On 21 November 2012 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a workshop meeting at the conference hall of the National Archives of the Republic of Belarus to discuss the issues relating to the innovations in the Belarus Law on Archives and Records Management of the Republic of Belarus dated 25 November 2011 and the follow-up changes in the normative and legal framework for archives and records management.
The workshop was attended by the heads for archives and records management at the main justice boards of the Minsk city and regional executive committees, directors of the state archival institutions (republic-level, regional and local) and legal experts.
In opening the workshop meeting, the director of the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus, Vladimir Adamushko drew the participants’ attention to the necessity of the strict observance in daily routine of the normative and legal acts governing the activities in the field of archives and records management.
The speakers at the workshop were the Department’s division heads and the director of the Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD). The workshop results were reviewed by the Department’s first deputy director Olga Biryukova.

The Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) has issued the Records Schedule for standard records of the National Archival Fonds of the Republic of Belarus created by government agencies, institutions and private businessmen, with retention periods and commentaries.
This schedule defines the period of storage for records created by government agencies, institutions and individual entrepreneurs. The schedule is used in preparing records classification schemes, file plans, records appraisal, file description and formation, records acquisition, file inventory, etc.
The schedule is mandatory for execution by. all institutions and individual entrepreneurs in the Republic of Belarus.

On 31 October 2012 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting to discuss the issues of the state and amount of the records of the National Archival Fonds (NAF) of the Republic of Belarus held in the institutions sources of records acquisition for the state archives. Having read and discussed the report on the issue made by the adviser at the records management and the NAF formation, L. Tsymbal, the board noted that the preservation of records held in temporary custody promotes the qualitative formation of the National Archival Fonds of the Republic of Belarus. The analysis of the conditions and extent of the NAF records held in temporary storage at the institutions sources of records acquision for the state archives testify of the improvement of the state of the NAF records and the positive work conducted by the state archives in this area.

On 20 October 2012 a meeting was held at the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus between the Department’s director Vladimir Adamushko and General Director of the State Archives of Poland Wladyslaw Stepniak. Attending the meeting were the Department’s First Deputy Director O. Biryukova, Deputy General Director at the State Archives of Poland A. Bernat, Professor at the Polish Institute of National Memory L. Kaminski, and Councilor at the Embassy of the Republic of Poland to the Republic of Belarus E. Szczepanska-Dombrovska.

On 17 October 2012 the Federal Archival Agency of Russia (Rosarkhiv) and the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus (Department) held a joint board meeting at Pskov, Russia. Attending the board meeting were the delegation of Belarusian archivists headed by the director of the Department, V. Adamushko, and the delegation of Russian archivists headed by the Chief of the Rosarkhiv, A. Artizov.
The joint board discussed the issues of archive practices in the Russian Federation and the Republic of Belarus in creating and developing the system of automated registration and inventory for the records of the Archival Fonds of the Russian Federation and the National Archival Fonds of the Republic of Belarus, about the current state of the implementation of the Plan of Joint Actions of the Department and Rosarkhiv for 2011-2013, and other issues of bilateral cooperation between the Belarusian and Russian archivists. Information on the first issue was reported by the head of records preservation and state registration at the Rosarkhiv, T. Shabanova, and the head of records preservation, state registration and automated technologies at the Department, A. Kochetkova. The information and the adopted resolution will be posted on the Archives of Belarus website.

An exhibition of documents, Archival Images of History was opened at the State Archives of Brest Region to mark the professional holiday of Belarusian archivists, which is celebrated on 6 October. The exhibition presents non-traditional archive records selected from various archive holdings of different historical periods - maps, plans, advertisements, posters, playbills, photographs, passports, household books, cards, letters, telegrams, printed and music editions and other material.
In particular, the exhibits include the plans of Brest (1939, 1941), Berlin (1936), Warsaw (1938), the map of the Polessie voivodeship (1930s), the map of the Belorussian Soviet Socialist Republic (1940), the plan of the Traugutt gymnasium at Brest (now the old building of the Brest State University), slogans of the Communist Party of Western Belarus, an announcement of the Minister of Military Affairs of Poland on total mobilization of 31.08.1939, the early announcements of the German occupation authorities at Brest (July 1941), letters from the residents of Brest region who were taken into German captivity, playbills of the Brest Lenin Komsomol Russian Drama Theatre, and more.
In addition, the exhibition offers an exposition of rare books available from the reference library of the Archives (the 19th and early 20th centuries in Russian, Polish, English, French, German, Latin and Hebrew), dedicated to the Year of Book established by the decree of the President of the Republic of Belarus.

