The Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting to discuss the following issues: the review of remaking lists Nos. 1 and 2 for institutions potential sources of records acquisition at the republic-level state archives and the work of the Department and the state archives in executing the administrative procedures in 2018.

The Department board has instructed the central state archives to strengthen work in extending the range of institutions potential sources of records acquisition. After the BelNIIDAD (Belarusian Research Institute of Records Management and Archival Science) works out the new classifiers and the Preliminary lists of types and kinds of institutions potential sources or not sources of records acquisition, the management of lists Nos. 1 and 2 can be significantly simplified.

On the second issue it has been noted that in 2018 the work of the Department and the state archives was directed at the timely and high-quality execution of the administrative procedures. On 21 August 2018 the Department conducted “a direct telephone line” on the theme “The procedure of providing access to records at the state archives of the Republic of Belarus”.

29 November 2018
Between 20 and 22 November 2018 Mr. Viktor Kurash, Director of the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus had a business trip to Kazan (Russian Federation). He took part in the couch session on the topic “Archives and Preservation of the Identity of the Peoples of Russia” and made a welcome speech at the ceremonial event dedicated to the 100th anniversary of the State Archival Service of the Republic of Tatarstan.

In his greeting to the participants, President of the Republic of Tatarstan Rustam Minnikhanov highly appreciated the role and significance of archives in the life of the state and the society.

The events included negotiations with the Chairman of the State Committee on Archives of the Republic of Tatarstan Gulnara Gabdrakhmanova, in which they discussed the issues of bilateral cooperation between the archival services of Belarus and Tatarstan.

23 November 2018
The 25th International Scientific-Practical Conference “Documentation in Information Society: Archives and Records Management in Conditions of Digital Economy” took place in Moscow on 7 and 8 November 2018. The Conference was organized by the Eurasian Regional Branch of the International Council on Archives (EURASICA), the Federal Archival Agency of Russia, the All-Russian Research Institute of Records Management and Archival Science.

Over 200 participants joined the Conference, including representatives from Armenia, Belarus, Hungary, Germany, Kazakhstan, China, Kyrgyzstan, Moldova, Russia, Finland, and Uzbekistan.

20 November 2018
Between 12 and 15 November 2018 the delegation of Belarusian archivists visited Kaunas, the Republic of Lithuania, to attend the opening ceremony of the exhibition “The end of the First World War: a decisive turn for modern Europe”. The delegation included First Deputy Director of the Department for Archives and Records Management of the Justice Ministry O. Biryukova and Director of the National Archives of the Republic of Belarus A. Demyanyuk. The Belarusian exposition presented documents from the state archives in Belarus highlighting the 100th anniversary of the state building in Belarus.

The opening ceremony, organized by Lithuanian archivists, was attended by representatives from archive services of Latvia, Ukraine, Poland, Finland, Estonia and Georgia.

The Belarus delegation also visited the Lithuanian Central State Archives, the Lithuanian State Historical Archives and the Kaunas Regional Archives to acquaint with the work of Lithuanian archivists.

During the events the participants exchanged their experience in the field of archive business and discussed issues of joint work in archival projects.

On 11 November 2018 the Memorial Church in Honor of All Saints in Minsk held ceremonial events dedicated to the centenary of the end of the First World War. In the church crypt the participants laid the capsule with the soil brought from the WWI battlefield at Smorgon. The heroic defense of Smorgon in WWI has become a symbol of this war in Belarus. The white hall of the church hosted the opening of the thematic exhibition and a presentation of the book “Obelisks in memory of the Russian imperial army in the First World War” (authors E. Khoroshevich, A. Sharkov).

Director of the National Archives of Belarus A. Demyanyuk and Director of the National Historical Archives of Belarus D. Yatsevich attended the ceremonial events. As a gift to the church museum they handed over to Senior Priest Fyodor Povny, Superior of the All-Saints Parish, a selection of digital copies of documents from the archive holdings, and three books of published documents “The burned villages of Belarus. 1941-1944”, “The burned villages of Russia. 1941-1944” and “Belarus in the First World War. 1914-1918”.

On 9 November 2018 the Local State Archives in Kobrin (Brest Region) held a ceremonial meeting dedicated to the 55th anniversary of the foundation of the Archives.

