On 15 March 2019 the National Historical Archives of Belarus received a delegation of government officials from Lublin Province in the Republic of Poland. The delegation included Adviser to the Governor of Lublin Province Bartosz Rybak, Deputy to the Polish Parliament Ryszard Szczygiel and Second Secretary for Public and Cultural Affairs at the Polish Embassy in Belarus Elzbieta Iniewska.

During the meeting with the Director of the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus Viktor Kurash and Director of the National Historical Archives of Belarus Dmitry Yatsevich, they discussed the perspectives of participation by archival and research institutions in both countries in the events dedicated to the 450th anniversary of the Union of Lublin.

The guests got acquainted with the history and composition of archival holdings of the National Historical Archives of Belarus. During the tour of the Archives the representatives of government agencies of Lublin Province acquainted with the act books of court institutions and town councils in the Lublin Province of the Polish-Lithuanian Commonwealth from the 16th-17th centuries, which are held at the National Historical Archives of Belarus.

An exhibition of historical documents “25 Years of the Constitution of the Republic of Belarus” has opened at the Minsk Regional Executive Committee. The exhibition has been prepared by the State Archives of Minsk Region.

Among the exhibited documents are the model of the 1923 passport; Regulation of the Technical Bureau of Labor Propaganda on single national flag; Resolution No. 28 of the Borisov District Executive Committee on the establishment of national flag and emblem on the territory of the USSR; cover letter for Information Report No. 1 on changes and amendments to the draft of the Constitution of the BSSR of 1937; proposals and comments for the draft of the Constitution of the BSSR of 1978; the Law of the Republic of Belarus on the procedure of enforcing the Constitution of the Republic of Belarus of 1994 and many more.

On 21 February 2019 the State Archives in Glubokoe (Vitebsk Region) held celebrations dedicated to International Mother Language Day. The problem of preservation of national languages is at the focus of world-wide attention. Despite their immense value, languages around the world continue to disappear at an alarming rate. In order to raise awareness of them, the UNESCO declared the Day of Mother Tongues.

The Belarusian Research Institute of Records Management and Archival Science (BelNIIDAD) released the 5th edition of the Album of Organizational and Administrative Documents with a commentary.

The Album provides examples of the types of documents on the basis of unified forms in the Unified System of Organizational and Administrative Documents (USORD), adopted by order of the Director of the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus of 14 May 2007 No. 25 (with alterations and amendments of 24.03.2008 No. 16).

In the present edition the examples of documents and commentaries have been revised according to the new state standards of the Republic of Belarus STB 6.38 – 2016 “Unified Documentation Systems in the Republic of Belarus. Systems of Organizational and Administrative Documents. Requirements for the Design of Documents”, changes in labour legislation and legislation in the sphere of archives and records management.

The Belarusian Research Institute of Records Management and Archival Science (BelNIIDAD) released a directory “The bodies of local government and self-government in the Republic of Belarus in 1991-2010”.

This academic reference book is dedicated to issues of development of the local bodies of state power. The book provides a description of the administrative and territorial system, the procedure of the formation of representative, executive and administrative bodies, their functions, powers, genesis, stages of development, specifics of the legal status etc. A particular attention is given to the formation and development of the internal organizational structure of governmental authorities.

On 29 January 2019 the National Archives of the Republic of Belarus (NARB) hosted a presentation of the Belarusian-Russian collection of documents and materials “The Restoration of Agriculture in Belarus:1943-1945”.

The book includes 274 documents available from the Belarusian and Russian archives, including 105 items from the National Archives of the Republic of Belarus, 83 from the State Archives of the Russian Federation, 51 from the Russian State Archives of Economics, 18 from the Russian State Archives of Socio-Political History. Among the published documents are resolutions, protocols, reports, certificates, information, correspondence etc.

The book consists of four sections. The first section contains documents on the damage inflicted on Belarusian agriculture by the Nazi invaders. The other three sections are compiled by chronology. 1943 – the beginning of the liberation of the Belarusian SSR from the Nazi occupiers, the elaboration of the first decisions by the Belarusian Government and the Union Centre on restoration of the rural economics in the liberated districts. In 1944 the Red Army with the support of Belarusian Partisans completely liberated the Republic from the Nazi occupiers. 1945 – the first year of peaceful labour in the liberated Republic. The restoration processes became more active in the western regions of the Republic and continued in the eastern regions.

