The delegation of Belarusian archivists headed by Director of the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus, Viktor Kurash, took part in the 18th General Conference of the Eurasian Regional Branch of the International Council on Archives (EURASICA), the session of the Consultative Council of the heads of the state archival services of the CIS member states, and the international scholarly conference “Current issues related to the acquisition of archives”.

The events took place on 20-22 June 2017 in Yerevan, Republic of Armenia.

The Belarusian delegation included Director of the State Archives of Brest Region A.G. Karapuzova, acting director at the National Archives of the Republic of Belarus E.V. Kushnova, Director of the Belarusian Research Institute of Records Management and Archival Studies (VNIIDAD) A.E. Rybakov.

At the 18th EURASICA General Conference the representatives of archival institutions from Armenia, Belarus, Kazakhstan, Kyrgyzstan, China, Lithuania, Poland, Russia and Uzbekistan discussed the results of work of the Eurasian Branch in 2016, and the results of the 18th International Congress of Archives in 2016 in Seoul (Republic of Korea). The next session of EURASICA will take place in 2018 in Warsaw (Republic of Poland).

The Consultative Council heard reports on the development of archive business in the CIS countries, and the report of VNIIDAD Institute on its work as a basic institution in retraining and advanced training in archival studies and records management in CIS countries. The Council discussed the topical issues of cooperation in archive business in CIS countries. The next Consultative Council of the heads of the state archival services of the CIS member states is scheduled to take place in 2018 in Moscow (Russian Federation).

The international scholarly conference “Current issues related to the acquisition of archives” heard reports by E.V. Kushnova («Topical issues in the acquisition of the National Archives of the Republic of Belarus in modern conditions») and A.E. Rybakov («Acquisition of Belarusian archives: modern challenges, solutions, perspectives»).

The Belarusian State Archives of Films, Photographs and Sound Recordings (BGAKFFD) and the internet portal TUT.BY have released an issue of the joint project “These Are We”.

This issue is called “A great-power chauvinist” and ”national-fascist”. Why they persecuted the historian Mitrofan Dovnar-Zapolsky“ dedicated to the 150th anniversary of the birth of Mitrofan DOVNAR-ZAPOLSKY, Belarusian historian, ethnographer, folklorist, economist, founder of Belarusian national historiography.

The video materials have been prepared by BGAKFFD leading archivist Elena Poleshchuk.

On 30 May 2017 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting to discuss the results of a complex inspection of the activities at the Belarusian State Archives of Scientific and Technical Documentation (BGANTD).

The BGANTD Archive pays serious attention to issues of records acquisition, storage security, maintenance and use. The Archive’s work has been assessed as satisfactory.

On 26 May 2017 the Belarusian State Archives-Museum of Literature and Art (BGAMLI) held the traditional annual readings Uzvyshsha (Elevation) dedicated to the 125th anniversary of the birth of historian, archivist and writer Mikhas MIALESHKA (1892-1941). The event included the exhibition “Mikhas Mialeshka. The life for the future”.

A welcome speech was given by Volga Birukova, First Deputy Director at the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus. Among the speekers at the event were Mialeshka’s granddaughter Natallya Spichko and Stanislau Rudovich, PhD in History, who delivered a report “Mikhas Mialeshka at the vortex of the 1917 Revolution: a view a century later”.

The celebration included a concert prepared by Mialeshka’s in-law relatives, guests from Saint-Petersburg: composer and concertmaster Natallya Spichko, her husband Honoured Artist of Russia, Vasil Spichko and their son Ivan Spichko, soloist at the Mikhailovsky Theater of St. Petersburg. They performed the famous arias from classical operas and works from N. Spichko’s vocal cycle after the texts written by Mikhas Mialshka during his exile to Samara in Russia.

The conference contained two sections. The first section was opened by film director and script writer Marta Klinava, who told about the new film dedicated to repressed writers. The other reports dealt with the life and work of Mikhas Mialeshka.

The second section was dedicated to the literary association “Uzvyshsha” (Elevation) and the literary process in the 1920s-1930s.

On 24 May 2017 the Belarusian National Academy of Sciences held a round table Archives as Information Base for Historical Research (to the 90th anniversary of the National Archives of the Republic of Belarus).

A welcome speech was delivered by Viktor Kurash, Director of the Department for Archives and Records Management at the Justice Ministry of the Republic of Belarus.

The event included the presentation of the historical and documentary book dedicated to the 90th anniversary of the National Archives of the Republic of Belarus.

The speakers tackled issues related to the activity of the National Archives of the Republic of Belarus in providing the society with retrospective information, publication of documents, participation in international cooperation, and the main activities of the state archival institutions in the Republic of Belarus.

