On 19 July 2018 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus (the Department) held a board meeting to discuss the issues of handling appeals and inquiries submitted by citizens and legal entities to the Department and the central archival institutions in the first half of 2018.

The Board noted that in the first half of 2018 the work of the Department and the central archives was directed at the timely and qualitative handling of appeals from citizens and legal entities.

The Board recommends the archival institutions to exercise permanent control over the observance of the legislation governing the work with appeals submitted by citizens and legal entities and to regularly discuss this at the board meetings of the Department and the archives.

The Minsk City Hall hosted a festive meeting to celebrate the 80th anniversary of the National Historical Archives of Belarus. The event brought together a wide range of participants and guests.
Ms G. Akulovich, Head of the Archive’s Division of Information Retrieval Systems received an honorary diploma from the Council of Ministers of the Republic of Belarus. A number of other Archive’s employees received honorary diplomas and letters of thanks from the Ministry of Justice and the Ministry of Information, presented by Deputy Minister for Justice A. Avdeyev.
Many Archive’s members were awarded with honorary diplomas and letters of thanks from the Department for Archives and Records Management, the Minsk City Executive Committee, the National Academy of Sciences, and the National Historical Archives.
Words of congratulation were given by Deputy Minister for Justice A. Avdeyev, Director of the Department for Archives and Records Management V. Kurash, Deputy of the Chamber of Representatives of the National Assembly of the Republic of Belarus V. Papko, Deputy Director of the History Institute of the National Academy of Sciences V. Lakiza, and many more.

The event included the demonstration exhibition dedicated to the 80th anniversary of the National Historical Archives of Belarus and a temporary exposition of the original copies of legal documents created by Minsk City Council in the 17th century.

On 28 June 2018 the Belarusian State Archives of Films, Photographs and Sound Records (BGAKFFD) participated in the scientific-practical conference “Belarusian archives at the turn of the third millennium…” dedicated to the 80th anniversary of the foundation of the National Historical Archives of Belarus. The Archive’s staff member M. Myasnikov made a report on the topic “The album of military pilot Mikalai Kucheuski as a historical source on the history of Soviet aviation”.

On 15-16 June 2018 the Belarusian State Archives of Films, Photographs and Sound Records (BGAKFFD) participated on the jury of the contest “Images from the history of family to the history of society”. This was organized by the German Association of Public Universities with the support of the Ministry of Foreign Affairs of Germany and EUSTORY Körber Foundation and was held at the Memorial Studio Museum of Z.I. Azgur. The contest was part of the project “The history contests in Belarus, Georgia, Moldova and Ukraine”.

On 13-14 June 2018 in Gomel the Belarusian Research Institute of Records Management and Archival Science (BelNIIDAD) held practical oriented workshops “Records management in the company’s personnel office” and “Records management in business companies”.

The workshops were organized by the initiative of the Belorusneft Oil and Gas Production Company. More than 60 people from the records management, personnel and juridical services of the company and its subdivisions participated. The lecturer at the workshops was BelNIIDAD Director A. Rybakov.

The workshops discussed a wide range of issues: rules of making records according to Standard STB 6.38-2016 and the Instruction for Records Management in Government Institutions; document workflow in organizations; receipt, registration and execution of records; specifics of electronic records, electronic recordkeeping; file classification plans in organizations; records appraisal and scheduling, selection of records for preservation at the archives; personnel records etc.

The Nineteenth General Conference of the Eurasian Regional Branch of the International Council on Archives (EURASICA) took place on 12-14 June 2018 in Warsaw (the Republic of Poland).

The event brought together archival delegations from Armenia, Belarus, Kazakhstan, China, Latvia, Lithuania, Russia, Poland and Uzbekistan. Deputy Prime Minister of the Republic of Poland Mr. P. Glinski took part in the events.

The Belarusian delegation included Director of the Department for Archives and Records Management of the Justice Ministry V. Kurash (delegation head), Director of the National Archives of the Republic of Belarus A. Demyanyuk, Director of the Central Laboratory of Records Microfilming and Restoration V. Klyuiko, Director of the State Archives of Brest Region A. Karapuzova.

The 19th EURASICA Conference discussed the Plan of Actions for 2017-2020, listened to reports of the representatives of the member states on the development of archive business in their countries in 2017-2018, etc.

The next, Twentieth EURASICA General Conference will take place in 2019 in the Republic of Kirghizia.

