On 24 April 2015 the National Archives of the Republic of Belarus held a round table “…Tragedy of Belarusian Villages” to mark 70th anniversary of the Victory in the Great Patriotic War.

The event was opened by the director of the Belarus Department for Archives and Records Management of the Justice Ministry V. Adamushko.

The main report was delivered by the chief archivist at the National Archives of the Republic of Belarus V. Selemenev. He informed the audience about the creation of data base “Belarusian Villages Burned in the Great Patriotic War 1941-1944”. Currently the database contains data on 9,060 settlements.

Attendees at the discussions on the topic were academic secretary of the humanities and arts department at the Belarus National Academy of Sciences A. Kovalenya; director of the History Institute of the Belarus National Academy of Sciences V. Danilovich; Belarusian architect, the Republic of Belarus State Prize winner G. Levina, dean of the history faculty at the Belarusian State University S. Khodin, assistant professor at the history faculty of the Belarusian State University M. Shumeiko; member of the Central Archives of the State Security Committee of the Republic of Belarus Yu. Zverev and more.

The eyewitnesses of the events, Z. Levanets and E. Fedko, shared their reminiscences about the destruction of Skirmuntovo village in Dzerzhinsk district and Fedka village in Chashniki district.

The round table presented a new book of published documents “The Khatyn Trees of Life” illustrating the fate of Belarusian villages that were burned during the Great Patriotic War. The book was prepared by the National Archives of the Republic of Belarus in collaboration with the Central Archives of the State Security Committee of the Republic of Belarus, the State Archives of Brest Region and the State Archives of the Russian Federation.

The book narrates of 433 Belarusian villages that shared the tragedy of Khatyn and were rebuilt after the war. These are commemorated in the symbolic “Trees of Life” at the Memorial. These include 111 settlements in Vitebsk region, 96 Mogilev, 93 Brest, 60 Minsk, 54 Gomel and 19 Grodno. The largest number of villages were burned in the districts of Liozno (28), Verkhnedvinsk (26), Ivatsevichi (17), Kirovsk (15), Soligorsk (15) and Chausy (14).

The book includes 353 documents: reports, diaries of combat activities of partisan units, certificates, reports and transcripts of interrogation of survivors from burned villages, eyewitnesses and members of the punitive squads, etc.

The book illustrations include photos of the Khatyn State Memorial Complex, monuments erected at the sites of burned settlements, and other materials.

On 26 March 2015 the Ambassador Extraordinary and Plenipotentiary of Belarus to Finland Mr. Ostrovsky met with Professor Frolov, chief of the department of former USSR countries at the National Archives of Finland. The parties discussed the ways of future cooperation between the Archives and Records Management Department of the Justice Ministry of Belarus and the National Archives of Finland. Mr. Frolov conveyed to the Belarusian Embassy records on Soviet prisoners of war and civilians of Belarusian origin who died in 1941-1944 and were buried in Finland.

This information, which includes data on 580 military men and 21 civilians whose nationality was designated as “Belarusian” in record cards, can be accessed at the website of the Belarusian Embassy of the Republic of Belarus in the Republic of Finland (finland.mfa.gov.by).

The Belarusian Research Institute of Records Management and Archival Science (BelNIIDAD) has issued a source guide to theMonuments of Law in Belarus 14th to 16th Centuries (State Charters, Acts of State Unions).

The book contains information on major legal monuments in Belarus from 14th to 16th centuries (state charters, acts of state unions), in particular data on the preservation of originals and copies of the acts, publications, translations and historical literature. The book provides texts and Belarusian translations for some charters and acts. This is illustrated with photos of acts and old books, drawings of old stamps.

The edition is designed for archivists, historical editors, legal scholars, historians and students.

On 25 March 2015 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting to discuss the state of recordkeeping of the most valuable records at the state archives, the Department’s Thematic Plan of Research and Development in 2015 and the Report on Research and Development in 2014.

The department board noted that procedures with the most valuable records at the state archives are regulated by a number of legal acts and procedural documents and are permanently scheduled, with priority given to their preservation, making of inventories and finding aids. The creation of digital copies for the most valuable records is noted to be of major importance for the formation of a full complex of reference copies.

The department board approved the Department’s Thematic Plan of Research and Development directed at the research and technical support of the Justice Ministry of the Republic of Belarus in 2015 and the Department’s Report on Research and Development in 2014.

On 28 March 1955 the first Post Office was opened in Belarus (then the Belarusian Soviet Socialist Republic) on Stalin Avenue 10 (now Independence Avenue). To celebrate this date the State Archives of Minsk Region has created an online exhibition of documents tracing the history of the post service in the city of Minsk.