The documents published in the first and second sections of the book are classified by chronology. The other sections include the thematic sub-sections. The scientific and reference materials include a historical preface and a preface on archival editing, text notes, comments, geographical and name indexes, list of abbreviations, and list of published documents.

A welcome word to the participants was made by Director of the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus, Mr. Viktor Kurash, editor-in-chief of the book from the Belarusian side. He noted that the book was prepared according to the Plan of Joint Actions of the Belarusian Department for Archives and Records Management and the Russian Federal Archival Agency.

During the event the participants acquainted with the originals of some published documents in a specially prepared exposition and a banner display of photographs “The Restoration of Agriculture in Belarus.1943-1950. A chronicle of events in photographs”, based on the documents from the Belarusian State Archives of Films, Photographs and Sound Recordings.

On 23 January 2019 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held an extended board meeting to review the results of work by the archives and records agencies and the state archival institutions in the Republic of Belarus in 2018 and to set up the objectives for 2019.
Participators at the board meeting were First Deputy Minister for Justice S. Zadiran, heads and deputy heads of the main justice boards at the regional executive committees and the Minsk City Executive Committee, directors of the state archives and members of the Department for Archives and Records Management.
Viktor Kurash, Director of the Department for Archives and Records Management of the Justice Ministry delivered a report. Directors of the state archives and members of the Main Justice Administration participated in the debates.
In 2018 the state archival institutions participated in the Sub-Programme “Archives of Belarus” as part of the 2016-2020 State Programme “Culture of Belarus”. Much attention was paid to strengthening the material and technical basis of the state archives, introduction of modern information technologies, improvement of public services provided to citizens and organizations, social protection of citizens etc. A new building was opened for the Local State Archives in Slutsk (Minsk Region).
As on 1 January 2019, the state archives in Belarus hold 47 781 fonds, 12 911 311 storage items, 45 970 film records, 266 604 photographic records, 21 250 sound records, 6 323 video records, 13 fonds of electronic records, 740 items of electronic records, and 781 museum items. 1 183 400 storage items are being preserved in 122 local archives.

The database of the republic-level state information resource – the State Fonds Catalogue of the National Archival Holdings of the Republic of Belarus – includes data on 58 633 fonds (record groups) preserved, transferred, unified and lost.

In 2018 the Department for Archives and Records Management worked out the Plan of Actions for Archival Preservation of Electronic Records in the Republic of Belarus, ratified by First Deputy Prime Minister of the Republic of Belarus A. G. Turchin.

By 1 October 2020, according to the Plan of Actions, the government agencies and other institutions can start implement archival preservation of electronic records.

An important sphere of activity is informational support of citizens and execution of social and legal inquiries. In 2018 the state archives performed 269 genealogical requests, 11 637 biographical and 2 721 thematic requests, 20 080 social and legal inquiries. 73 official heraldic symbols were included in the State Heraldry Register of the Republic of Belarus.

In 2018 the state archival institutions released seven collections of published documents, four guide books, three research works and one historical documentary chronicle, and prepared 99 exhibitions of documents.

An exhibition of documents “History of Belarusian Finance System” has opened at the Minsk Region Executive Committee to mark the 100th anniversary of the Finance System of the Republic of Belarus. The exhibition has been prepared by the staff of the State Archives of Minsk Region with the support of the Main Finance Administration of the Minsk Region Executive Committee.

The exhibition documents are divided into three thematic groups: the pre-war period (1916-1941), the Nazi Occupation period (1941-1944), and the after-war period till the present time (from 1945).

The catalogue of exhibited documents has been published to accompany the exhibition.

On 27 December 2018 the Department for Archives and Records Management of the Justice Ministry of the Republic of Belarus held a board meeting to discuss the following issues: handling of enquiries and requests from citizens and legal persons at the Department and the central archival institutions in the second half of 2018; execution of the Directive of the President of Belarus of 11 March 2004 “On measures for strengthening public security and discipline”; execution of legislation against corruption in the republic-level archival institutions in 2018; the Plan of Actions of the Department for 2019.

On 26 December 2018 Deputy Director of the Department for Archives and Records Management O.V. Biryukova, Director of the Belarusian State Archives of Scientific and Technical Information A.M. Zapartyko and Deputy Director of the National Archives of the Republic of Belarus E.A. Stukanova took part in New Year charity campaign Our Children and visited Smolevichi District Social and Pedagogical Centre to present New Year gifts to the centre’s children.