The events included an international scholarly conference “The current problems in the preservation of archival records”. The speakers from the Belarusian side were Director of the National Archives of the Republic of Belarus A. Demyanyuk (“Practices of the National Archives in work with government institutions in the field of records preservation”); Director of the State Archives of Brest Region A. Karapuzova (“Records preservations at the State Archives of Brest Region”); Director of the Central Laboratory of Records Microfilming and Restoration V. Klyuiko.

During the events Director of the Belarusian Department for Archives and Records Management V. Kurash held negotiations with General Director of the State Archives of Poland W. Wozniak and Director of the Central Archives of Historical Records H. Wajs. They discussed the perspectives of Belarusian-Polish cooperation in archival sphere and their plans on the use of the joint documentary heritage.

The delegation of the Belarusian Archival Service (Director of the Department for Archives and Records Management of the Justice Ministry V. Kurash and Director of the National Archives of the Republic of Belarus A. Demyanyuk) took part in the session of the Consultative Council of leaders and representatives of archival services of the CIS member states and in the jubilee events dedicated to the 100th anniversary of the foundation of the Russian Archival Service held on 31 May and 1 June 2018 in Moscow (Russian Federation).

At the session of the Consultative Council the Department’s Director V. Kurash reported on the composition and retention periods of records used for social security of citizens in the CIS countries. The participants exchanged information and opinions on the role of archives in the context of electronic government and reviewed the development of archive business in the CIS countries in 2017. The participants included the heads of the archive services of Azerbaijan, Armenia, Kazakhstan, Kirghizia and Russia. Representatives from Tajikistan, Turkmenistan and Uzbekistan participated as observers.

The next session of the Consultative Council is scheduled to be held in 2019 in the Republic of Kirghizia.

On 1 June the Belarusian delegation participated in the ceremonial events dedicated to the 100th anniversary of the Russian Archival Service.

During the event the Director of the Belarusian Department for Archives and Records Management (Department) V. Kurash held negotiations with the Head of the Russian Federal Archival Agency (Rosarkhiv) A. Artizov. They discussed issues of further bilateral cooperation between Belarusian and Russian archivists and issues of the forthcoming professional meeting of heads of archival services and institutions of Belarus and Russia and the joint board meeting of the Department and Rosarkhiv.

The round table on “Mycological Safety in Archives” was held on 28 May 2018.

The organizers were the Department for Archives and Records Management of the Justice Ministry (Department) and the Belarusian Research Institute of Records Management and Archival Science (BelNIIDAD).

The event was held in the press hall of the National Historical Archives of Belarus.

The objectives of the event are to increase effective measures taken by archives in creating normal conditions for storage; to train archive personnel in preventive work with moldy damages; to decrease the amount of documents requiring disinfection and cleansing.
The round table brought together over 40 people representing heads and specialists of the state archival institutions in the country.

The participants discussed issues relating to the moldy damage of natural and industrial materials, archival facilities and documents; the impact of mold fungi on human health, various methods and techniques against moldy damage and preventive work in this area.

The speakers at the event were Department’s Deputy Director O. Ledovskaya; BelNIIDAD’s leading research worker, Ph.D. in Biology I. Goncharova; head of disinfection, disinsection and binding at the Central Laboratory of Records Microfilming and Restoration A. Yaroslavtseva; Deputy Director of the State Archives of Minsk Region V. Starobinets, and more.

The Belarusian Research Institute of Records Management and Archival Studies (BelNIIDAD) issued a new General Records Schedule for the National Archival Holdings of the Republic of Belarus.

The Schedule defines retention periods for records created by the government agencies and other institutions. This is used in preparing records classification schemes, file plans, in conducting records appraisal, filing, acquisition, file inventories, etc.

The Schedule is mandatory for use by all institutions and organizations in the Republic of Belarus and also by individual businessmen.

The National Historical Archives of Belarus (NIAB) held a presentation of the 5th volume of the academic edition “The Armorial of Belarusian Nobility”. The speakers at the event were NIAB Director D. Yatsevich, NIAB Deputy Director D. Liseichikov, Division Head of Records Use, Information and Organizational Work at the Department for Archives and Records Management G. Zholnerkevich, Department Head of the Modern and Contemporary History of Belarus at the Belarusian State University V. Makarevich, Head of the Centre of Special Historical Sciences and Anthropology at the National Academy of Sciences V. Golubev etc.

The book appeared thanks to the cooperation between the National Historical Archives of Belarus and the Belarus Publishing House.

The event included an exhibition of most interesting archival documents that were used in preparing this volume.