Director of the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus V. Adamushko took part at the extended board meeting of the Russian Federal Archival Agency (Rosarkhiv) on Results of Work of the Federal Archival Agency in 2014 and Objectives in 2015, which took place in Moscow on 4 March 2015.

On 4 March 2015 a meeting was held between the director of the Russian Federal Archival Agency A. Artizov and the director of the Belarusian Department for Archives and Records Management, Deputy Chairman of the Eurasian Regional Branch of the International Council on Archives (EURASICA) V. Adamushko with the Secretary General of the International Council on Archives D. Leitch paying visit to Moscow. The meeting discussed the issues of international cooperation in the field of archives.

On 5 March 2015 V. Adamushko delivered a report on Increasing Access to Records at the State Archives of the Republic of Belarus at the international workshop on Modern Issues in Increasing Access to Archival Records. Attendees at the workshop were representatives from Germany, Spain, Finland, Russia and Belarus. The best practices of foreign archivists will promote the use of public records in the Belarusian society.

A presentation of the electronic resource on the Communist International (Comintern) Archives was held as part of the event.

During his visit to Moscow Mr Adamushko held talks with the head of the Russian Federal Archival Agency A. Artizov on further bilateral cooperation between Belarusian and Russian archivists.

In view of the celebration of the 70th anniversary of the Victory by the Soviet people in the Great Patriotic War and the 75th anniversary since the foundation of the State Archives of Public Organizations in Gomel Region the archive’s staff has prepared for publication a book of documents, Gomel Region in 1943 – 1953: Documents and Materials.

The book is prepared by the State Archives of Public Organizations in Gomel Region with the participation of the State Archives of Gomel Region and the Local State Archives in Mozyr. The collection includes 134 documents. The majority of the documents have been published for the first time.

The book is illustrated with photographs selected from the Belarusian State Archives of Films, Photographs and Sound Recordings, the State Archives of Public Organizations in Gomel Region and the Gomel Palace and Park Complex State Historical and Cultural Institution as well as with the pages of the newspaper Gomelskaya Prauda of the period.

The selected documents give an insight into the political, economic, social and cultural processes that took place in the Gomel and Polesye regions in the first decade after the Liberation from the Nazi occupation. These will be of interest to the researchers and everyone interested in the Soviet period in the history of Gomel Region.

On 17 February 2015 the Finnish company Planix, a leader in digitization of paper archives in Finland held a presentation on New technologies and non-standard solutions in digitization of archival records.

The participants got acquainted with the modern technologies in the sphere of digitization and saw a demonstration of the scanning equipment – large-format scanners.

Attendees at the event were representatives from 14 state archival institutions and the Central Archives of the Ministry of Defence of the Republic of Belarus.

The Department for Archives and Records Management of the Justice Ministry thanks the National Historical Archives of Belarus for their assistance in organizing this event.

On 22 January 2015 the Department for Archives and Records Management of the Justice Ministry held an extended board meeting to review the results of the archives and records management authorities and the state archival institutions in Belarus in 2014 and to set the objectives for 2015.

Attending the meeting were Deputy Minister for Justice E. Kovalenko, heads and deputy heads of the main justice boards at the regional executive committees and the Minsk City Executive Committee, heads of the archives and records divisions, directors of the state archives, members of the Department for Archives and Records Management. In all, 65 persons attended the meeting.

Director of the Department for Archives and Records Management V. Adamushko delivered a report. Directors of the state archives and representatives from the regions took part in the debates. In 2014 the state archives continued to implement the Archives of Belarus State Programme for 2011-2015. 1,7 billion roubles were spent from the Republic budget. In the regions the activities were financed from the local funds to the sum of 8,0 billion roubles.

As on 1 January 2015 the state archives held 49 197 fonds; 12 624 458 paper items; 40 364 film records; 254 249 photographic records; 17 994 sound records; 4 017 video records; 13 electronic fonds, 602 electronic records; 700 museum items. The especially valuable files in 28 state archives are 340 578, which makes up 2,7% of the total number of the storage units.

An important activity at the state archives is the provision of information services and the execution of legal and social inquiries. During the past year the state archives handled over 31 500 inquiries from citizens, executed 277 genealogical requests and over 15 000 subject requests. 14 949 people visited the archives in person. The State Heraldry Register of the Republic of Belarus has added 85 official heraldic symbols.

In 2014 the state archives organized 77 exhibitions, published 13 books, including 10 collections of documents and directories based on the archive documents.
