The International Council on Archives Quadrennial Congress took place in Seoul, South Korea on 5-10 September 2016. The Congress brought together over 2000 archivists from 114 countries. The Belarusian delegation was represented by Director of the Department for Archives and Records Management in the Republic of Belarus, V. Adamushko, Director of the National Archives of the Republic of Belarus, V. Kurash, and Director of the National Historical Archives of the Republic of Belarus, D. Yatskevich.

The main topic of the Congress Archives, Harmony and Friendship: Safeguarding of Cultural Traditions, Justice and Cooperation in the Global World.

The congress themes included: the changing nature of recordkeeping in the digital age; opportunities for cooperation within and outside the archival milieu; the role of archives in the support of truth and justice; and opportunities for harmony and friendship in archival endeavors.

Mr. V. Adamushko, Director of the Department for Archives and Records Management in the Republic of Belarus presented a report on the topic Archives heritage without barriers: interaction of state archives at various levels.

Members of the Belarusian delegation took part in the session of the ICA General Assembly, plenary meetings, regional sessions and round tables.

During the congress members of the Belarusian delegation held working meetings with representatives of the state archival services from Azerbaijan, Latvia, Lithuania, Poland, Russia and other countries, discussed the perspectives of mutual cooperation and mapped out concrete projects for the nearest time.

The State Archives of Brest Region has prepared an exhibition of documents, The Cultural Life in Brest. 1944 the 1980s dedicated to the Year of Culture announced by Presidential Decree 522 of 28 December 2015.

The exhibition shows around 30 documents from the holdings of the Brest Region Executive Committee, Brest Town Executive Committee, local cultural authorities, Brest Region Theatre of Drama and Culture, the M. Gorky Brest Regional Library, the Brest Regional Local Museum etc., over 70 articles and reports from the regional newspaper Zarya, a number of photographs.

The displayed materials demonstrate the development of culture and arts, folklore, the activities of cultural institutions in Brest etc.

On 31 August 2016 the Belarusian State Archives of Scientific and Technical Documentation opened an exhibition dedicated to 80th anniversary of the birth of Leonid LEVIN, Honored Architect of the Belarusian Soviet Socialist Republic (BSSR).

The exhibition shows documents presented by the Belarusian Union of Architects and the materials from the Archives’ holdings.

The architect’s main works are the Khatyn Memorial Complex (1969); Memorial Complex The Breakthrough at Ushachi (1974); Memorial Complex Condemnation of Fascism (village of Shunevka,1983); Memorial to the Perished Jews of Gorodeya (2004); Memorial to Children who Died during the Great Patriotic War (Krasny Bereg, Zhlobin district, 2006); Monument to Yanka Kupala (Minsk, 1972); Monument to Yakub Kolas (Minsk, 1972); Monument to Prince David in David-Gorodok (2000); the building of the Exhibition of Achievements of National Economy (1968); metro stations Lenin Square (1984) and Nemiga (1990); reconstruction of the historical part of Minsk: The Trinity Suburb, The Upper Town etc.

Architect Leonid Levin is awarded two Honored Diplomas of the Supreme Council of the BSSR, the Diploma of the Supreme Council of the BSSR, the Order For Achievements in the Federative Republic of Germany.

The State Archives of Brest Region. A Guide to Holdings 1939-2014The State Archives of Brest Region has released a directory The State Archives of Brest Region. A Guide to Holdings 1939-2014.

The directory includes a list of contents, introduction, list of abbreviations, main part, list of fonds (record groups), a summary of administrative and territorial division.

The main part contains descriptions of fonds classified in 23 sections by branch and sub-sections by the activity of a record creating institution. The separate sections describe records created by the authorities, institutions and enterprises in the period of 1939-1941 and records of the German occupation period of 1941-1944.

The description of a fond includes a fond title, reference data (fond number, amount of files, inclusive dates), a short history of a record creator, record annotations.

By Resolution No. 27 of 1 April 2016 the Republic of Belarus State Committee on Standardization adopted the State Standard STB ISO 15489-1-2016 Information and Documentation. Records Management. Part 1. General instead of the preliminary state standard STB P ISO 15489-1-2001/2012 Information and Documentation. Records Management. Part 1. General.

The Standard becomes effective from 1 October 2016. The Standard was drafted by the Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) and adopted by the National Technical Committee on Standardization TK BY 28 Records Management.

The Standard is identical to the International Standard ISO 15489-1:2001 Information and Documentation Records management Part 1: General.

This part of ISO 15489 provides guidance on managing records of originating organizations, public or private, for external and internal clients. All the elements outlined in the standard are recommended to ensure that adequate records are created, captured and managed. Procedures that help to ensure the management of records according to the principles and elements outlined in the standard are provided in ISO/TR 15489-2.

This part of ISO 15489 applies to the management of records, in all formats or media, created or received by any public or private institution in the conduct of its activities, or any individual with a duty to create and maintain records. This provides guidance on determining the responsibilities of organizations for records and records policies, procedures, systems and processes, etc.

This part of ISO 15489 is intended for use by managers of organizations, records, information and technology management professionals, all other personnel in organizations, and other individuals with a duty to create and maintain records.
The standard does not include the management of archival records within archival institutions.

The Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) released new procedural guidelines:

This guidance is designed to increase the efficiency of management activity in various institutions and organizations.

The guidance describes the main factors regulating the formation of records and record composition in a particular institution, describes a complex of steps to improve recordkeeping and to reduce the circulation of records, describes methods and techniques to achieve this purpose.

