On 22 May 2014 the National Historical Archives of Belarus held a presentation of the published collection of documents Belarus in the First World War 1914-1918.

Among the speakers at the event were the director of the Department for Archives and Records Management of the Republic of Belarus V. Adamushko, director of the National Historical Archives of Belarus D. Yatsevich, director of the Belarus Publishing House G. Trusevich, director of the National Archives of the Republic of Belarus A. Samovich, director of the Belarusian State University M. Shumeiko and more.

Participants also included representatives from the National Archives of the Republic of Belarus, the Belarusian State Archives-Museum of Literature and Art, the Belarusian State Archives of Scientific and Technical Documentation, the Ya. Kolas Central Scientific Library of the Academy of Sciences of Belarus and a number of researchers into the history of Belarus, local specialists, and students.

As part of the presentation an exhibition was organized to show the original copies of the most interesting documents on the history of the First World War from the holdings of the National Historical Archives of Belarus.

The Central Archives of the Committee of State Security of the Republic of Belarus transferred to the National Archives of the Republic of Belarus over 70 documents for electronic database Belarusian Villages Destroyed in World War Two. The database has been created as part of the international project Raising of the Status of Surviving Residents of Belarusian Burned Villages and is placed on the website of the National Archives of the Republic of Belarus.

The documents include the reports of the district commissions for assistance to the Extraordinary State Commission for investigation of Nazi crimes and damage caused to citizens, collective farms, government and public institutions in the USSR, certificates of the District Councils of Workers’ Deputies, records of interrogation of witnesses testifying of the crimes conducted by the Nazi occupation troops in WWII in the district of Begoml, Vitebsk Region, the districts of Borisov, Gressk, Logoisk, Uzda and Kholopenichi in Minsk Region, and the districts of Belynichi and Klichev in Mogilev Region, etc.

On 12 May 2014 as part of the ceremonial reception of the war veterans of Minsk Region an exhibition of documents was opened to mark the 70th anniversary of the liberation of Belarus from Nazi invaders.

The exhibition was prepared by the State Archives of Minsk Region with the support of the Minsk Region Executive Committee Justice Administration.

The exhibition features records on four thematical sections.

The first section “Partisans and Underground Movement” contains memoirs of the participants in the Partisan movement, data on the Heroes of the Soviet Union from the records of the Minsk Regional Underground Committee, memoranda by the chiefs of the partisan detachments and formations.

The second section “Records of the Occupation Authorities” includes directives and announcements by the Occupation administration, the restored documents of the Minsk Town Commissariat.

The third section “Personal Records and Recollections of War Veterans” contains archival materials of the participants in the Great Patriotic War. These are the front-line diaries of artilleryman A. P. Sapunov, letters from the front by V. K. Petyurenko, letters of thanks from the command to Lieutenant Aksenov for the taking of Warsaw, Berlin, Stargard and Altdamm, etc.

The fourth section “The Liberation” narrates of the final stage in the Great Patriotic War, including information on the dates of the occupation and liberation of the district centre of Pleshchenitsy, a letter from a female resident of Minsk to the Central Committee of the Communist Party of Belarus requesting for reevacuation, a memorandum on the activity of the destructive groups in Minsk region in July 1944.

The exposition runs from 12 May to 23 May in the building of the Minsk Region Executive Committee (4, Engelsa Str.)

The Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) published the papers of the international conference Information Technologies in Archives and Records Management. The book includes reports by participants at the international conference that took place on 29 May 2013 in Kamenets as part of the three-party meeting of the chiefs of archives services and archival institutions in Belarus, Russia and Ukraine.

BelNIIDAD published the Methodical Recommendations for the Use of Records at the Archives of Government Institutions and Other Organisations. The book covers the methodical and practical aspects of records use at the archives of various institutions in the Republic of Belarus.

On 25 April 2014 the director of the Department for Archives and Records Management of the Justice Ministry V. Adamushko and the director of the National Historical Archives of Belarus D. Yatsevich had a meeting with the delegation of the U.S. Commission for the Preservation of America’s Heritage Abroad led by its Chair Lesley Weiss.

The meeting discussed issues of possible cooperation with the Belarusian archives. Lesley Weiss and the members of the American delegation were made acquainted with the holdings of the National Historical Archives of Belarus.

On 23 April 2014 an international scholarly conference, The Civil Population in the Second World War in archival materials, studies and recollections was opened at the History Department of the Belarusian State University to mark the 70th anniversary of the liberation of Belarus from the Nazi occupants.

The conference’s organisers are the Department for Archives and Records Management of the Justice Ministry, the History Department of the Belarusian State University, the international public association “Reconciliation”.

A welcoming speech was delivered by the vice-rector for academic affairs at the Belarusian State University A. Danilchenko, director of the Department for Archives and Records Management V. Adamushko, head of programs department at the Federal Foundation “Remembrance, Responsibility and Future” Dr R. Possekel (FRG), chairman of the board of the international public association “Reconciliation” A. Anoshko.

An exhibition of records “A region of courage and glory” was presented to participants at the opening of the conference.

On 16 April 2014 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting to discuss the issue of the conditions and amount of permanent and personnel records held in the temporary custody of government agencies and other institutions – sources of records acquision for the state archives.

The board meeting discussed the results of inspections held by the Committee for State Control of the Republic of Belarus for the targeted and effective use of budget funds received for the authorized activity and the implementation of the Archives of Belarus Programme in 2011-2015 at the National Historical Archives of Belarus and the Central Laboratory for Records Microfilming and Restoration.

On 2 April 2014 an exhibition of records was opened at the Council of the Republic of the National Assembly of the Republic of Belarus dedicated to the 70th anniversary of the liberation of Belarus from the Nazi invaders. The exposition was presented at the opening of the fourth session of the Upper Chamber of Belarusian Parliament of the 5th convocation.

The exhibition of records was prepared by the Department for Archives and Records Management of the Justice Ministry, the National Archives of the Republic of Belarus, the Belarusian State Archives of Films, Photographs and Sound Recordings, with the participation of the Russian State Archives of Socio-Political History, and a number of Belarusian regional and local archives.

The director of the Department for Archives and Records Management of the Justice Ministry Mr. Vladimir Adamushko made a speech before the members of the Council of the Republic.

The Belarusian senators had been shown a 1944 documentary film “The Liberation of Soviet Belarus” available from the Belarusian State Archives of Films, Photographs and Sound Recordings.

On 25 March 2013 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting to discuss the issues of the Department’s Thematic Plan of Research and Development for 2014, the Report on Research and Development in 2013, and about the commercial results of the research and technical activities.

The department board approved theThematic Plan of Research and Development for 2014 and the Report on Research and Development in 2013.

The regular session of the Heraldry Council at the President of Belarus has adopted the Methodical Recommendations on establishing the official heraldic symbols of administrative-territorial and territorial units in the Republic of Belarus (Session Minutes No 2 of February 27, 2014).

The Methodical Recommendations have been developed in compliance with the Republic of Belarus Law of May 26, 2012 “On official heraldic symbols” and the Presidential Decree No 441 of August 7, 2002 “On establishing the Heraldry Council under the President of the Republic of Belarus”. These procedural guidelines describe the requirements to the creation of official heraldic symbols for the administrative and territorial units of the Republic of Belarus – coat of arms and flag. Coat of arms and flags are being designed with the aim of providing heraldic resources for administrative and territorial units, preserving and strengthening the historical traditions, and facilitating the visual distinction of one administrative-territorial unit from the other.
