the Internet global computer network.

On 28 August 2012 a meeting was held at the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus between the Department’s director Vladimir Adamushko and the Ambassador of the Republic of Poland to the Republic of Belarus Leszek Szerepka.

The meeting discussed the issues of Belarusian-Polish cooperation in the field of archives.

On 31 July 2012, the Department for Archives and Records Management of the Republic of Belarus held a board meeting to discuss the issues of work with petitions from citizens and legal entities submitted to the archives and records management authorities and the state archival institutions in the Republic of Belarus in the first half of 2012 and to review the results of work at the Department in the first half of 2012.

On the first issue, the handling of inquiries from citizens and legal entities was conducted in a strict accordance with the procedure defined by the Law of the Republic of Belarus of 18 June 2011 "On petitions from citizens and legal entities", the President’s Decree of 15 October 2007 No. 498 "On additional measures for work with petitions from citizens and legal entities", and the President’s Directive of 27 December 2006 No. 2 "Measures for further debureaucratization of the state apparatus".

The Department and the archives and records management divisions in the regions and the city of Minsk exercised a permanent control over the legislation observance in work with petitions from citizens and legal entities in the archive institutions. Much attention was paid to the terms of handling an inquiry, personal visits, information stands, and posting a relevant information on the archive websites. The state archives carried out activities on informing the citizens and interested organizations about the composition and contents of their archival records by means of mass media.

On the second issue, the Department performed work in accordance with the Plan of Actions for 2012, the orders by the President’s Administration, the Government, and the Ministry of Justice. All the scheduled activities have been fulfilled. In addition, the Department has performed a lot of unscheduled work.

In May 2012, the celebration events were held to mark the 90th anniversary of the State Archives Network of the Republic of Belarus and the 85th anniversary of the National Archives of the Republic of Belarus.

In the first half of 2012, the Department exercised control over the Archives of Belarus State Programme for 2011-2015 performed by the republic-level archival institutions. All the scheduled activities have been fulfilled and the funds applied for the State Programme for the reported period amounted to 92 percent.

Much attention was paid to the legislative provision of the archives and records management agencies and the state archival institutions. In pursuance with the respective plans of the Council of Ministers and the Justice Ministry of Belarus, the Plan was developed for the preparation of drafts for normative and legal acts and taking other measures to implement the Law on Archives and Records Management in the Republic of Belarus. All the activities have been fulfilled.

The Department prepared and submitted to the Council of Ministers the resolution draft of the Council of Ministers "On approval of the State Archives System of the Republic of Belarus", composite drafts of the Law of the Republic of Belarus "On making alterations and amendments to some laws of the Republic of Belarus on the issues of archives and records management", the resolutions by the Council of Ministers of the RB "On making alterations and amendments to some resolutions of the Council of Ministers and nullifying some resolutions and separate provisions regarding archives and records management", etc. The Department prepared seven drafts of normative and legal acts of the Justice Ministry; examined for compliance with legislation 28 drafts of normative legal acts of the Justice Ministry developed by the Department’s subdivisions.

The Department has prepared the draft of the Law On Official Heraldic Symbols (signed by the President of Belarus on 25 May 2012).

On 4 July 2012 at the Department for Archives and Records Management of the Republic of Belarus a meeting was held between the department’s director V. Adamushko and first deputy director O. Biryukova with the delegation of the Yad Vashem National Holocaust and Heroism Memorial (Israel) represented by the chief of international archival projects Maria Ionina and the chief of international archival projects in the CIS and Baltic countries Bella Noham.

The meeting discussed the issues of cooperation between the Department and the Yad Vashem National Holocaust (Shoah) and Heroism Memorial within the frames of the agreement on cooperation signed in 2011.

On 26 May 2012 the Law of the Republic of Belarus on Official Heraldic Symbols came into force.

The official heraldic symbols specifically reflect the state ideology and national culture and highlight the international status of the country. This is a political, ideological, social and cultural capital of the nation.

The Law summarizes the provisions of the standing legal acts in this field and will ensure for the single government policy in the creation, confirmation, registration and use of official heraldic symbols adjusted for their specificity.

The present Law regulating the system of modern symbols is the first national legislative act in the post-Soviet countries.

The Law was published in the National Register of Legal Acts of the Republic of Belarus on 6 June 2012 with No. 63, 2/1936.