The State Archives of Minsk Region takes part in the exhibition “2017 Centenary Year of Civil Registry Offices ZAGS” dedicated to the International Family Day. The exhibition runs in the building of the Minsk Regional Executive Committee.

Viktor Sirenko, Deputy Chairman of the Minsk Regional Executive Committee noted the importance of this exhibition first of all as a display of historical and juridical documents.

Among the unique exhibits are the original wedding dresses from the 1950s to the present day. Other items of interest include photographs of newly born babies and their joyful parents and the families celebrating the 40th and 50th anniversary of their marriage.

The majority of the offered documents and photos are available from the Civil Registry Offices in Minsk, Smolevichi and Stolbtsy and the State Archives of Minsk Region.

On 4 May 2017, on the eve of the Victory Day, the M. Gorky Regional Library in Brest hosted a presentation of the academic book “Brest in 1941-1944. The Occupation: Documents and Materials”, prepared by the State Archives of Brest Region with the participation of the History Department of the A.S. Pushkin State University of Brest. The book continues a series of books “Brest in 1919-1939. Documents and Materials” (Brest, 2009) and “Brest in 1939-1941. Documents and Materials” (Brest, 2012).

The book includes 334 documents from the State Archives of Brest Region related to the history of Brest under the Nazi Occupation. The documents reflect the city’s life in the Occupation period: the structure of the Occupation authorities, the Occupation regime, the city’s daily life, the state of economy, commercial and industrial enterprises, the system of supplies and food provisions, the tax policies of the occupiers, finances and money, healthcare and school system, sanitary conditions in the city, demographical situation, the policy of the Occupation authorities to the Jewish population and the labour force, the activity of the underground Communist Party organization, etc.

Nearly all documents have been published for the first time. The book is illustrated with copies of documents and photographs.

The participants at the presentation included representatives of the regional and municipal authorities, officials of the Brest Hero-Fortress Memorial, the local regional museum, the regional library, members of the science, culture and education, mass media, etc.

The Department for Archives and Records Management of the RB Justice Ministry (Department) together with the Belarusian Research Centre of Electronic Records (BelNITsED) held a republic-level workshop on the Operation of the System of Open Access to Records of the National Archival Holdings (NAF SODD).

The workshop brought together representatives of central, regional and local state archives from all six regions in Belarus and the city of Minsk – managers and specialists in archival institutions in charge of filling the NAF SODD system with archival information. In all, 50 people took part in the workshop.

The Department Director Viktor Kurash delivered a welcome speech to emphasize the importance of the workshop issues and the digital transformation of the archives for future successful development of the archive business.

The reports were delivered by members of the Department, BelNITsED, the National Archives, the State Archives of Vitebsk Region etc.

The archive specialists discussed the NAF SODD system conditions, organizational support, problems, performance capabilities and further informational content.

An international scholarly conference The World Wars of the 20th Century in Historical Memory of Russia and Belarus was held in Minsk on 13-14 April 2017.

The conference organizers are the Association of Russian and Belarusian Historians «The Union State Initiative of Memory and Accord», the Institute of History of the Belarusian National Academy of Sciences, the Historical Memory Foundation for Actual Historical Research Assistance and the Representative Office of the Russian Centre for the CIS issues and Cooperation in the Republic of Belarus (Rossotrudnichestvo).

The conference agenda included issues of international affairs in Russia and Belarus during world wars, social and political processes in Belarus and Russia on the eve of WWI and WWII, the occupation regime in Belarus, the resistance to the occupiers in world wars, religious confessions and national economy in 1914-1918 and 1941-1945, the restoration of life after the war, modern approaches to coverage of world wars in Belarus and Russia etc.

The conference brought together leading historians from Belarus, Russia, Italy and Poland. Mr Viktor Kurash, Director of the Belarusian Department for Archives and Records Management delivered a report «The events of the First World War and the Second World War in documents of the state archives in the Republic of Belarus».

On 5 April 2017 the Belarusian State Archives of Films, Photographs and Sound Recordings was visited by American filmmakers T.C. Johnstone and Jon Reiss, First Secretary of the US Embassy in Minsk Rima Koyler, member of the Culture and Education Division E. Karpovich.

The visit took place during the Documentary Film Festival “Unknown America” held in Minsk with the support of the US Embassy and Kinovideoprocat Company.

During the visit the parties exchanged useful information, discussed perspectives of development of the documentary film, preservation of documentary materials etc. The guests got acquainted with the archive’s holdings, the earliest photo and film records on the history of Belarus from 1930-1944.