The 13th General Conference of the Eurasian Regional Branch of the International Council on Archives (EURASICA) and a regular session of the Consultative Council of the heads of the state archival services of the CIS member countries took place on 3-7 October 2012 in Tashkent, the Republic of Uzbekistan.
The events brought together archivists from Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgystan, Moldova, Russia, Uzbekistan, Ukraine, and Poland as an observer state.
Participants from the Belarusian side were the director at the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus V. Adamushko (head of the delegation), director at the Belarusian Research Centre of Electronic Records (BelNITsED) V. Nosevich, the acting director at the National Archives of the Republic of Belarus (NARB) N. Rudakovsky, director at the Belarusian Research Institute of Records and Archival Studies (BelNIIDAD) A. Rubakov, director at the National Historical Archives of Belarus (NIAB) D. Yatsevich.
At the regular session of the Consultative Council of the heads of the CIS archival services the representatives of all member countries made reports on the development of archive business in the past year. The decision was made to prepare within a year and to submit to the Federal Archival Agency of Russia the data needed for the compilation of the unified database directory on the locations of personnel records in the CIS member states. V. Adamushko, director at the Belarusian Department for Archives and RM was elected chairman of the Consultative Council for the next year.
The 13th General EURASICA conference discussed the implementation of the action plan of the regional division in 2008-2012 and the action plan for 2013-1016, discussed the results of the 17th International Congress on Archives, other issues. A new executive bureau of the regional division was elected. A. Virabyan, director at the National Archives of Armenia was elected chairman of the EURASICA Executive Bureau. V. Adamushko, director at the Belarusian Department for Archives and RM was elected deputy chairman.
The next, 14th General EURASICA Conference will take place in 2013 in Bishkek, Uzbekistan.
The event included an international scholarly conference on the Current Issues of Acquisition, Registration, Preservation and Use of Information Resources in Archival Institutions. The Belarusian side made reports on "Information technologies in Belarusian archives" (by V. Nosevich, BelNITsED director), "The acquisition of records on new media at Belarusian archives: state, problems, perspectives" (by A. Rybakov, BelNIIDAD director), "The documentary heritage of the Republic of Belarus and the adjacent states at the National Historical Archives of Belarus" (by D. Yatsevich, NIAB director).

The 1st European Conference on Heraldry and Vexillology was held in Cieszyn, Poland on 27-29 September 2012. The conference was organised by the Heraldry and Verxillology Institute to discuss the issues of the formation, institution and use of coat of arms and flags of the lands, provinces and districts in the countries of Central and Eastern Europe. The conference brought together the representatives from Poland, Germany, Spain, Lithuania, Macedonia, Russia, Slovakia, Slovenia, USA, Ukraine, Croatia, Czech Republic etc. Belarus was represented at the conference by Mrs. Marina Elinskaya, adviser at the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus, secretary at the Heraldry Council under the President of the Republic of Belarus, who made a report on the topic of the present-day territorial heraldry and vexillology in Belarus.
The conference resulted in reaching an agreement on further cooperation with the director of the Heraldry and Vexillology Institute Alfred Znamierowski, chairman of the Polish Heraldic Commission Pawel Dudzinski, chairman of the Ukrainian Heraldry Society Andriy Grechylo etc.

A test version of the Republic of Belarus State Archives Fonds Catalogue information retrieval system has been launched at the address http://fk.archives.gov.by/
The information resource contains a portion of data from the National Fonds Catalogue on the contents, composition and location of more than 50,000 fonds (record groups) in the permanent custody of the state archives of the Republic of Belarus.

A new edition of collected documents entitled The Foreign Nationals in Belarus, Late 18th to Early 20th Centuries was presented to the public at the National Historical Archives of Belarus on 28 September 2012.The compiler of the book, leading researcher Irina L. Verner told the participants about the preparation of the book, the types of archive records containing information on the foreigners, and the most interesting facts about the residence of the foreign nationals in Belarus.
The participants at the event included the archive authorities and renowned historians specializing in the topic. Among the speakers were the director at the Department for Archives and Records Management of the Republic of Belarus V. Adamushko, the director of the National Historical Archives of Belarus D. Yatsevich, the head of the history of Russia faculty at the Belarusian State University O. Yanovsky, the head of the archive publications at the Belarusian Research Institute of Records and Archival Science V. Pozdnyakov etc. Among the participants were the representatives of the Belarusian Research Centre of Electronic Records, the National Historical Museum of the Republic of Belarus, the mass media.
An exposition of the original copies of the most interesting records published in the book were exhibited in the reading room of the Archives.