The guidance contains major principles and methods for publication of Cyrillic historical documents and materials on the history of Belarus in late 18th to early 20th centuries. Examines work organization in historical editing, text interpretation, historical typography, scholarly and reference annotations. The guidance is based on the best practices of domestic and foreign researchers.

On 27 June 2016 the Local State Archives in Baranovichi opened an exhibition entitled Baranovichi during the Nazi Occupation.

The exhibition shows photographs and printed material reflecting the events in the town of Baranovichi in 1941-1944.

On 20 June 2016 the National Archives of the Republic of Belarus hosted an event commemorating the 75th anniversary of the beginning of the Great Patriotic War 1941-1945. The event included the opening of the exhibition on the Great Patriotic War and the presentation of the documentary editions Trostenets: Tragedy of Europe’s Peoples, Memory in Belarus, Camps of Soviet Prisoners of War 1941-1944 and the directory Conviction of Foreign Prisoners of War and Internees in Belarus. 1941-1951 (Inventory of criminal files in Fonds 1363).

The exhibition on the Great Patriotic War presents archival documents and photographs available from the National Archives of the Republic of Belarus. The exhibits illuminate the courage and heroism of the Red Army in the battles in the summer of 1941, show the role of the Republic’s leadership in organizing the evacuation of the population and material resources to the eastern areas of the Soviet Union, describe the formation of the Nazi Occupation regime in Belarus and the development of the Partisan and Resistance movement.

Of especial interest are the unique maps showing the location of German troops in the beginning of the war, the map of location of all Partisan units in Belarus, the scheme of renaming the streets in occupied Minsk, printed and handwritten editions of Partisans, posters, award certificates, cipher texts, orders etc.

The publishing house Petrus Brovka Belarusian Encyclopedia has released a book of documents and materials entitled Trostenets: Tragedy of Europes Peoples, Memory in Belarus.

The edition has been prepared by the National Archives of the Republic of Belarus together with the Central Archives of the KGB (Committee on State Security) of the Republic of Belarus, the Belarusian State Museum of the History of the Great Patriotic War and the Minsk-based Johannes Rau International Centre for Education and Exchange.

Trostenets is the largest place of mass execution of people in Belarus during the Nazi Occupation. It ranks with Auschwitz, Treblinka and Maidanek. Here perished many Minsk residents, resistance fighters, partisans as well as Jews from Belarus and Western Europe (Germany, Austria, Poland, Czechoslovakia).

The compendium of documents and materials Trostenets: Tragedy of Europes Peoples, Memory in Belarus acquaints with the documents of the National Archives of the Republic of Belarus, the Central Archives of the KGB of the Republic of Belarus, the State Archives of the Russian Federation, the State Archives of Latvia, the archives of Minsk City Executive Committee, the Council of Ministers of the Republic of Belarus etc.

The book includes 255 documents illuminating the dramatic events in the area of Trostenets and the history of the Memorial. These are reports, dispatches, certificates of forensic medical examination, testimonies and reports of interrogation of residents in the villages of Maly and Bolshoy Trostenets, former camp prisoners, soldiers of the police battalions, SD and security police. The history of the Memorials foundation can be traced in the resolutions and materials of the Council of Ministers of the BSSR (later Republic of Belarus), Presidium of the Supreme Council, Minsk City and Region Executive Committees etc.

The publishing house Belarus has released a book of documents and materials entitled Camps of Soviet POWs 1941-1944.

The compendium has been prepared by the National Archives of the Republic of Belarus together with the Central Archives of the KGB of the Republic of Belarus and the Kontakte-Kontakty Public Association in Berlin.

About 29 million soldiers of different armies were taken prisoners during the Second World War. Part of them died of hunger, disease, cold or were executed. The Red Army soldiers and officers who turned out in German POW camps went through the most terrible ordeals. According to the Extraordinary State Commission, in Belarus perished over 810,000 Soviet POWs.

The book narrates about POW camps created by Nazis in Belarus, the tragedy of Soviet POWs in German captivity, the crimes committed by Nazis against the prisoners. The book contains 127 documents. These are reports of the Commandant of POW camps in District Ja, orders of the commandants office in Stalag No 352 and the Chief of Borisov; intelligence reports of operational groups of the BSSR NKVD, reports of regional, district and town commissions of the Extraordinary State Commission, transcripts of interrogation of Soviet POWs, witnesses, former members of POW camp administration and guard units, reminiscences of Soviet POWs.

The directory Conviction of Foreign Prisoners of War and Internees in Belarus. 1941-1951 (Inventory of criminal files in Fonds 1363) has been prepared the National Archives of the Republic of Belarus, the Foundation Historical Memory (Moscow) and the Ludwig Boltzmann Institute for Research on War Consequences (Graz, Austria).

3,618 foreign prisoners of war and internees were brought to trial for the crimes committed during the war and camp law infringements in Belarus after the war. The book describes contents of 2897 criminal files in Fonds 1363 of the National Archives of the Republic of Belarus.

From June 16 the Local State Archives in Kobrin (Brest Region) runs an exhibition of documents and photographs celebrating the 70th anniversary of the Military-Historical Museum named after Alexander SUVOROV, the famous Russian military leader and national hero.

The exhibition is based on documents held by the Kobrin Archives and photographs from the Alexander Suvorov Military-Historical Museum at Kobrin.