The Archives was established according to Resolution by the Council of Ministers of the Belarusian Soviet Socialist Republic dated 11 November 1963 No. 537 as a branch of the State Archives of Brest Region at Kobrin.

12 November 2018
A ceremonial opening of the new building of the Local State Archives in Slutsk (Minsk Region) took place on 7 November 2018.

The meeting was attended by Chairman of Minsk Region Executive Committee A. Isachenko, Deputy Director of the Department for Archives and Records Management O. Ledovskaya, Deputy Chairman of Slutsk District Executive Committee D. Korolyov and other honoured guests.

The construction of the new building has been completed on the sidelines of the investment program for Minsk Region. 2,8 million rubles have been spent. The total area of the building is 2 177 sq meters. The area of the archival repository has increased thrice and is now 660 sq meters expected to receive 440 000 storage files. The building is equipped with mobile shelves, modern systems of ventilation and video monitoring, burglar alarm, fire system, a miniature boiler. There is a reading room and an exhibition hall. A local computer network has been installed for work with the Standard Archive Automated Information System. The Archive has acquired new scanning and computer equipment.





12 November 2018
The Local State Archives in Rechitsa (Gomel Region) hosts an exhibition dedicated to 73rd anniversary of the victory of the Soviet Union over Nazi Germany in the Great Patriotic War 1941-1945. The exhibition is entitled “The memory of Nazi crimes in the area of Rechitsa District in archival records”.
Members of the Rechitsa District Council of War and Labour Veterans visited the exhibition and acquainted with archival documents highlighting the policy of Nazi Germans towards Soviet citizens. The guests were given a tour of the Archives.

On 30 October 2018 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting to discuss the issue “On the work of reading rooms in the state archives”.

The meeting reviewed the activity of reading rooms in the state archives for the period of 2015 to the first half of 2018. A special attention was paid to the improvement of technical equipment in reading rooms and the use of access records in them.

Following the discussion the decision was adopted to make changes (amendments) to the Instruction on the Procedure of Use of Archival Records in Reading Rooms in State Archives, approved by Resolution of the Ministry of Justice of the Republic of Belarus of 24 May 2012 No. 133.

The First International Forum of Young Historians and Archivists took place in Moscow from 9 to 13 September 2018. The organizer of the Forum is the Russian Society of Historians and Archivists with the support of the Russian Historical Society, the History of Motherland Foundation, and the Russian State University for the Humanities. The Forum aims at consolidating young archivists in Russia and close foreign countries to create a single information field for exchange of information and further communication between young archivists in the member countries.

The young staff members of the State Archives of Minsk Region, archivists Olga Lisyuk and Natalia Kanashevskaya, attended the meeting.

The ceremonial opening of the Forum was held at the Civic Chamber of the Russian Federation on 10 September, with a welcome speech delivered by Rector of the Russian State University for the Humanities Alexander Bezborodov, Deputy Chair of the Board of the Russian Society of Historians and Archivists Grigory Lanskoy and Dean of the Archives Faculty at the History and Archives Institute Elena Malysheva. The guests had an excursion of the Russian State University for the Humanities and the History and Archives Institute.

During the Forum the participants visited the State Archives of the Russian Federation, where they had a tour of the archives and the educational section from the experts. The original copy of Tsar Nicholas II’s Manifesto of Abdication from the Throne and his personal diary aroused an especially great interest among the participants.

On the third day of the Forum the participants went to the town of Krasnogorsk in Moscow Region to visit the Russian State Archives of Films, Photographs and Sound Recordings. In the cinema room of the Archives they watched a selection of unique video footage devoted to the life of the Tsar’s family in 1896-1916, the session of the First State Duma in 1906 and other important events of the past. The young archivists also visited the archival repositories of film records, photographs, video and sound recordings and got acquainted with the work of different divisions and the principles of digitization and processing of video documents on the tape.

The ceremonial closing of the First International Forum of Young Historians and Archivists took place on 13 September at the Main Archival Administration of the City of Moscow. The participants had a tour of the Central State Archives of Moscow City and later at the conference hall presented their reports and presentations on the development of archive business in their countries. Members of the State Archives of Minsk Region read their reports “The history of archive business in the Republic of Belarus” (Olga Lisyuk) and “The State Archives of Minsk Region in 1938-2018” (Natalia Kanashevskaya).
